About this file
This document is an Amendment (Amendment 0011) to a solicitation for competitive retail electricity supply across multiple Independent System Operator (ISO) regions. The U.S. General Services Administration (GSA) is seeking electricity suppliers to provide full electricity requirements for federal facilities in ERCOT, PJM, ISO New England (ISONE), and California ISO (CAISO) territories. The contract will have up to a 60-month term, with multiple awards anticipated and contracts potentially issued at different times throughout fiscal year 2025.
Key details include a requirement for suppliers to provide block and index pricing, with 85% of monthly usage for specific calendar months (January, February, July, August, December) to be purchased at a fixed block rate. Suppliers must submit technical proposals by 3:00 p.m. EST on March 27, 2025, and pricing will be submitted through an online auction platform. Technical requirements vary by ISO region and include demonstrating experience supplying electricity, having transmission agreements, and being a currently approved electricity supplier in the respective market. The solicitation covers approximately 575 end-use utility accounts across 48 agencies in 13 states and 28 utility service territories.

RFP 47PA0825R0002 - ISONE & CAISO Questions and Answers
NOTE: ALL CHANGES/UPDATES TO THE SOLICITATION ARE
HIGHLIGHTED IN YELLOW IN THE AMENDMENT 0011 VERSION OF THE
SOLICITATION.
1. Can you confirm that when accounts are added or removed over the 60 month term, the account(s) will be tied to the initial block priced at the auction where the percent may increase or decrease from the 85% based on the sizes of the accounts being added or removed respective of the group?
A1: See Section A.10, Any accounts added after award will be addressed via bilateral modification and any accounts removed will be addressed via Termination for the Government’s Convenience.
2. Usage is captured from meter read to meter read which does not align with calendar months. Block energy can be purchased in a monthly manner both on and/or off peak, (ie first day of month to last day of month) and the 85% will be calculated by taking the monthly volume by group in that month and purchasing the block. Please advise on how adds and deletes are to be addressed respective of the block then purchased?
A2: See answer A.1.
3. Is the “85% of all monthly usage” calculated on an hourly basis for actual hourly metered usage?
A3: Yes.
4. If yes, is the meter cycle assigned to a calendar month (A Feb 5 – Mar 5 meter read cycle is considered February) or are the hedges to be allocated to part of a meter cycle (i.e. a meter cycle from Feb 5 – March 5 would have a hedge from Feb 5 – 28, but no hedge from March 1 – 5)?
A4: See Amendment 0011. Per Attachment 16, GSA requires a fixed % load following block pricing equivalent to 85% of all monthly usage for the calendar months of January, February, July, August and December for all contracted years. TCalendar month is defined as the first day of each month to the last day of each month.
5. If no, can the hedges be a flat block (same MW quantity each hour) across each calendar month based on historical usage for the designated months?
A.5: See answer A4.
6. Please confirm that account 7794378007 (National Grid (Narragansett Electric Co)) should be included. It is not included the RFP, however it does appear on the LOA.
A6. This account is not to be included as it is not included in Amendment 0011.
7. The MA account numbers below behind NSTAR appear to be incomplete. Can you please update and correct the LOA as soon as possible to request usage as several of the accounts are new ?

8. Regarding the “ISONE PRICE COMPONENT CONFIRMATION TABLE” in Attachment 3:
a. The table shows the price component of: “Block Energy Commodity Costs” as
“Fixed” and “No – Include in Bid Price”. Can the Government confirm that the block price is not to be included in the Supply Service Fee and will be priced separately?
A8a: See Attachment 16, the Block price and the Supply Service Fee will be submitted as two separate prices in the auction.
b. The Q&A contained a response the seemed to indicate agreement that “Transmission Loss Credits (TLC)” were not applicable for ISONE and that the component table was going to be updated. Can the Government confirm that TLC is not applicable and remove from the component table?
A8b: Offerors are instructed to include current costs for all price components listed as fixed in Attachment 3 in their bid prices, if the Offeror believes this price component is not applicable, include a cost of $0, but note no cost adjustments will be allowed for it during the term of the contract unless the Offeror provides evidence to GSA there has been a regulatory change related to this price component. See section A.14 Electricity Regulatory Changes.
c. The table includes the price component of: “Renewable Energy Certificates (RECs) that Comply with Section A.12 of this Solicitation (as applicable)”. Can the Government confirm they are not requesting RECs for this solicitation?
A8c: Confirmed
d. Can the Government confirm that ISONE retired the Locational Forward Reserve program on 2/28/2025 and replaced this component with the Day-Ahead Ancillary Services Initiative (DASI) which became effective 3/1/2025, and the Locational Forward Reserves should not be treated as fixed?
