About this file

This is a Request for Proposal (RFP) issued by the Salt Lake City School District (SLCSD) in conjunction with McKinstry for energy upgrade services at Whittier Elementary School located at 1600 S 300 E, Salt Lake City, Utah. The project scope includes replacement of two boilers, one water-cooled chiller, one cooling tower, two secondary loop pumps, one chilled water header pump, one condenser water pump, and associated variable frequency drives. The RFP is divided into four separate trade categories: Mechanical, Controls, Electrical, and TAB (Testing, Adjusting, and Balancing), with vendors able to submit proposals for one or multiple trades as separate submissions. Mandatory site walks are required for Mechanical (March 31, 2026, 3:00-5:00 PM MST), Electrical (April 1, 2026, 3:30-4:30 PM MST), and Controls (April 1, 2026, 4:30-5:30 PM MST) contractors, while the TAB site walk on April 2, 2026 at 3:30 PM MST is optional. Questions are due by Friday, April 3, 2026 at 5:00 PM MST with answers provided by Monday, April 6, 2026 at 5:00 PM MST. Pricing submissions are due Wednesday, April 8, 2026 at 5:00 PM MST, with RFP scoring scheduled for April 10, 2026 and bid scrubs on April 13-14, 2026. The estimated notice of award is April 2026 with construction scheduled for summer 2026.

Evaluation follows a two-tiered process combining qualifications-based scoring (70 points minimum threshold of 40) and pricing-based scoring (30 points), with final award based on combined scores. Tier 1 qualifications scoring includes mandatory minimums (complete pricing form, scope narrative, and mandatory site walk attendance) and detailed technical evaluation criteria addressing vendor qualifications and company experience (10 points), project team qualifications (10 points), management plan and communication approach (10 points), past performance with three to five references from comparable projects completed within five years (5 points), and detailed scope narrative demonstrating project understanding (35 points). Tier 2 pricing evaluation allocates 20 points for total project cost scaled between low and high bids and 10 points for alignment between scope narrative and pricing, including consistency of stated inclusions, equipment selections, alternates, value engineering suggestions, project team assignments, and general conditions. All questions and communications regarding the RFP must be submitted through the Bonfire system; direct communication with procurement staff, evaluation committee members, or other associated individuals is prohibited and may result in vendor disqualification.

Tier 1: Qualifications-Based Scoring (70 points total, minimum of 40)

There will be two sections within the qualifications-based scoring. Only Vendors that meet or exceed the minimum score threshold of 40 points from Tier 1 will proceed to Tier 2.

Part 1.A: Mandatory Minimums

The following mandatory minimums must be submitted with the RFP packet to be considered responsive to the bid.

1. Complete and include Attachment (N) - Final Pricing Form in Proposal Submission

2. Complete and include a Scope Narrative in Proposal Submission

3. Attend mandatory RFP Site Walk (TAB RFP walk is optional)

Part 1.B: Detailed Technical Proposal

Subcontractors will be evaluated and scored based on their qualifications and previous experience. The following criteria will be used for the qualifications-based scoring:

1. Vendor Qualifications and Relevant Company Experience: Provide a brief description of your company’s historical background, the scope and nature of construction routinely provided by your company on projects of the size and scope identified in the RFP, especially as it relates to schools and other education facilities. (10 points)

2. Project Team: This area of evaluation will consider the qualifications and working experience of the individual project team members from the Vendor as well as the lower-tier vendors or subcontractors used to execute the scope of work. The Vendor is requested to provide the technical qualifications and work experience of the key personnel assigned to the project and a list of any lower-tier vendors or subcontractors to be utilized to execute the scope of work. (10 points)

3. Management Plan: This area of evaluation will consider the working relationship the Vendor will maintain with the School District, McKinstry, and drillers or other subcontractors. Please describe your approach to maintaining clear and accurate communication between these entities. Special emphasis shall be placed on the working relationship between the vendor, drilling professional, and the McKinstry superintendent during all construction operations. (10 points)

4. Past Performance and References: Vendors shall provide a minimum of three (3) and a maximum of five (5) references for projects of comparable scope, magnitude, and clientele. References should demonstrate the vendor’s capacity to perform successfully on similar projects for projects which have been completed within the last 5 years. (5 points)

5. Scope Narrative: Provide a detailed scope narrative that clearly indicates contractor’s understanding of the project requirements, Scope of Work and Project Drawings, the systems and equipment you intend to provide, and states assumptions, inclusions, exclusions, and/or VE suggestions. No pricing shall be included in the scope narrative. (35 points)

Scoring and documentation requirements of each criteria is described in Attachment M. Only firms that meet or exceed the minimum score threshold from Tier 1 will proceed to Tier 2.

Tier 2: Pricing-Based Scoring (30 Points)

Subcontractor shall submit detailed pricing proposals using the Final Pricing Form provided (Attachment N).

The Final Pricing Form shall also include labor rates for change order work, a list of subcontractors and equipment vendors, a schedule estimate, and an optional risk evaluation section.

Add-Alternate pricing is requested as outlined in the Detailed Scope of Work and shall be accounted for on the Final Pricing Form (Attachment N) as part of RFP submission.

SLCSD – WHITTIER ELEMENTARY SCHOOL ENERGY UPGRADES

Tier 2 scoring will be based on:

• Total project cost (0-20 points, scaled between low and high bid)

• Alignment between Scope Narrative and Cost presented (10 points) o Evaluation Criteria: The costs provided in the bid shall be evaluated against the scope narrative provided in the Tier 1 scoring to verify alignment between the Vendor’s price and their stated inclusions, equipment, alternates, VE suggestions, project team, and general conditions. Assumptions or exclusions are limited, explicit, and consistent with the Scope Narrative.

The final award will be based on the combined score (Qualifications + Pricing).
