Summary: Alabama National Cemetery Gravesite Expansion Phase 3 - Amended Construction Specifications
This document comprises amended construction specifications for the Alabama National Cemetery Gravesite Expansion Phase 3 project (Project No. 927CM3003) located in Montevallo, Alabama, prepared for the Department of Veterans Affairs. The specifications were originally issued October 25, 2024, and amended March 30, 2026, replacing all previous construction specifications in their entirety. Key revisions include new specification sections for Safety Requirements (01 35 26), Quality Control (01 45 00), Soil Stabilization System (31 32 00), and Segmental Retaining Wall Systems (32 32 00), along with updates to equipment specifications such as upgrading the GNSS rover from Trimble R2 to Trimble R580 receiver.
The project encompasses comprehensive cemetery improvements including gravesite expansion with pre-placed crypts, in-ground cremains sites, columbarium niches, columbarium wall construction, administration and maintenance building IT improvements, service seal replacement, roads, bridges, signage, site furnishings, landscaping, and irrigation systems. The specifications detail extensive technical requirements across 27 divisions covering earthwork, concrete (cast-in-place and precast burial crypts and columbarium units), masonry and cut stone assemblies, waterproofing, joint sealants, exterior signage, GNSS reference systems with real-time kinematic corrections, geodata collection in GIS format, electrical installations, and communications infrastructure. Contractor qualifications requirements, submittals procedures, quality assurance protocols, testing and inspection standards, scheduling requirements via Microsoft Project Gantt Charts, and comprehensive safety requirements including Activity Hazard Analyses and mishap reporting procedures are mandated. The contract includes three bid options: Additional Niches (Option 1), Irrigation Pump Replacement (Option 2), and Preplaced Crypt Section 16 (Option 3), with an extended five-year warranty on precast burial crypts and two-year warranty on waterproofing installations.
