About this file

This is an RFP Evaluation Scoresheet for the Salt Lake City School District's Maintenance Management System (MMS) procurement, Solicitation #TB2639-MMS. The District seeks to procure, implement, integrate, and support a Maintenance Management System software solution for the Auxiliary Services Department, which employs approximately 300 staff members supporting 44 facilities serving about 18,500 students. The evaluation scoresheet establishes a comprehensive scoring framework for assessing vendor proposals, with detailed technical evaluation criteria and a price evaluation component. Specific response dates, due dates, site visits, and bidder's meetings are not detailed in this scoresheet document; however, the District notes that all questions must be submitted through the Bonfire system and that proposals can be submitted and modified at any time until the solicitation deadline.

The evaluation framework allocates a total of 1,000 possible points: 700 points (70%) for technical criteria and 300 points (30%) for price evaluation. The technical evaluation includes nine major criteria areas covering company experience, key personnel qualifications, references, product functionality (mobile device environment, desktop application/web portal, global features), training and support, implementation planning, and system requirements such as data migration, security, integration with current district systems, confidentiality agreements, and product testing availability. Vendors must achieve a minimum score of 525 points (75% of technical points) to remain eligible for award consideration. Price evaluation is conducted on a comparative basis, with the lowest-cost vendor receiving full price allocation points and other vendors receiving points calculated as a percentage based on the formula: (Lowest Total Cost / Proposed Total Cost) × 300. The scoresheet allows evaluators to use half-point increments (0.5, 1.5, 2.5, etc.) and provides a rating scale from 0 (Fail) to 10 (Excellent) for assessing proposal quality.
