About this file

This document is Amendment 0001 to Solicitation 36C78626Q50042, issued by the National Cemetery Administration (Department of Veterans Affairs) on March 4, 2026, providing answers to vendor questions regarding a grounds maintenance contract for Fort Logan National Cemetery (FLNC).

The amendment addresses critical requirements and clarifications across multiple topic areas. Regarding the Branch Office requirement (Factor 1), offerors must maintain a Branch Office within 350 miles of the cemetery, separate from the on-site contractor staging area office; the office is not required to be fully established before contract award but must be operational before performance commences, with flexibility for Project Managers working multiple projects to reside in a regional branch office. The contractor staging area will measure approximately 42 feet wide by 132 feet long. For fertilizer deliveries under CLINs 10 and 11, contractors must supply 560-bag deliveries (50-pound bags) twice per year, with the contractor responsible only for delivery, not application. Equipment operations have specific restrictions: riding mowers cannot operate within six inches of markers or monuments; string trimmers cannot edge flat markers (plastic blade attachment required); and z-trimmer attachments may be used if they do not cause damage. Cross-cutting between headstone columns perpendicular to headstone rows and in open areas is required at each mowing cycle. The 18.61-acre expansion is scheduled for completion in Summer 2026. There is no current grounds maintenance contract incumbent; a previously awarded contract 36C78620D0116 had an obligation amount of $3,378,191. For past performance evaluation, the prime contractor is evaluated regardless of subcontractor involvement; if submitted as a joint venture, all parties are evaluated equally, with flexibility to use subcontractors for up to 49 percent of the work.

1. If awarded this contract, the Offeror’s corporate headquarters would remain located approximately 560 miles from Fort Logan National Cemetery; however, the Offeror would establish an on-site Project Manager and Team and an operational office within the approved “Contractor Staging Area” in accordance with the PWS, which states that the Contractor may establish facilities, including an office site, and shall base operations from that staging area. Please confirm whether this structure would satisfy the Branch Office requirement under Factor 1?

No, under factor 1 it states, “Offerors shall detail the management (Project Manager) availability during contract performance and have a Branch Office within 350 miles of the cemetery.”

2. The PWS provides that the Contractor shall base operations out of the designated staging area and may erect temporary office facilities within that area upon approval by the COR and CO. Please clarify whether the Branch Office requirement in Factor 1 is intended to require an additional off-site commercial office separate from the project-established staging area office?

Yes, a Branch Office is required and must be within 350 miles of the cemetery, but not onsite.

3. Please clarify whether Offerors are required to execute a commercial lease for a Branch Office within 350 miles before contract award. If so, please identify the performance-based rationale for requiring such a pre-award financial commitment.

No, a Branch Office is not required to be fully established or secured before contract award.

4. Is the Branch Office required to be fully established and operational at the time of proposal submission, or may the Offeror establish the required office within 350 miles if awarded this contract and before commencement of performance?

The office requirement is for the Project Manager to be in the general area and available in a timely manner. For PM’s that work multiple projects, they may reside in the branch office that covers a region.

1. When is the 18.61-acre expansion scheduled to be completed? Summer 2026

2. Can a z trimmer attachment be used on the mowers for trimming around headstones? Yes, if used correctly and does not cause damage. PWS states: riding mowers may be used if they are not operated within six (6) inches of markers, monuments, tree trunks or other vertical surfaces.

3. Is the contractor responsible for spreading the fertilizer, or just supplying it? Just supply/deliver only the fertilizer. Per CLIN 10 & 11 & PWS that would be 3 times per year.

4. Can we get the name of the incumbent, current contract number, period of performance for the current contract, and the total cost of the current contract? We do not have a current grounds maintenance contract. Previously awarded contract 36C78620D0116 Per SAM.gov Databank, the obligation amount of contract was $3,378,191.

Vendor #3

1) Who is the current incumbent? There is no current incumbent.

2) What is the current contract number and the total value of the contract? Previously awarded contract 36C78620D0116 Per SAM.gov Databank, the obligation amount of contract was $3,378,191.

3) PWS 3.4.1 – Can String Timmers be used to edge flat markers? No – Blade Edge Only – “The Contractor shall use commercial grade power trimmers and power edgers to trim grass from around headstones, flat markers, monuments, section markers, etc. The Contractor shall use trimmers with a plastic blade attachment to cleanly trim edges around all headstones and flat markers, monuments, section markers, etc. or as otherwise approved by the COR.”

4) 4.b - What are the dimensions to the “Contractor’s Staging Area”, if the government does not have the dimensions what is the anticipated square footage so that we may estimate fencing cost? The area FLNC will provide for contractor use is roughly 42ft wide and 132ft long.

5) Pricing Schedule CLINSs 0010 – To clarify, the qty of each delivery for CLIN 0010 is 560 bags and this is to come in 50 lbs. bags, Correct? Correct - twice per year.

Question 1

Topic: Cross-Cutting

Reference: PWS Section 3.1.9.1

Question: PWS Section 3.3.9.1 states that cross-cutting is required. Can the government confirm whether cross cutting is required between headstone columns, perpendicular to headstone rows, or only in open areas? If cross-cutting is required in between headstone columns, how often per year is this required? Cross cutting is required between headstone columns, perpendicular to headstone rows, as well as open areas. Cross cutting is required as each mowing cycle.

Question 2

Topic: Semi-Improved Grounds

Reference: PWS Section 3.3

Question: Can the government provide the location of the semi-improved grounds area on the map? Yes. Page 22 of PWS

Question 5

Topic: Prime / Subcontractor Experience

Question: Please confirm that the experience of a subcontractor who will perform a substantial portion of the work will be considered equal to that of prime contract experience. Since the FAR and SBA rules permit a subcontractor to perform up to 49% of the work, meaningful consideration of the subcontractor is fair and reasonable.

Question 8

Topic: Past Performance – Subcontractor Credit

Question: Please confirm that the past performance of a subcontractor who will perform a substantial portion of the work (assuming explained in the proposal) will be considered equal to that of prime contract experience. Since the FAR and SBA rules permit a subcontractor to perform up to 49% of the work, meaningful consideration of the subcontractor is fair and reasonable, consistent with OMB Memorandum, July 10, 2014 “Making Better Use of Contractor Performance Information” and OFPP Best Practices for Collecting and Using Current and Past Performance Information.

Question 9

Topic: Past Performance – Prime Offeror’s Prior Subcontractor Experience

Question: Please confirm that relevant past performance examples may include work performed by the prime offeror as a major subcontractor. The experience and past performance gained by a prime offeror who previously served as a major subcontractor on an NCA project provides added value to the VA.

Question 10

Topic: Past Performance – Proposed Subcontractor’s Prior Experience

Question: Please confirm that relevant past performance examples may include work performed by a proposed major subcontractor as a prime contractor or major subcontractor. The experience and past performance gained by a subcontractor who is proposed for up to 49% of the work here and who previously served as a prime or major subcontractor on an NCA project provides added value to the VA.

Answer for 5,8,9,10

For Past Performance Evaluation, the prime contractor is evaluated. Since the government is not approving or stating a particular subcontractor must be used, the prime is allowed to use whoever they wish. If the offer is submitted under a JV all parties are evaluated equally.
