About this file

This is a Disclosure of Lobbying Activities form (SF-LLL) issued by the State of Florida Department of Transportation in accordance with federal requirements under 31 U.S.C. section 1352. The form applies to the Fort Myers Downtown Pedestrian Mall and Micromobility Feasibility Study (FDOT Project Number 451523-1-18-01), a federal action involving the City of Fort Myers and FDOT. The feasibility study represents a two-part investigation into bicycle and pedestrian-only street and micromobility opportunities within Fort Myers' Downtown and Midtown districts, designed to support the City's Comprehensive Plan Complete Streets objective while reducing greenhouse gas emissions. The solicitation was released February 5, 2025, with a pre-submittal meeting scheduled for February 12, 2025, and proposals due March 6, 2025, at 2:00 pm. The project is expected to be completed within 18 months after the Notice to Proceed, with City Council approval dated April 21, 2025.

The form requires disclosure of any lobbying activities and lobbying registrants engaged in connection with this covered federal action. Reporting entities—whether prime contractors or subawardees—must complete all applicable sections, including identification of lobbying registrants, individuals performing lobbying services, and the federal agency making the award. The disclosure must be filed at the initiation of the covered federal action or upon material changes to previous filings. Failure to file the required disclosure subjects violators to civil penalties ranging from $10,000 to $100,000 for each violation. The form is authorized for local reproduction and serves as a material representation of fact upon which reliance is placed during the transaction. The procurement emphasizes a 10.67% Disadvantaged Business Enterprise participation goal and requires compliance with federal and state requirements, including E-Verify employment eligibility verification and anti-lobbying certifications.
