About this file
This Invitation for Bids (IFB) document from the Susquehanna Regional Transportation Authority (SRTA), operating as rabbittransit, solicits bids for site preparation work necessary to host ticket vending machines (TVMs) across multiple Pennsylvania counties. SRTA seeks two separate contracts: one for electrical work and one for general trades construction (GTC) site preparation services. The solicitation covers Adams, Cumberland, Dauphin, and York Counties, with specific locations including the Harrisburg Transfer Station, Harrisburg Train Station Shelter, PHEAA Bus Stop, Middletown Train Station Shelter, Cumberland County Courthouse Bus Stop, Gettysburg Transfer Center, Red Lion Bus Stop, and King Street Station in York. An optional pre-bid meeting is scheduled for 9:00 AM on April 23, 2026, at which prospective bidders may inspect all project sites in a group tour beginning at Harrisburg Transfer Station; attendance is strongly encouraged as sites will not be available for inspection at other times. Written questions must be submitted via PennBid.net by 2:00 PM on May 5, 2026, and sealed bids are due by 2:00 PM on May 11, 2026. The SRTA Board of Directors will approve the award on May 28, 2026, with a contract start date of June 3, 2026. The contract establishes a firm fixed price for labor rates and includes a percentage markup for change orders; all work must conform to provided technical specifications and construction plans.
Pricing submissions must be completed on the SRTA-provided Excel file titled "20260202 - TVM Site Prep IFB Price Form" and submitted with one original hard copy and one USB drive containing PDF files and the completed pricing spreadsheet. Bidders must establish milestone targets in terms of days from Notice to Proceed, with a completion milestone equal to 20 percent of the total bid price and a final milestone equal to 10 percent of the total bid price, both invoiced upon written acceptance by the SRTA Chief Maintenance Officer. SRTA will not prepay for any labor, permits, shipping costs, or materials prior to installation. No specific disadvantaged business enterprise (DBE) set-aside goal is established for this procurement, though SRTA's overall goal is 2.11% DBE participation, and bidders are encouraged to identify any DBE participation. The contract is subject to federal funding through the Federal Transit Administration (FTA) and Pennsylvania Department of Transportation (PennDOT) and is therefore subject to all applicable Commonwealth and Federal laws, including Davis-Bacon prevailing wage requirements, civil rights compliance, and Buy America provisions. Bidders must submit all required certifications and forms, including non-collusion affidavits, debarment certifications, DBE participation statements, and acknowledgment of federal requirements. All bid development costs are the sole responsibility of bidding firms and must not be included in cost proposals. Bids remain valid for 120 days from the closing date, and the SRTA reserves the right to reject any and all bids.

Contractor will be considered in default in the performance of its obligations under this Agreement to the extent that performance is prevented or delayed by events beyond the reasonable control and without the fault or negligence of the Contractor (“Force Majeure”). Such events may include acts of God, natural disasters, fires, floods, declaration of war, civil disturbances, governmental actions, or other similar causes beyond the reasonable control of the Contractor which result in a declaration of emergency.
Should Contractor claim Force Majeure it shall promptly notify SRTA in writing of the nature of the event, the anticipated duration of the delay, and the actions being taken to mitigate the impact on performance. The Contractor shall use all reasonable efforts to resume full performance of its obligations as soon as practicable.
Force Majeure shall not include labor disputes, strikes, work stoppages, supply chain interruptions, or the unavailability of materials, equipment, or products required for performance under this Contract.
The Contractor remains responsible for ensuring that sufficient labor, materials, products, and equipment are available to meet the requirements of this Contract.
Any determination that a Force Majeure event has occurred and that performance delays are excusable under this provision shall be subject to written review and approval by the SRTA Executive Director.
Should Force Majeure be granted, it shall operate only to excuse performance for the duration of the event and shall not relieve the Contractor of its obligation to resume full performance as soon as the Force Majeure condition ceases.
1.24 Contract Execution Requirement
The successful Offeror shall execute the Contract and return all required documents, including required bonds, insurance certificates, and other submittals, within ten (10) calendar days from the date of the Notice of Award, unless otherwise authorized in writing by the Authority.
Submission of a bid or proposal shall constitute acknowledgment of and agreement to this requirement.
1.24.1 Acceptance of Contract Terms: By submission of a bid or proposal, the Offeror acknowledges review of and agreement to all terms and conditions of the Contract included in this solicitation. Exceptions, clarifications, or modifications to Contract terms after issuance of the Notice of Award shall not be permitted unless expressly approved in writing by the Authority.
1.24.2 Failure to Execute Contract: If the successful Offeror fails to execute the Contract within the time required under Section 1.24, the Authority may, at its sole discretion:
1.24.2.1 Rescind the Notice of Award;

