About this file
Boulder County Parks & Open Space (BCPOS) has issued an Invitation for Request for Proposals (IRFP) seeking a professional archaeologist to conduct cultural resource records research and potential field survey work across county-owned open space properties. The selected vendor will be responsible for tasks including file searches, interpreting Compass database data, recommending compliance steps, and conducting Class I, II, or III cultural resource surveys. The work aims to assess cultural sensitivity of landscapes, inform land management decisions, and fulfill compliance obligations, with deliverables potentially including memos, maps, GIS data, survey reports, and OAHP site forms.
The contract emphasizes an equity-informed, antiracist approach to archaeological practice, requiring the vendor to use inclusive language, demonstrate cultural humility, and avoid outdated terminology. The vendor must have professional-level access to History Colorado's Compass database, ability to obtain Colorado State Archaeological Permits, and expertise in identifying ancestral materials and sites. Work will be task-ordered with timelines typically ranging from 10 to 60 calendar days, and all deliverables must meet OAHP/SHPO standards. The county will provide maps, parcel data, and property access coordination, with no specific vendor license required, and compensation will follow county procurement policies.

Boulder County has a legal and ethical responsibility to identify, document, and protect cultural resources on public land. Recent requests from the public, Tribal representatives, and planning teams highlight the need for better internal capacity to assess cultural sensitivity and access confidential records.

All timelines outlined herein represent general expectations and may be adjusted on a case-by-case basis, upon mutual agreement between BCPOS and the consultant, to account for project complexity, seasonal conditions, or other justifiable circumstances. Any revised deadlines will be documented in writing as part of the task order or through subsequent written agreement
Boulder County recognizes that shifting away from historically standardized language has broad implications for records, GIS, and compliance reporting. We are committed to leading this change in collaboration with consultants who are willing to engage in these conversations and develop new practices that center Indigenous perspectives.
