SECTION 1 – GENERAL PROJECT DESCRIPTION
The project will execute the repair or replacement of the Underground Utilities of Steam, Domestic Water, Sanitary and Storm Sewer at the White River Junction Vermont VAMC. The Hospital and all buildings with few exceptions must remain operational 24/7 throughout the project.
SECTION 2 - BACKGROUND
The original buildings of the WRJ VAMC campus and utility systems serving them were constructed circa 1930’s and 1940’s. Throughout the years, building have been renovated, expanded and added to the campus. A large portion of these utilities are original or have been patched as a result of failures. This project concerns the Domestic Water, Steam, Sanitary and Storm Water utilities. Failure of any of these services poses risk of operational interruption.
· The WRJ VAMC relies on a dependable source of potable water to maintain clean and sanitary operating conditions and for fire protection. Portions of the supply lines were replaced in 1998 with ductile iron pipe, but most lengths are cast iron pipe over 80 years old. All sections have experienced failures and multiple patches. The WRJ VAMC relies on a dependable source of water to maintain clean and sanitary operating conditions and for fire protection.
· The existing boiler plant serving the campus, located in Building B-2, distributes medium pressure steam to the buildings on campus. The direct buried section of steam carrier piping from building B-28 to Buildings B-4, B-6, and B-7 was installed circa 1937, and is original to the buildings it serves. The existing steam carrier piping, the MPS & PC lines and the carrier pipe house have survived far past the typical manufactured life expectancy and are showing signs of leakage and insulation degradation.
· All wastewater is conveyed offsite to the municipal collection and treatment system maintained by the Hartford Vermont Department of Public Works Wastewater Division. The sanitary sewer system is a critical utility for the operation of the WRJ VAMC. The facility depends on continuous operation of the sewer system to remove wastewater from the facility and maintain clean sanitary operation. Blockage or collapse of the sewer lines would result in sewer backups within the Medical Center’s buildings and would cause disruption to the VAMC’s operations and could create unsanitary conditions in the facility; Vitrified clay pipe is known to have extensive root intrusion and cracking in many areas. Asbestos cement pipe also shows signs of deterioration and have been patched in many areas.
· The stormwater sewer system is an important utility for the operation of the WRJ VAMC. Blockage or collapse of the stormwater lines would result in unsafe conditions on the roadways and pedestrian routes within the campus, either through the formation of sinkholes around collapsed pipe, or from flooding induced by stormwater collection segments which are not functioning properly. Failing stormwater systems are also an environmental concern and could lead to erosion and sedimentation issues on the campus and adjacent properties. The stormwater system collects runoff from across the campus. Corrugated metal pipes have deteriorated, and vitrified clay pipes were found to have tree root intrusion, cracks and fractures. Asbestos cement pipes and reinforced concrete pipes also show signs of deterioration, multiple patches and offset joints. Some manholes and catch basins have critical deficiencies.
SECTION 3 – PROJECT STATEMENT OF WORK
A. The project will execute the repair or replacement of the Underground Utilities of Steam, Domestic Water, Sanitary and Storm Sewer at the White River Junction Vermont VAMC. The surfaces will be restored to like condition upon completion. The Hospital and all buildings with few exceptions must remain operational 24/7 throughout the project.
B. Provide all the necessary supervision, labor, equipment, material, transportation, testing, site surveying and infrastructure required to complete work for the Upgrade Underground Utilities, Project 405-15-101, White River Junction Veteran Affairs Medical Center, Vermont in accordance with the Contract Documents, including technical specifications and drawings. Technical specifications and drawings were prepared by Alares Engineering, LLC:
1. Contract No.: 405-15-101 100% Construction Document Specifications dated Sept 3, 2019.
2. 100% Construction Document Drawings for Utility Improvements dated 4/26/2019.