1.24.2.4 Pursue any other remedies available under applicable law.
1.24.3 Rescission of Award: Failure to execute the Contract within the required time shall be cause for rescission of the award. Upon rescission, the Authority may proceed with award to the next lowest responsive and responsible Offeror without further notice or obligation to the originally selected Offeror.
1.24.3 Recovery of Re-procurement Costs: If the Authority awards the Contract to another Offeror at a higher price due to the failure of the original Offeror to execute the Contract, the original Offeror shall be liable to the Authority for the difference in price, together with any additional administrative and re-procurement costs incurred.
1.24.4 Responsibility Determination: Failure to execute a Contract following issuance of a Notice of Award may be considered by the Authority in determining the Offeror’s responsibility.
Such failure may result in a finding of non-responsibility and may render the Offeror ineligible for award on future procurements for a period determined by the Authority.
1.25 Indemnification
The Contractor agrees to defend, indemnify and hold harmless SRTA, the Authority, its Board of Directors, officers, agents, servants and employees from and against any and all claims, judgments and awards, including court costs and reasonable counsel fees, (hereinafter collectively referred to as “Damages”) arising out of any claim, suit or action at law, in equity or otherwise, of any kind or nature whatsoever, which may be brought against the Authority and/or any or all of the aforementioned acts arising out of any actions referenced in the resulting Contract on account of any actual or alleged loss to property or injury to any person or persons (including death or mental injury), loss due to non‐injury claims, including but not limited to harassment or violation of civil rights or violence to person or property. This shall include all losses, Contractor’s and its subcontractor’s officers, agents, servants, employees or third parties, arising directly or indirectly out of or related to the performance or nonperformance under the resulting Contract by the Contractor, and/or subcontractor(s), and/or their officers, agents, servants or employees, even if caused in part by any party indemnified hereunder, excepting only the sole negligence of the Authority. Contractor shall also be liable to Authority for damages for loss of revenue, cost of money or capital, or loss of goodwill. The Authority will provide prompt notice within forty‐five (45) days of obtaining knowledge of a claim subject to this indemnification and make available all information and assistance that the Contractor may reasonably request. This indemnification requirement shall apply notwithstanding any determination by any insurance carrier as to coverage or failure or lapse of coverage set forth within the resulting Contract.
The aforementioned indemnification provision shall survive and continue in full force and effect beyond the expiration or termination of the resulting Contract as to any claim arising out of this Contract. Furthermore, in the event that a claim arises under this Contract, the Contractor has a duty to advise the authority of the status of the claim in which this Indemnification applies.
The use of third parties for the provision of transit services is not intended to waive any immunity protections of the authority as granted by the Pennsylvania Political Subdivision Tort Claims Act.

However, SRTA may open bids or award a contract whenever the Authority, at its sole discretion, determines that:
a. The items or work to be procured are urgently required
b. Delivery or performance will be unduly delayed by failure to make the award promptly
c. Failure to make prompt award will otherwise cause undue harm to either SRTA or funding sources.
If the protest is filed before the award of the contract, SRTA will advise the Presumptive Contractor of the pending protest. If deemed appropriate, SRTA may conduct an informal conference on the merits of the protest with all Interested Parties invited to attend.
2.5.1 Response to the Protest: SRTA’s Executive Director will respond in detail to each substantive issue raised in the protest within a reasonable time after the protest is filed.
SRTA’s response shall address only the issues raised originally by the Protestant. When on its face a protest does not state a valid basis for protest or is untimely, the Executive
Director may summarily dismiss the protest without requiring a detailed response.
2.5.2 Rebuttal to the Authority’s Response: The Protestant may submit a written rebuttal to
SRTA response, addressed to the Executive Director of SRTA, but must do so within five (5) days after receipt of the original Executive Director’s response. SRTA will not address new issues raised in the rebuttal. After receipt of the Protestant’s rebuttal, the Executive

2.7 Federal Transit Administration (FTA) Involvement
Where procurements are funded by the FTA, SRTA will notify the Regional Office of any known or pending protests. SRTA will notify the FTA again within five (5) business days from receipt of final decision made by the Executive Director of SRTA. The Protestant may file a protest with the FTA only where the protest alleges that SRTA failed to have, or failed to adhere to its protest procedures or there was a violation of Federal Law or Regulation.
