Scope of work Upgrade Pharmacy 18 project No. 618-16-120 minneapolis va medical center
This project is for a complete renovation of various locations in Building 70 of the Minneapolis VAHCS Inpatient Pharmacy Department. Locations include Basement (~11,000 SF), Ward 3F (~600 SF), Penthouse Mechanical Space, and all associated interstitial spaces above and below those areas. This project is being completed due to Unites States Pharmacopeia (USP) regulations that take effect on 01 December 2019.
This high complexity project includes seven (7) or more phases which include various elements of construction including, but not limited to:
AHU modification, AHU replacement, Clean Room construction, multi-story shaft ductwork installation, architectural finishes, dumbwaiter shaft removal, mechanical upgrades, electrical and low voltage systems, camera and security systems. Specific elements of work will have limited working hours for shutdown and the largest portion of the work will be heavily phased to allow the customer to continue limited operations during construction. Other elements of work will be directly adjacent to inpatient and outpatient spaces and will have limited noise and operational allowances.
See the project plans and specifications for more details. Special attention should be given to the contract General Requirements.

For more details, refer to mechanical drawings. The contractor shall remove from the VA site and dispose of all equipment and materials not scheduled to be reused.
b. New construction consists of all items on the construction documents, including:
i. Basement Inpatient Pharmacy – All Phases: New flooring, walls, finishes, ceilings, casework and doors. Mechanical work includes new HVAC ductwork with VAV boxes, diffusers, controls, and CRAC units. Additional ductwork will be required to be installed in Duct Shaft 7 up to the Penthouse to be tied and sequenced to AHU-37 and AHU-38. Plumbing includes a new sink(s), urinal(s), and toilet(s) with hot/cold water supplies and drain/vent piping. Smoke and sprinkler systems shall be installed per applicable code. Electrical systems include lighting and both emergency and normal powered receptacles. Installation of a new mobile shelving system. Low voltage systems include security cameras, data/voice, and fire alarm. Cleanroom construction for pharmacy sterile compounding activities.
1. Basement Inpatient Pharmacy – Challenge #1: Construction Phases 1A and 1B are required to be completed by 01 November 2019. This will prepare the space for the government to install newly procured pharmacy compounding hoods to create a USP compliant space. This coordinated effort also includes all the ductwork installation requirements in Shaft 7 as well as multiple new CRAC units to be installed for these spaces.
2. Basement Inpatient Pharmacy – Challenge #2:
The contractor will be responsible for erecting temporary walls to separate the boundaries of each active phase being constructed. Once the active phase is complete, the contractor will remove the temporary wall(s). Contractor is to repeat the same procedure as they continue onto the next phase. For security, dust barrier, and maximum sound proofing reasons, the temporary walls are to go from the floor to top of structural ceiling. For wall details, please refer to construction documents. Special attention shall be given to the efforts required during Phase 3 construction which has no adjacent exit point without movement through the pharmacy.
ii. 3F Hematology/Oncology Pharmacy Compounding Suite: New flooring, walls, finishes, ceilings, casework and doors. Mechanical work includes new HVAC ductwork with VAV boxes, diffusers and controls. Plumbing includes a new sink(s) with hot/cold water supplies and drain/vent piping. Smoke and sprinkler systems shall be installed per current code. Electrical systems include lighting and both emergency and normal powered receptacles. Low voltage systems include security cameras, data/voice, and fire alarm. Cleanroom construction for pharmacy sterile compounding activities.
1. 3F Hematology/Oncology Pharmacy Compounding Suite – Challenge #1:
This construction area is within an active patient care ward. Approximately half of the 3F ward is designated for inpatient care while the other half is the hematology/oncology infusion clinic. The contractor will be given limited space to work and will be required to meet very strict noise and ICRA needs. All utility outages will be required to be scheduled with enough advance notice to minimize impact to the patient care.
iii. Penthouse: AHU-37 is to be removed and replaced with a new packaged AHU system. To achieve the ability to take this AHU offline, the adjacent AHU system HVPN-4 will be retrofitted with a new VFD, cooling coil, dampers, and connected to the supply system for AHU-37 for the duration of the replacement. See the construction documents for all details on this work requirement.
1. Penthouse – Challenge #1:
The schedule for removal and replacement of AHU-37 shall be coordinated after detailed discussions with the VA Engineering Staff. This work shall be scheduled to be completed during a time where the heating or cooling load on the facility is low. This will reduce the risk overloading temporary equipment that is retrofitted for this phase.
2. Penthouse – Challenge #2:
The delivery of a packaged AHU system will require a crane or hoisting into the Penthouse from the 4th floor. The path for this material from either drop point is limited in size. Additional details can be found in the mechanical section of the construction drawings.