A8d: See answer A8b.
e. The following components are shown in the table with the “Treatment” set to “Fixed”, but “Included in Bid Price?” is set to “No”. Can the Government confirm the following:
i. Locational Price Differential should be set to “Pass-through at cost” and should not be included in the Bid Price?
ii. Financial Transmission Rights (FTR) should be set to “Pass-through at cost” and should not be included in the Bid Price?
iii. Marginal Loss Credits (MLCs) should be set to “Pass-through at cost” and should not be included in the Bid Price? This is a credit and typically fixed in the adder.
A8e: See Amendment 0011. The Attachment 3 - Price Component Confirmation Table has been updated.
f. The “State Mandated Renewable Portfolio Standard (RPS)…” has a note stating:
“Offers are instructed to include known costs at time of award, any future changes after the date of award will be handled under Section A.14 Electric Regulatory Changes”. Can the Government confirm that this note is not applicable as the “Treatment” of these costs is “Pass-through as cost)?
A8f: Confirmed. See Amendment 0011, this note has been removed.
g. Both “Fuel Security Costs (Mystic Cost of Service, Inventoried Energy Program Energy Security Improvements)” have ended and are not currently applicable costs.
Can the Government confirm and remove from the component table?
A8g:See answer A8b.
9. Please include the correct Customer Name Key. This is typically 3 to 4 characters in length and located on the utility invoice and not shown for all accounts(Column Q, Exhibit 1).
A9: See answer A.7.
10. These NSTAR (BECO) accts are missing some digits. This is the correct account number format. 19 total digits
11-digit Contract Account Number + 8-digit Service Ref. #(PODID)
A. See answer A.7.
11. At your earliest convenience, can you please provide the keycodes for all NEPOOL accounts that are included in this solicitation so we can pull data?
A. See answer A.7.
12. On SDG&E# 590562048, SDG&E refused to accept the LOA as it did not have “the correct unit number for this address.” They are requiring that the account list Excel included have the exact unit number or they will not provide the data. Please update this (and confirm the full address) and provide the updated LOA form.
A12: Updated LOAs, including one for SDG&E, have been posted to the Enel announcement site with the updated account address unit # information. Also, See amendment 0011, the unit number has been added to the service address.
13. PGE will not accept this version of the form as it is an outdated format (footer suggests this file is from April 2007). They updated the format in February 2021. Please provide an updated LOA.
A13: An updated LOA for PGE will be posted to the Enel announcement site.
14. Can you please provide the service reference # for these UANs? We were unable to request usage for these due to the missing SR #s.

15. Supplier requests confirmation that there will be another opportunity to submit questions if the account lists and pricing groups are further revised/finalized?
A15: Account related questions pertaining to account eligibility, pricing group confirmation may be submitted up until 3PM EST, Wednesday, June 18th, 2025.
16. Supplier requests confirmation that the ISONE Price Component Table requirements are definitive as posted via Amendment #0010, with no planned revisions potentially involving switching of component treatments (i.e. changing DASI and Fuel Costs from Pass-Through to Fixed).
A16:See answer A8e, GSA expects Amendment 0011 to be the final update to Attachment 3 - Price Component Confirmation Table.
17. Supplier requires further clarification regarding the billing methodology for the 85% load following blocks during the months of JAN, FEB, JUL, AUG, DEC. The response to question #27 and #56 in Amendment 3 (below) indicates that load following blocks are meant to follow the calendar month rather than meter read cycle. Does that mean that if a meter read spans months that included a load following block and a month that does not include a load following block, that part of the meter read is billed based on 100% index and part of the meter read is billed under the 85% load following block structure? For example, if a meter read spans 6/15/26 to 7/15/26, would the period of 6/15/26 through 6/30/26 (the JUN portion of the meter read) be billed at 100% index and the period of 7/1/26 through 7/15/26 (the JUL portion of the meter read) be billed under the 85% load following block structure? Or is this 85% Load Following based on actual consumption and on meter readings? Which is how a supplier would invoice for this.
A17: See answer A.4. Additionally, In the event the meter read cycle spans multiple months, an account may settle an 85% load following block for the months as requested. Any portion of a month not specifically requesting a block will be billed at 100% index.
a. 27. ISO NE: If this is NOT 85% Load Following based on actual consumption and on meter readings and on block and index by calendar month, please confirm that the block and index structure should be calendar month flat blocks that will be representative of load following by hedging 85% of the contracted usage for each of the requested months (Jan, Feb, July, August, Dec).
i. Per Section A, GSA requires a fixed percentage load following block pricing equivalent to 85% of all monthly usage for the calendar months of January, February, July, August and December for all contracted years.
