This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs, National Cemetery Administration for the National Shrine Project at Danville National Cemetery. The amendment extends the bid opening due date and time to June 14, 2026 at 10:00 AM CDT and provides written responses to Requests for Information (RFIs) submitted by prospective bidders.

The solicitation number is 36C78626B0009, with requisition/purchase request number APR F365146-26-2000005 00. The work involves cemetery section renovation including headstone realignment, sod replacement, and site restoration. Key requirements include: sod measurements based on gross linear measurement (GLM) plus 10% allowance; contractor work hours between 8:00 AM and 4:30 PM Monday through Friday with completion by 3:15 PM for COR inspection; contractor laydown area of approximately 20' x 20' in the soils yard without power/electric access; work suspension during funeral services at the committal shelter; construction period between March and November with sod installation prohibited in July; flat grave markers measuring 24 inches length by 12 inches width; use of Turf Saver RTF (Rhizomatous Tall Fescue) sod from local suppliers; and irrigated sections limited to Section 21 and Monument Circle with manual irrigation via water truck for other areas. The government provides replacement headstones and manages drawing revisions with typical 48-hour turnaround; contractors are responsible for identifying damaged stones but not for procuring replacement stones. Contractor must use reasonable-sized turf vehicles, coordinate with ongoing cemetery operations, and store temporary materials only in the designated spoils yard.

RFI Response – Solicitation 36C78626B0009

Subject: Responses to RFIs – National Shrine Project, Danville National Cemetery Dear Prospective Bidders:

The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), provides the following written responses (in red) to Requests for Information (RFIs) received regarding Solicitation 36C78626B0009.

• Are sections' sod measurements based on curb-to-curb expected replacement?

Sod measurements are GLM plus 10%. Cemetery/COR shall determine how to use their +10% allocation.

• SOW states work hours are between 8:00am and 4:30pm, M-F. Will extended hours/weekend work be permissible upon request for additional, catch up, new sod watering, etc?

Contract requires COR to be present during contractor performance, this is why all work must be completed during normal business hours. Under extreme circumstances, accommodation may be considered.

• Does the COR have a required cutoff time for the afternoon to complete all material R&R work for inspection? Will the cemetery be open to changing (now or after award) the stated work hours to accommodate earlier inspection, but also to stage/pull the stones before hours to mitigate disruption to the cemetery and complete more stones/rows per day with earlier starts?

See # 9. Aside from burial schedule requiring a pause in operations during a burial, contractor is free to work normal business hours. Work needs to be completed by 3:15 pm to allow COR time to complete the daily inspection.

• Does the government have the dimensions/able to provide the location and size of the intended contractor laydown area? Will contractor have access to power/electric at laydown?

The intended contractor laydown area will be in the current soils yard. The size of the area is approximately 20’ x 20’.

No power/electric near laydown area

• Will the committal shelter be close enough to any section during the project that would require shutting down during each service in order to not disturb? If so, how many funerals are there a day on average? Will there always be a constant route to the spoils area that would not disturb any services?

The committal shelter is close enough to all sections that Vendor(s) will be required to stop work (shut down) and will not be able to drive work vehicles by the committal shelter during each service. The spoils entrance is less than 100 yards from the committal shelter. There is an average of 1 service per day, with no consistency. Some weeks there are only 1-2 services, other weeks are 5-6.

• SOW states that period of construction shall occur between March and November. Is this accurate? This effectively eliminates 4 months of possible work days. With sod install being prohibited in July this limits turf install productivity

As long as the COR is present and available, the contractor may work. The limitations refer to laying sod when the weather doesn’t support germination and growth. At the contractor’s risk, and if the cemetery leadership accepts, the contractor may plan to lay sod weather permitting.

• In cases of extreme increment weather, government shutdowns/furlough, acts of god etc- who is responsible for clearing the snow/debris etc in the section to continue work? If these happen, will this be considered in the PoP Limitation?

The current on-site grounds contractors are responsible for clearing snow on all cemetery roadways, sidewalks, and walkways and snow removal within the sections.

• What will the typical turnaround be for drawings revisions?

Typically 48 hours.

• Are there any sections being worked on in this contract the government knows cannot withstand mechanized equipment, in general or over a certain tonnage?