C. The Hospital and all buildings with few exceptions must remain operational 24/7 throughout the project. The project requires extra attention to the phasing and coordination of work to maintain the operation of critical hospital function. Vehicular and pedestrian access for VA staff and/or its visitors will be provided for in the Contractor’s phasing plan and temporary structures. Therefore, any interruption in service must be and coordinated to ensure that no lapses in operation occur. It is the CONTRACTOR'S responsibility to develop a work plan that includes. It is expected that certain portions of the work will require night and weekend work to minimize disruption to the hospital and operating suite at no additional cost to the project. Normal working hours are 7:00AM -4:30PM Monday through Friday.
D. All work, materials, and workmanship shall be in strict compliance and conform with all federal, state, and local codes, ordinances, rules, and regulations, to the published specifications and recommended practices of the manufacturers including the Americans with Disabilities Act. The new work shall be constructed in form and function consistent with those set forth in VA design guides and VA Space Planning Criteria. Contractor shall verify all dimensions and existing conditions. Contractor shall minimize disruption to VA Medical Center operations and provide protection and safety measures in and around the job-site including all labor, materials, and equipment required to execute these measures.
E. VA shall make available all existing building construction and utility drawings and historical inspection and testing reports.
F. All the work shall be performed to industry standard, or better, by qualified personnel and in conformance with VA standards and Vermont requirements.
G. Personnel shall be fully licensed or certified for the trades being performed where these trades are licensed by the Vermont or by the governing association for that trade or specialty. Submit documentation on licenses or certifications on request.
H. The Period of Performance for completion of this contract is 545 days from Notice to Proceed. Note: There is no penalty or reward for early completion.
I. Safety and Security practices will include signing in and out, acquiring a badge worn visibly, and returned daily.
J. Complete General Requirements as detailed in Section 01 00 00 appendix. Deduct Alternates are described therein.
K. Utilities:
1. White River Junction VAMC uses about 47,000 gallons of potable water per day. Potable water is supplied by Hartford Vermont Department of Public Works through an 8” water main at Route 5 near the main entrance, routes to Building 2 where it is pumped to the water tower. From the tower the water delivered throughout the campus by a distribution network. Because replacing water supply lines could risk service interruption or repair of structures/sidewalks/roadways or other utilities, a new location is proposed. Refer to drawings and specifications to accurately determine lengths water pipe and quantities of various valves and hydrants that will be replaced. Refer to Specification Section 01 00 00 for instruction to operate, exercise, fully inspect, and if necessary repair all station valves and hydrants.
2. The Boiler plant delivers medium pressure steam to many buildings on campus via direct buried insulated pipe known to contain asbestos. Condensate is collected and pumped back to the Boiler Plant. Refer to drawings to accurately determine lengths of Steam carrier piping will be replaced. New sleeves are to be provided at the inlet and outlet of each building, including patching and sealing. All steam connections to existing building steam piping are to be made inside the buildings. Existing interior building steam piping systems are to remain and are not included.
3. The WRJ VAMC’s wastewater collection needs are fulfilled by a sanitary collection system that was originally constructed in the 1938 to 1942 period, then appended as the facility expanded over time. All wastewater is conveyed offsite to the municipal collection and treatment system maintained by the Hartford Vermont Department of Public Works Wastewater Division.
· Refer to drawings and specification to accurately determine length of linear feet of sanitary sewer line will be replaced and quantity of manholes to be rehabilitated or replaced.
· Refer to drawings and specification to accurately determine length of linear storm water lines and quantities of manholes and catchbasins to be rehabilitated or replaced.
SECTION 4 – OTHER CONSIDERATONS:
A. The contractor shall to support all commissioning and testing, including completion of pre-functional checklists, assistance with inspections, personnel, reports, etc..
B. Contractor will provide hauling tickets/manifests upon completion of work, or upon request of COR at any time.
C. Contractor shall comply with the Buy American Act (VAAR 825.1102) in purchase of all materials.
D. Contractor will be assigned a work space/laydown area and will contain his materials and trash to this area.
E. Due to extremely limited parking availability, Contractor will be allowed On-Station a single vehicle no larger than a personal-sized truck. No other unattended vehicles will be allowed.
F. Contractor will conduct weekly meetings, issue minutes, and provide monthly schedule updates and 3-week look-ahead schedules per the specification.