A.17a: See answer A4.
b. 56. If this is NOT 85% Load Following based on actual consumption and on meter readings and based on calendar blocks, then on Attachment 16, Section A, states “load following block…for the months of January, February, July, August and December…”. Can the Government confirm the blocks are for calendar month (Ex:
Jan 1st – Jan 31st) and not meter month (LDU read cycle) (Ex: an account could have a January meter month (read cycle) from Jan 10th – Feb 10th)?
i. Blocks are based on the calendar month.
A17b:See answer A.4.
18. Please revise the CAISO component table as TLC doesn’t apply to this ISO.
A18: See answer A8b.
19. RMR is not present in CAISO. Please update the component table to reflect this.
A19: See answerA8b.
20. For NEISO : If the GSA is looking to have 85% of each NEISO group by State hedged for the defined Calander months, would the government revise to a traditional block and index product for the calendar months indicated in the RFP where the block would be 85% of the contracted usage also eliminating the need for any shaping premiums to be included.
This change would simplify the manner for adds and deletes to be addressed as they would receive the portion of the purchased block(s) ( XX MW ). This would also resolve independence from MRD for any accounts over the 5 year term which may have the MRD adjusted. The also would address leap year adjustment over the term of the contract regarding FEB 2028.
A20: No. See answer A8b.
21. I was taking a final look at the account lists and found there was a discrepancy where account 74012073354 has multiple meter numbers.
74012073354-91768890
74012073354-91860752
I noticed on the most recent list, posted on 5/28, that there was only one meter number posted for account 74012073354, 91768890. I also saw that account 74011915480 has a meter number of 91860752, which I thought was a strange coincidence. If all 3 accounts stand, this would increase the list of MA accounts to a total of 81. Let me know if this makes sense, and if any of these accounts/meters are to be excluded from the bid.
A21: See Amendment 0011. The final account and meter numbers in Exhibit 1 include 74011915480- 91860752 and 74012073354_91768890.

SECTION A: SCOPE OF WORK
A.1 GENERAL
The U.S. General Services Administration (GSA or Government) is requesting proposals for the supply of all electricity supply commodity components up to the Delivery Points as specified in Attachment 13:
Preliminary Exhibit 1 of this solicitation. The Delivery Point for such electricity shall be the independent system operator (ISO)/utility interconnect for the specific facilities identified in Attachment 13:
Preliminary Exhibit 1 of this Solicitation. The Local Distribution Utility (LDU) or Transmission and Distribution Service Provider (TDSP) (hereafter referred to as “utility”) will then distribute the electricity to the Government’s individual meters. Pricing is to the Delivery Point and shall include all cost components specified in Attachment 3: Price Component Confirmation Tables of this solicitation. The Contractor shall supply the full requirements of such electricity for a term of up to sixty (60) months for the full monthly billing cycles. In the final Exhibit 1 files, the Government will place its requirements into pricing groups, as indicated in Attachment 13: Preliminary Exhibit 1. The service start date for all accounts shall begin with the first utility meter read date as specified by the utilities for the contract month specified in Attachment 13: Preliminary Exhibit 1. Multiple awards are contemplated for this solicitation. Contracts may be awarded at different times throughout the fiscal year as specified in Attachment 13: Preliminary Exhibit 1. Note the preliminary auction dates may be updated by GSA, notice will be provided to Offerors who are deemed technically acceptable by GSA for each auction.
All quantities required to be supplied to facilities included in this contract shall be considered firm requirements (“firm” means electric supply that shall not be interrupted except as permitted under this contract) for delivery by the Contractor to the Delivery Point. The Contractor shall be liable for all costs assessed to facilities arising out of or relating to the non-delivery of firm requirements. The electricity provided under this contract shall conform to the tariff of the interstate/intrastate transmitting utility at the Delivery Point.
A.2 DEFINITIONS
For purposes of this contract, the following definitions apply to the contract and its attachments:
Balancing Authority: Also known as Control Area, is an electric power system or combination of electric power systems bounded by interconnection metering and telemetry to which a common generation control scheme is applied. For example, the Electric Reliability Council of Texas (ERCOT) operates as one Balancing Authority.
Delivery Point: The Delivery Point for each account is specified in the final Exhibit 1 files.
