PART 7, NATIONAL REGISTER OF HISTORIC PLACES
The U.S. Customs Inspection Station (Coburn Gore LPOE), to include the Port Facility, the Residences, and property site, was published on the National Register of Historic Places on 9/10/2014. All work for this
Project will be done in accordance with National Park Service (NPS), Maine State Historic Preservation Office
(MeSHPO), and GSA historical standards. The selected Contractor will work with these offices and their representatives during the construction phase to achieve the standards outlined in this summary. The design and construction will be done in a manner that complies at all times with those standards. Where relevant within the Summary of Work and indicated in the notes on the drawings a specific type of material or product may be noted or called out in order to comply with the historical nature of this work for that particular architectural or site system. Replacement of failed or deficient building components will be done in manner where an acceptable product will be specified for use that complies with NPS, MeSHPO, and GSA standards to meet this purpose and any deviation from the standards is not permitted.

PART 8, CBP OPERATIONS AND WORK COORDINATION REQUIREMENTS
The Coburn Gore LPOE is a compact site and construction activity will need to be coordinated with U.S.
Customs and Border Patrol (CBP) operational requirements during the construction duration. The Contractor will anticipate that Residences 2, 3, 4 will be occupied which will require that the work to be done in a manner that will pose the least impact on the Port operations and the CBP Staff. The Contractor will anticipate that
Residence 1 will not be occupied. Bid Option 1 - LPOE Main Facility Asphalt Roofing Replacement Work, if accepted, will require coordination of the selected Contractor of the work arrangement as to minimize impact on ongoing Land Port operations. Bid Option 2 - Replace Residences 1-2 Subsurface Wastewater Disposal
System Work, if accepted, will require coordination of the selected Contractor for temporary collection of wastewater from Residence 2 as the Residence is occupied. All temporary work required to accommodate the successful completion of Bid Option 2 work, including pumping and connection work, if accepted, will be included in the Option Price for the Bid Option 2 work. Given the nature of the proposed new work at occupied Residences 2, 3, and 4, it will be the intent of the Government to have available at least one (1) single
Residence with which all work can be done at one time prior to another Residence becoming available to the
Contractor for work.
PART 9, ASBESTOS CONTAINING MATERIALS (ACMs) SURVEY REPORT
An Asbestos Survey Report was conducted of Residences 1,2,3,4 in March, 2012. The findings were documented by the Federal Occupational Health Agency. A copy of the Federal Occupational Health
Agency’s Asbestos Survey is appended as Appendix A. For the purpose of this Project, under the BASE BID portion of the Work, anticipated encounter with asbestos containing materials (ACMs) will be in the window replacement portion of the work, specifically having to do with ACMs in certain locations of the 1/2” gypsum wall board that will be encountered with the replacement of the 3-1/2” wide interior trim around the windows
(Project Item b); ACMs in certain locations of the 1/2” gypsum wallboard that will be encountered with the replacement of the door trim (Project Item c). The ACM locations effected by the window and exterior door replacement work are indicated in ACM schedules found in their respective Project Items b, c. Project Item d involving Residences 2,3,4 Kitchen and Bathroom Renovations will have limited ACMs removal work mainly confined to those spaces and having to do with finish flooring in the Kitchens. The eventual selected
Contractor will be expected to procure the services of an asbestos abatement contractor licensed in the State of
Maine for ACM remediation for all ACMs identified in the FOH Survey Report that are impacted by new
Work. All costs relating to ACMs remediation will be included in their respective work task in the Base Bid
(Project IDs b, c, d).
