About this file
This Project Manual contains comprehensive technical specifications for site preparation work related to Ticket Vending Machine (TVM) installations by the Susquehanna Regional Transportation Authority (SRTA), dba rabbittransit, across multiple Pennsylvania locations including Red Lion, York, Gettysburg, Harrisburg, Middletown, and Carlisle. The scope of work encompasses concrete pad installation for TVM mounting, site demolition and restoration, electrical power circuit installation including conduit work and junction boxes, and related site improvements across eight separate bus station and bus stop locations. The specifications detail general requirements, electrical systems design, earthwork, trenching, concrete paving, site clearing, and turf restoration, with work to be completed in phases to minimize disruption to SRTA operations. The Invitation for Bids (IFB) establishes a May 11, 2026, bid submission deadline at 2:00 PM via PennBid.net, with two separate contracts anticipated—one for electrical work and one for general trades construction. A preconstruction conference is mandated within 14 days of contract execution, and the project manual was issued on March 16, 2026, with all work subject to Federal Transit Administration (FTA) and Pennsylvania Department of Transportation (PennDOT) compliance requirements.
Bidders are responsible for all costs incurred in developing proposals and must not include such costs in their bid submissions. The contract is federally funded through the FTA with Commonwealth of Pennsylvania participation, subject to prevailing wage requirements for applicable trades and Davis-Bacon Act compliance. SRTA has established a 2.11 percent Disadvantaged Business Enterprise (DBE) participation goal, and all proposers must comply with civil rights requirements and Build America Buy America Act provisions. The specifications mandate strict quality assurance and quality control procedures, including third-party testing agency certification, CPM scheduling with monthly updates, and detailed submittal procedures coordinated through the Construction Manager. Work restrictions limit operations to 7:00 AM to 4:00 PM Monday through Friday unless otherwise approved, with 72-hour advance notification required for activities affecting SRTA operations. Contractor responsibilities include mobilization and demobilization, temporary facilities and controls, erosion and sedimentation management, all necessary building and electrical permits, and site restoration upon completion. Payment procedures utilize AIA Document G702/G703 forms with progress payments tied to schedule of values, and the contract includes provisions for changes, substitutions, and claim procedures with contractor fees capped at specified percentages of cost of work.
