Questions posted for December 2019 Solicitation
1. Attachment 7 – pricing schedule: there are no quantities listed except for the first two line items.
It appears you want bidders to write in quantities. Is the intent that the base bid total is lump Sum for the project or based quantities?

2. Is there a designated area onsite for storage of materials and trailers?
Answer: See Attachment A:
3. Is there any information available on sanitary sewer flows?
Answer: No; this is not tracked.
4. Notes on the MS drawings say to carry an allowance for asbestos removal. Is the intend for the contractor to determine what that allowance amount should be?
Answer: Allow $25,000 for all asbestos-related costs. Submit costs and required tracking as incurred.
5. On the MS-2.1 & 2.2 drawings are the connections to the existing pipes being made outside the buildings? I don’t see a detail showing where the actual connection is made.
Answer: Reference 33 63 00 1.8 A, 3.1.B. Intent is to connect outside buildings.
6. There is a detail on drawing C5.04 for temporary bituminous pavement. What are the requirements for temporary paving?
Answer: Suitable for traffic that it is typically subjected to for duration of its installation, including observance of specified paving tolerances. See plans for locations of potential temporary paving for applicability of this detail, inclusive of pedestrian areas, and all temporary access.

7. Are the drawings clear about whether grass or asphalt will be replaced?
Answer: Yes. Refer to Construction drawing set and specifications
8. Does 545 days Period of Performance include (standard) inclement weather?
Answer: Yes. 545 days is the Period of Performance.
9 When do we anticipate project start?
Answer: Contract Award by Mar 16, 2020 (date amended)
10 Is the project funded? (follow-on to Question 9)
Answer: Funds are committed.
11. Do we know if or what soil is contaminated?
Answer: No
12. Are drawings clear about what old utilities are removed vs abandoned in place?
Answer: Yes. Refer to Construction drawing set and specifications
13. Request for As-built drawings in the vicinity of the Connector between Bldgs 1 and 31 pre-bid.
Contractor is to provide quanities. The base bid total is the lump sum.
Answer: Drawings are not available electronically. Refer to Construction drawing set and specifications at this area.
8 In the area between Bldgs 1 and 2, is there a phasing plan?
Answer: Contractor is responsible to develop phasing plan. VA approval will be necessary.

9 The specifications make several references to Appendix B – Asbestos & Mercury Report. The table of appendices states the availability as appended to this specification. We have not been able to find
Appendix B. Can you please direct us to its location or post via amendment to fbo.gov.
