About this file
This is a Site Preparation specification document for Spark Flex+ Ticket Vending Machine (TVM) installations, prepared by Signifi Solutions Inc., in support of an Invitation for Bids (IFB) issued by the Susquehanna Regional Transportation Authority (SRTA), serving 12 counties across Pennsylvania including Adams, Columbia, Cumberland, Dauphin, Franklin, Harrisburg City, Montour, Northumberland, Perry, Snyder, Union, and York Counties. The specification document outlines comprehensive technical requirements for site preparation across two separate contracts: one for electrical work and one for general trades construction. The IFB solicits bids for the preparation of multiple sites designated to host TVMs, with bid submissions due by 2:00 PM on May 11, 2026, via PennBid.net. The document covers mechanical site preparation requirements including anchoring specifications with a minimum of eight 10mm x 60mm concrete anchor bolts, concrete slab specifications (34.75 inches by 27.4 inches and 6 inches thick), and electrical junction installation options either pre- or post-TVM placement. Machine specifications include a weight of approximately 380 pounds and electrical requirements supporting 85 to 264 VAC input at 47 to 63 Hz frequency with LAN and LTE/4G wireless network connectivity, operating across temperatures of -30 to +55 degrees Celsius.
The concrete specifications require ready-mix concrete complying with OPSS.MUNI 1350 standards, with a minimum 32 MPa compressive strength at 28 days, maximum water-cement ratio of 0.45, 19mm coarse aggregate, 5 to 8 percent air content, and maximum 150mm slump. Site preparation must accommodate foot and light vehicular traffic with level, flat slab surfaces and appropriate non-slip aggregates where specified. All costs incurred by bidders in developing responses are the sole responsibility of bidding firms and cannot be reimbursed by SRTA or included in cost proposals. The procurement is federally funded through the Federal Transit Administration (FTA) in conjunction with the Pennsylvania Department of Transportation (PennDOT) and is subject to all applicable Commonwealth and Federal laws. SRTA has established a 2.11 percent disadvantaged business enterprise (DBE) participation goal, and all proposers must comply with civil rights requirements and Build America Buy America Act provisions. The Authority reserves the right to postpone, accept, or reject any and all bids and to waive any informality in the IFB process.

RECOMMENDED CONCRETE SPECIFICATIONS
Materials
Ready Mix Concrete, Concrete shall comply with the requirements of OPSS. MUNI 1350 and the following specific requirements:
Description Specification
Class of Concrete Exposure Class C-2
Minimum Compressive Strength 32 MPa at 28 days
Maximum Water/Cement Ratio 0.45
Coarse Aggregate 19mm nominal size
Air Content 5 to 8%
Maximum Slump 150mm (6in)
Anticipated Traffic Type Use Special Considerations Final Finish
Exposed or covered surface-foot and light vehicular traffic
Institutional or commercial
Level and flat slab suitable for applied coverings, nonslip aggregate for specific areas, curing.
Coordinate joints with applied coverings
Normal steel-troweled finish
The concrete slab should extend beyond the front and rear of the unit by a minimum of 2in all sides. This translates to a slab geometry of 34.75in x
27.4in and 6in thick.
SLAB GEOMETRY
DIMENSIONAL REFERENCE
Machine Weight: ~380lbs
SITE PREPARATION (Mechanical) Anchoring Drill Positions
The TVM unit requires a minimum of 8, 10mm x 60mm long concrete anchor bolts to fix the unit to a concrete base. The pre-drilled hole positions are shown below.
SITE PREPARATION (Electrical) Electrical Junction
The junction point can either be:
1) permanently affixed to the ground while channeling the conduit from underneath the concrete. The TVM will be placed over top of the junction and inside one of the 2 cable channel cutouts.
2) Installed post TVM installation within the base of the TVM and channeling the conduit from the rear side of the TVM’s base.
• Feed conduit from rear of the unit. Install the junction box from inside the TVM and connect to the end of the conduit.
