About this file
This is a Section 31 23 16 Rock Removal specification for the Fayetteville National Cemetery Project No. 842CM3027, dated April 20, 2025, covering columbarium and in-ground cremains burial expansion work. The specification establishes procedures and requirements for rock removal activities, including excavation, measurement, verification, and disposal. The contractor must demonstrate that materials classified as rock cannot be removed using standard backhoe or excavator equipment with bucket attachments. Prior to removal, the contractor must excavate test pits to determine rock elevations at specified densities: three pits per 2,500 square feet for paved areas and one pit per 50 linear feet for utility trenches. All measurement data must be recorded via certified survey by a locally licensed professional surveyor and submitted to the Owner's Designated Representative. The unit price for rock removal is all-inclusive, covering excavation pits, measurement, verification, surveying, rock removal, handling, processing, transport, hauling, disposal, overhead, and profit.
Measurement limits for rock quantities vary by application type, with specific vertical and horizontal clearances defined for cast-in-place concrete, asphalt pavement, precast concrete structures, pipe, and conduit installations. Rock is defined as material in beds, ledges, unstratified masses, or boulders exceeding 1 cubic yard in volume that exceed 100 blows per 2 inches standard penetration resistance per ASTM D 1586. The contractor must submit a detailed rock removal procedure and is prohibited from using blasting or explosives. A pre-rock removal conference must be conducted with the Contracting Officer/Representative before work commences. Unauthorized rock removal—whether below required elevations, beyond lateral dimensions, or prior to required measurement verification—must be immediately reported and corrected. All excess and unsuitable removed rock materials must be transported off the property, and excavations resulting from rock removal operations must be backfilled to achieve finished grades per Section 31 20 00 at the contractor's expense.

C. Measurement Requirements: Prior to removing rock, excavate pits in earth, down to rock for the purpose of determining top of rock elevations. Take elevations and measurements as required for the purpose of confirming / determining the quantities of rock removal.
Record all measurement data via a certified survey stamped and signed by a locally licensed professional surveyor and submit a copy of the data to the Owners Designated Representative. Backfill excavated pits as directed. Unless otherwise indicated or directed, excavate test pits as follows:
1. For paved areas: 3 pits for each 2,500 square feet.
2. For utility trenches: One pit for each 50 linear feet.
D. The Contractor’s unit price for rock removal is all inclusive, and shall include excavation pits, measurement, verification, and surveying; rock removal, rock handling and processing, rock transport, rock hauling, and rock disposal; overhead, profit, and all other expenses incidental to the Work.
E. The unit price for additional rock removal is over and above the cost of earth excavation. No deduction from the bid sum will be taken for

F. Measurement: Rock quantities will be determined by measuring rock in place prior to removal. Measurements shall be taken of the actual rock cut, as required for the Work, or to the specified measurement limits, whichever is smaller. Unless otherwise directed in writing, measurement limits shall be as follows:
1. Cast-In-Place Concrete:
a. Vertical Limit: Bottom of rock cut for cast-in-place concrete bearing on rock shall be 12 inches below the required bottom concrete elevation.
b. Horizontal Limit: Limit measurement between vertical side surfaces at bottom of rock cut to the following:
Actual Depth of
Rock Cut
Distance Beyond Edge of Concrete in Each Direction
Under 3 Feet 12 Inches
3 to 7 Feet 24 Inches
2. Asphalt pavement and Precast Concrete Structures:
a. Vertical Limit: Bottom of rock cut for asphalt pavement bearing on rock shall be 12 inches below the required bot-tom asphalt elevation.
Actual Depth of
Rock Cut
Distance Beyond Edge of
Asphalt in Each Direction
Under 5 Feet 12 Inches
5 to 7 Feet 18 Inches
3. Pipe:
a. Vertical Limit: Bottom of rock cut for pipe in trench shall be 6 inches below the required pipe invert elevation, with depth measured from the mean surface of the rock.

Actual Depth of Rock Cut Trench Width
Under 10 Feet 24 Inches plus Pipe OD
10 to 15 Feet 36 Inches plus Pipe OD
4. Conduit:
a. Vertical Limit: Bottom of rock cut for conduit in trench shall be as required for the indicated depth of the con-duit.
Actual Depth of Rock Cut Trench Width
Under 3 Feet 24 Inches, except where wider width is required by the multiple horizontal conduits.
3 to 10 Feet 36 Inches, except where wider width is required by the Drawings or directed for multiple horizontal conduits.
1.3 DEFINITIONS
A. Common Excavation: Excavation and disposal of all materials that can be excavated, transported, and unloaded using heavy ripping equipment and wheel tractor-scrapers with pusher tractors or that can be excavated and dumped into place or loaded onto hauling equipment by excavators equipped with attachments (shovel, bucket, backhoe, dragline, or clam shell) appropriate to the material type, character, and nature of the materials.
For the purpose of this classification, the following definitions shall apply:
1. Heaving ripping equipment is defined as a rear-mounted, heavy duty, single-tooth, ripping attachment mounted on a track type tractor having a power rating of at least 250 flywheel horsepower unless otherwise specified.
2. Wheel tractor-scraper is defined as a self-loading (not elevating) and unloading scrapper having a struck bowl capacity of at least 12 cubic yards.

3. Pusher tractor is defined as a track type tractor having a power rating of at least 250 flywheel horsepower equipped with appropriate attachments.
B. Rock Excavation: Excavation of all hard, compacted, or cemented conglomerate materials that require the use of ripping and excavating equipment larger than defined for common excavation. The excavation and removal of isolated boulders or rock fragments larger than 1 cubic yard encountered in materials otherwise conforming to the definition of common excavation shall be classified as rock excavation. The presence of isolated boulders or rock fragments larger than 1 cubic yard is not in itself sufficient cause to change the classification of the surrounding material.
C. Unclassified Excavation: Excavation and disposal of all materials, of any description, including rock material, encountered during the course of construction, regardless of their nature or the manner in which they are removed.
D. Unauthorized Rock Removal:
1. The removal of rock material below required elevation indicated on the Drawings or beyond lateral dimensions indicated or specified without specific written direction by the Owners Representative.
2. The removal of rock material prior to performing the required measurement verification required to determine quantities.
E. Rock: Rock material in beds, ledges, unstratified masses, conglomerate deposits, and boulders of rock material greater than 1 cu. yd. or more in volume that exceed a standard penetration resistance of 100 blows/2 inches when tested by a geotechnical testing agency, according to ASTM D 1586.
1.4 SUBMITTALS
