Wednesday, June 5th, 2019 at 1:00 PM Eastern Time Thursday, June 6th, 2019 at 10:00 AM Eastern Time

G.R. Ford Federal Building and Courthouse 110 Michigan Street, Grand Rapids, MI, 49503

1. Points 12 and 13 on the Preproposal Conference Agenda have inconsistent language.

Point 12 states that the initial deficiency list (IDL) must be submitted not later than 30 days prior to contract performance. Point 13 states that the initial deficiency list (IDL) must be submitted within 30 days of the start date of the contract. Which point should contractors reference?

a. This is a typo found in the agenda. The language referenced above from Point 12 is not included in the Solicitation. Point 13 language is the correct language.

The Contractor shall submit an initial deficiency list report to the CO or designee within 30 days of the start date of the contract.

2. Is the transition period 30 days for a new contractor?

a. Yes. As stated in Section C.5.3

The Contractor shall provide within 30 days of transition startup services prior to the Contract start date to assist transitioning between Contractors.

3. With regards to the Initial Deficiency List (IDL), what is GSA’s position for equipment that cannot be inspected during the initial period?

a. There is an active inspection program at all three locations. Any deficiencies on major equipment would generally be noted. The only system that would not be able to be operated/inspected would be the chillers and associated equipment at location 1 during heating season as the tower would be drained.

b. Would it be possible to extend the initial inspection period?

c. GSA will review this as a possibility. At this time it is NOT extended.

6. Section H.15 does not match Section C.8 for the onsite minimum requirements, why is this the case?

a. GSA does not see a mismatch between these sections. Section H.15 supplements the information in Section C.8. For example, the qualifications listed for fire alarm system technicians in Section H.15.3.1 are applicable to that type of service only and is often performed by a subcontractor.

8. Is the O&M contractor responsible for repairs over $10,000.00?

a. Please refer to Section C.40 Repairs for details.

b. A repair over $10,000.00 would be considered crossing the non-reimbursable threshold of $2,000.00 and as such would be considered a reimbursable repair.

c. If the repair is a result of the O&M contractor negligence, the O&M contractor is responsible for the entire repair.

9. Does shared liability apply to repairs over $10,000.00?

a. Yes.

b. Example:

Material - $200.00 Shipping and Handling - $100.00 Markup (10%) - 10% x $200.00 (Material) = $20.00

TOTAL - $200.00 + $100.00 + $20.00 = $320.00
