About this file
The document is a vendor information guide from Boulder County, Colorado, detailing the process and requirements for businesses interested in contracting with the county. For procurements between $10,000 and $99,999, the county solicits quotes or proposals from a minimum of three vendors, with a commitment to selecting vendors based on best value. Awarded vendors must provide specific information including legal business name, contact details, invoicing information, and several required documents such as a current W9, Certificate of Good Standing, sample invoice, and insurance certificates.
Boulder County demonstrates a strong commitment to racial equity by actively seeking to work with minority and women-owned businesses (MWBEs), utilizing the City and County of Denver's MWBE database for vendor identification. The county has specific procurement policies that encourage engagement with certified MWBEs, particularly for projects between $10,000 and $99,999, where they must solicit at least one certified MWBE for a quote. This approach aims to address disparities identified in the 2024 Boulder County disparity study and provides potential advantages for certified businesses, including increased visibility and opportunities for both Boulder County and Denver municipal contracts.

How Does the County Select Vendors for an Award?
County Policy requires that the County select a vendor based on best value to the County.
For procurements between $10,000 and $99,999, the County solicits quotes or proposals from a minimum of three vendors.
The County is committed to racial equity. To address the disparity identified in the 2024 Boulder County disparity study, the County may solicit quotes and proposals from minority and women owned businesses (“MWBE”). The County relies upon the City & County of Denver’s MWBE database to identify certified minority and women owned businesses. The County engages in extensive outreach efforts to minority and women owned businesses and follows its procurement policy to select a vendor.
If you believe your business should be included in the City and County of Denver MWBE database, please apply for certification through the City and County of Denver.
Certification provides several advantages:
• Boulder County wants to work with certified minority-and-women owned businesses. If the County is buying something that costs between $10,000 and $99,999, the County must ask at least one certified MWBE for a price quote. For purchases under $10,000, the County is encouraged to reach out to certified MWBEs. Getting certified helps the County know you’re an MWBE so they can contact you for quotes or bids.
• Large projects often have a main contractor (prime contractor) who hires subcontractors to work on parts of the project. For large projects, main contractors may look for certified MWBEs in the City and County of Denver database to help meet Boulder County’s contract goals.
• Certification can help you get noticed in Denver too. Being certified may open up more chances to work with the City & County of Denver.