Governing Applicable State Regulatory Entity: The board, agency, division, commission or other unit or subunit which has the general power to regulate and supervise the business of each public utility within its jurisdiction.

GSA RETAIL UTILITY PROCUREMENT COMPETITIVE ELECTRICITY SUPPLY
AMENDMENT 0011
Kilowatt Hour or kWh: means 1000-watt hours and represents one kilowatt of power expended for one hour of time.
Local Distribution Utility (LDU): a company that distributes electricity to end users. This may also be referred to as the Transmission and Distribution Service Provider (TDSP).
Locational Marginal Price (LMP): is defined as the marginal price for energy at the location where the energy is delivered or received. For accounting purposes, LMP is expressed in dollars per megawatt-hour ($/MWh).
Megawatt or MW: means a unit for measuring power that is equivalent to one million watts (equivalent to one joule per second).
Non-volunteer Provider of Last Resort: is a retail electricity provider that is chosen to temporarily supply electricity to customers when their existing retail electricity provider goes out of business. The Public Utility Commission of Texas (PUCT) designates non-volunteer providers of last resort for different areas, depending on the customer's service territory and whether they are residential or commercial.
Renewable Energy Certificate or REC: means the technology and environmental (non-energy) attributes that represent proof that 1 megawatt-hour (MWh) of electricity was generated from an eligible renewable energy resource, and can be sold separately from the underlying generic electricity with which it is associated. (Sec. VII of M-22-06) These are unique certificates that represent all the environmental attributes or benefits of a specific quantity of renewable generation. RECs are created when a renewable energy facility generates electricity. Renewable Energy: means marine energy (as defined in 42 U.S.C. 17211), or electric energy produced from solar, wind, biomass, landfill gas, geothermal, municipal solid waste, or new hydroelectric generation capacity achieved from increased efficiency or additions of new capacity at an existing hydroelectric project. Renewable Energy and biomass shall have the definitions as specified by the Energy Policy Act of 2005, currently codified at 42 U.S.C. 15852(b)(2).
A.3 NOMINATING AND BALANCING RESPONSIBILITIES
It is the Contractor’s responsibility to conduct all required nominations on behalf of the facilities specified in the final Exhibit 1 files. The Contractor shall be fully familiar with the imbalance, transmission grid loss and line loss policies of both the utility and the interstate/intrastate transmission companies. A.8 EXTENSION PROVISIONS
The Government may request extension of performance, one or more times, in accordance with the existing contract terms and conditions, so long as the total additional performance period does not exceed twelve (12) months.
Pricing for the extension term will be in accordance with market movement comparing market prices on the day of contract award with settle prices for the previous trading day to the day the Government requests a contract extension.
For purposes of this solicitation, the comparison will be based on applicable pricing zones’ Around the Clock (ATC) settle prices and term awarded for each pricing group on the day of the auction and settle prices for the previous trading day to the day an extension price is requested by the Government for the same pricing group or groups. The applicable pricing zone for each included account will be included in the final Exhibit 1 file.
The auction day settle prices and Government settle price extension requests by volume and at the time of extension request, will be load weighted with the applicable pricing zones’ monthly contract volumes included in the final Exhibit 1 for each pricing group. The Government will provide a copy of the ATC settle prices and monthly volumes for each pricing group in the fully executed contract.
Pricing for the extension term shall be determined by calculating the percentage difference between the load weighted auction day and previous trading day settle prices and applying that percentage difference to the original auction price under this Contract.
If the Contractor declines to extend, the contract will expire with the current performance period for the associated pricing group(s).
Notice of request for extension will be furnished to the Contractor not later than thirty (30) days prior to the expiration of the contract or any extension thereof. However, nothing precludes the Contractor from agreeing to an extension of the contract if the Government fails to issue the notice prior to the thirty (30) days.

A.13 LOAD CHANGES DURING THE TERM OF THE CONTRACT
As indicated in Section A.1, this contract is for the full requirements of each account at the Delivery Points. The full requirements are expressed as estimates in the final Exhibit 1 files of the solicitation.
The Government does not estimate that its aggregate load will change in a significant manner throughout the term of this contract unless noted in the final Exhibit 1 files. The Government considers an annual change in the aggregate kWh consumption of each pricing group in excess of twenty percent (20%) each contract year to be significant. The historical volumes are given in the final Exhibit 1 files and these volumes will be used in determining annual changes. In the event of a significant change in contract load, the Government agrees, if requested by the Contractor, to negotiate in good faith with the Contractor to equitably adjust the contract price to account for the incremental costs, if any, associated with such load change beyond the twenty percent (20%) measurement threshold.
