About this file

This is a Minimum Standards for Responsiveness exhibit for Salt Lake County's construction services contract PAR129713 for the Holladay Lions Recreation Center Roof Top Unit (RTU) Replacement Project. The document establishes mandatory qualification criteria that all proposing general contractors must satisfy affirmatively to be deemed responsive and responsible. Prospective bidders must demonstrate five years of experience completing specialized RTU projects without involvement of sureties or owner intervention, five years of successful RTU replacement projects without default claims, five years of construction project completion without liquidated damages assessments, relevant experience on projects of similar size and scope within the last five years, and three years of commercial and/or government project experience outside residential work. Additionally, contractors must provide a minimum of three professional references, commit to supporting third-party inspectors and material testing firms, demonstrate specific experience with RTU replacement construction, and show successful experience constructing projects in fully occupied adjacent areas. The contract specifications reference numerous technical standards and sections covering HVAC systems, mechanical requirements, ductwork, piping, vibration controls, and testing and balancing procedures consistent with industry-standard construction specifications.

The document does not contain explicit information regarding pricing terms, contract duration, funding sources, bid submission deadlines, or award dates. Completion of Exhibit A in the required format is mandatory for bid package inclusion, and Salt Lake County reserves the right to conduct further investigation into any proposer responses to verify qualifications and past performance claims.