The areas can be driven on by a reasonable sized and weighted turf vehicle.

• The SOW lists three types of flat markers. Flat Granite, Thin Flat Granite and Small Flat Granite. Earlier in the SOW the sections to be worked on list Flat MARBLE as the stone type. What is the size/dimensions of these stones, and does any procedure alter due to the marble instead of granite?

Flat grave markers measure 24 inches in length, 12 inches in width. Some sections have a concrete collar around the marker.

• What species of grass is required for sod install? It mentioned a TPI Regional, but what cultivar/blend does the cemetery expect? Or are the submissions for cultivars to be used as suggestions?

Our sod is Turf saver RTF by Barenbrug. A local sod farm (Ideal Turf) is located near Hanna City, IL. Rhizomatous Tall Fescue.

• Is there currently a headstone support system in place for any of the sections being renovated? (ie Flat Markers- grid marker etc // Uprights- Concrete collars/helical piles etc?)

None is known at this time

• Is the irrigation currently fully operational/to manufacture performance specs and expected to work as intended upon contractor arrival? Are there connectors/spigots to allow for hook ups for pressure washers? If quick connects etc are unavailable, will the cemetery provide water access for use of a water trailer etc?

Irrigation is functional in Section 21 and around the Monument Circle. There are a limited number of quick connections throughout the cemetery. Water access is available behind the Administrative Building for access of a water trailer.

The remainder of the cemetery is not irrigated.

• Can government confirm which sections of renovation areas are irrigated and non-irrigated?

Section 21 and the Monument Circle are irrigated. All other sections are non-irrigated (Manually irrigated with a water truck when required)

• Will the cemetery allow temporary materials storage by the sections? (ie, sod delivered laid same day next to a section, to decrease cemetery cross-traffic)

A temporary materials storage area is available in the spoils yard. There are no areas available for storage next to the burial sections.

The cemetery prefers to keep semi-truck traffic out of the cemetery as much as possible. The pallets can be transported for same day installment.

• What is the protocol for contractor when they find a damaged/chipped stone prior to touching it?

Notify the COR and provide photographic documentation to the district office.

• Once damaged stone removed, the work will progress- who's responsibility is it to then install that replacement stone, Cemetery or Contractor?

Government provided, contractor installed.

• If any current control markers/ current GLM's are out of date or innaccurate, and COR approves a layout dependent on site conditions/aesthetics instead, will the government be updating their drawings, or will there be a requirement for post-section completion drawings?

GLMs are managed at the District Office, any inconsistencies shall be addressed, changes approved, and updates made in consultation with the district engineer.

• There isn’t a diagram for setting flat headstones in a circular design, only for setting them in a straight line. Is there a diagram available?

Please see Exhibit D – Flat Marker Realignment Diagrams

Please see Exhibit B – Headstone Setting Details in the Solicitation.

Please see Section 3.2 Flat Marker Headstone Handling, Resetting, Realignment and Backfill Requirements: Item F: Flat marker Alignment, General.

• With the risk of potential and highly likely damage to every headstone with a concrete collar and base, which I feel is very likely, will the contractor be responsible for replacing any, and potential all, of the headstones that are damaged

a. The contractor is NOT required to procure or furnish federal specification replacement headstones. Headstone procurement remains a Government-furnished function.

b. If headstones are found during removal to be cracked, broken, or otherwise unsuitable for re-setting, the contractor shall notify the COR and Contracting Officer. Replacement headstones will be Government-furnished. Additional labor required to install replacement stones, if beyond the base scope, will be handled via change order under FAR 52.243-4.

c. Replacement of pre-existing damaged headstones is not outside the contract; however, the contractor is not responsible for furnishing new stones.

• Since the geo-grid/grass pave that is to be placed under the headstones comes in one continuous piece/rolls to have the consistent support, can the geo-grid/grass pave rolls be altered to accommodate the sections circular design?

Or would each stone only have one piece of geo-grid placed under it?

Please see Section 3.2 Flat Marker Headstone Handling, Resetting, Realignment and Backfill Requirements: Item G: Flat Marker Headstone Setting, and Alignment onto a Headstone Support System must be accomplished as follows: Sub Item 6.

Sincerely, Shane Hilts

Contracting Officer
