About this file
This is a technical design and construction document for a security controls and gate installation project prepared by the Department of Technology, Management and Budget, State of Michigan, State Facilities Administration, Design and Construction Division, in collaboration with Straub Pettitt Yaste architects. The project involves the replacement of multiple sliding security gates (Gates 1-5) with new electric locks and door position switches, installation of a new programmable logic controller (PLC), and integration of new control panels with CAT 6 Ethernet connectivity. The work requires coordination between the Automated Utilities Systems (AUS) contractor and gate installers, with gate changeouts scheduled during night shifts to maintain facility security interlocks. AUS requires three weeks on site for pre-installation preparations and three weeks following gate replacement for finalization and removal of existing controls. Each gate replacement must be completed within a single night shift to ensure operational status before site departure. The project includes testing protocols for proper gate operation and interlock functionality, with final documentation and instruction provided to facility personnel.
The project includes stock items to be provided and transferred to the customer upon completion, consisting of one Allen-Bradley PLC unit, one input module, one output module, one power supply, one Ethernet IP adapter, multiple push buttons, latch plates, contact blocks, LED indicators, and a MeanWell power supply with alternate Traco UPS option. The design drawings reflect a 50% construction document review phase dated August 22, 2023, with 100% drawings dated January 19, 2024. The scope encompasses wiring and cabling additions, PLC pre-programming, control panel installation, and comprehensive testing of the security gate system to ensure all interlocks function properly across the four primary gates and associated control stations located in the control bubble, Sargent's desk, and control center panel areas.

SECURITY CONTROLS AND GATE INSTALLATION SEQUENCE.
1. AUS TO ADD ANY ADDITIONAL CABLING/WIRING NEEDED FOR THE NEW SLIDERS/ELECTRIC LOCKS/DOOR POSITION SWITCHES AS
NEEDED BEFORE THE GATES ARE REPLACED.
2. NEW PLC TO BE PRE-PROGRAMMED AND INSTALLED. CONTROL PANELS TO BE INSTALLED TEMPORARILY NEXT TO THE EXISTING CONTROLS BEFORE ANY SLIDING GATES ARE REPLACED. INTERLOCKS TO BE MAINTAINED DURING THE GATE REPLACEMENT PROCESS, THIS INCLUDES INTERLOCKS BETWEEN THE OLD DOOR CONTROLS AND THE NEW DOOR CONTROLS DURING THE CHANGE
OUT PROCESS.
3. GATE CHANGE OUT TO BE SCHEDULE FOR NIGHT SHIFT WORK.
4. AUS AND GATE INSTALLERS TO COORDINATE TO BE ON SITE AT THE SAME TIME DURING GATE CHANGE OUT.
5. THE GATE CONTRACTOR SHALL NOTIFY AUS TO DROP AND REMOVE CONDUIT/POWER TO THE GATE AT THE BEGINNING OF THE
NIGHT SHIFT TO ALLOW THE GATE REPLACEMENT TO BEGIN.
6. ONCE THE GATE HAS BEEN REPLACED THE GATE CONTRACTOR SHALL NOTIFY AUS THEY ARE READY FOR THE CONDUIT/POWER TO
BE RECONNECTED AND TESTED.
7. THE GATE SHALL BE TESTED FOR PROPER OPERATION INCLUDING PROPER INTERLOCKING, AUS SHALL INSTRUCT THE
BUBBLE/CONTROL OFFICER THE NEW GATE CONTROL HAS BEEN MOVED TO THE NEW CONTROL PANEL.
8. GATE SHALL BE IN OPERATING ORDER AND AREA CLEARED OF ANY CONSTRUCTION MATERIAL BEFORE LEAVING THE SITE FOR THE
DAY.
9. ONCE ALL GATES HAVE BEEN INSTALLED A FINAL INTERLOCK TEST SHALL BE PERFORMED (SEE INTERLOCK SCHEDULE ON SHEET
SE-103).
10. ONCE THE NEW CONTROL PANEL HAS BEEN FULLY TESTED THE OLD CONTROLS CAN BE REMOVED AND THE NEW CONTROLS
SHALL BE PERMANENTLY INSTALLED IN ITS PLACE.
SCHEDULE
1. AUS WILL HAVE THE CONTROLS AND PLC PROGRAMMING PREBUILT BEFORE INSTALLATION TO MINIMIZE THE TIME ON SITE.
2. AUS WILL NEED 3 WEEKS ON SITE TO PREP FOR GATE REPLACEMENT PRIOR TO ANY GATES BEING REPLACED.
3. EACH GATE WILL NEED TO BE REPLACED IN A SINGLE NIGHT SHIFT SO THAT THE GATE WILL BE OPERATIONAL BEFORE LEAVING THE
SITE.
4. AUS WILL BE ONSITE DURING THE GATE REPLACEMENT AND HELP TEST WITH THE GATE CONTRACTOR.
5. AUS WILL NEED 3 WEEKS ON SITE TO FINALIZE WORK AND DEMO EXISTING CONTROLS AFTER THE GATES HAVE BEEN REPLACED.
