About this file
This document provides technical questions and answers related to a federal construction contract opportunity for replacing underground utilities at the White River Junction VA Medical Center. The prime coat detail and asphalt disposal line items from the bid form are clarified. Additionally, the contractor is advised to minimize tree removal but replace any trees that are the same species and size, and the government will help identify tree species and approve substitutes. Related to the opportunity, the Department of Veterans Affairs intends to solicit fixed-price design-bid-build construction proposals to replace underground utilities at the White River Junction VA campus in Vermont. The project scope includes general construction, roads, utilities and restoration. The solicitation will be issued as a tiered small business set-aside prioritizing SDVOSB, VOSB, HUBZone and 8(a) firms, with an anticipated value between $5-10 million and a performance period of around 545 days.

Technical Questions WRJ Continued
1. Detail 2 on drawing C5.04 indicates prime coat to be applied before paving. The bituminous paving on this project is patching where new utilities are being installed, prime coat isn’t usually used in this application. Please confirm if required. If it is please specify the application rate and we have been told the prime coat listed in the specification 32 12 16 – 3 2.3A. 2. Cut-back type, grade MC-250 isn’t the product that is normally used for this application.
Answer: The Prime coat shown on detail 2 on sheet 5.04 may be omitted.
2. The bid form has a line item: Disposal of ACP. Amendment 0002 added CLIN 3 asbestos costs
($25,000 allowance for all asbestos related costs). Was that allowance intended only for the steam line demolition (MS drawings)? Or for AC pipe also?
Answer:
• The bid form requires all related costs for ACP (Asbestos Containing Pipe) in Storm and Sanitary sewer pipe verified and shown in Construction Documents.
• CLIN 0003 The $25,000 allowance covers anticipated related costs for asbestos needing removal/disposal on/in steam and steam condensate lines that was not verified, and any other asbestos found.
• In all instances, all disposed Asbestos Containing Materials amounts will be reported to VA.
3. There appear to be a number of trees in the way of new utility lines that don’t show on the plans. Is it possible to identify trees to be removed? Do trees that are removed need to be replaced with a type and size?
Answer: Trees: Consult specification including 01 00 00 (General Requirements) Sections 1.3, 1.9; 31 20 11 (Site Preparation) Section 3.1; 02 41 00 (Demolition): “Restoration shall include reversion to the original conditions” shall mean replace trees of same species and same size. Contractor shall make strong effort not to interfere with trees. Government will not identify trees in advance of bid, but will attempt to confirm identity of species or will approve substitute tree species when trees for removal are identified by contractor.
