AMENDMENT-0001, Solicitation 36C78626B0001

Columbaria and In-Ground Cremains Expansion Fayetteville National Cemetery – 842CM3027 Contractor Questions & GOV Responses

1. Will we be able to use Hill Ave to access the area of construction for mobilization, material deliveries, haul off, etc?

1. GOV Response: There is a gate on Hill Ave. that can be used for entry/exit of the cemetery.

If the contractor are looking to have large vehicles and equipment on Hill Ave for extended periods of time, that will be something they will have to coordinate with the city since that is a fairly busy street. Also, larger vehicles may have a hard time getting in and out of the Hill Ave gate because there is not much room for them to make that turn into the cemetery from the street.

2. CS510 Detail 11: What is the required depth of the concrete curb?

2. GOV Response: Concrete curb shall be 18” deep.

3. The grass seed mixture called out in the specifications is not carried by any local suppliers. Can a grass seed mixture that is available locally be utilized for the project, such as Tiff-Tuff Bermuda?

3. GOV Response: The grass seed mix is taken directly from the City of Fayetteville standard landscape notes. All seeding will be within City right-of-way, contractor may suggest an alternate mix if approved by the City.

4. What size is the stone mulch?

4. GOV Response: ¾”.

5. Solicitation requires bid package to be submitted via the Vendor Portal. We do not see that this project is currently set up in the portal.

5. GOV Response: Due to ongoing issues with the eCMS Vendor Portal, please submit all bid packages via email to trevor.disimone@va.gov.

6. Sheet CD101 Note 1. under Site Prep Notes states to “… Arrange pre-construction meeting with owner / owner’s rep to review all applicable permit conditions… Please provide list of permits that are required for this project.

6. GOV Response: The City of Fayetteville Right-of-Way permit(s) will be required for all work within City ROW. We anticipate the contractor will be required to obtain electrical permits..

7. Sheet CD101 Note 4. Under Site Prep Notes states to “ Coordinate adjustments / abandonment of existing utilities.. with Utility companies…” Is there a list of Utility companies and contacts? Who is responsible for any impact fees to Utility company?

7. GOV Response: The electrical service is existing and to remain. Utility coordination is not anticipated.

8. Is there a specification for the “Guard Cable”? Are there additional details that provide the bury depth of the steel posts?

8. GOV Response: Guard cable shall be in conformance with Arkansas Standard Specification for Highway Construction, Section 618. Per Detail 3 on Sheet CS511, Line Posts shall be 5’ in height (3’ buried) and anchor posts 6’ in height (4’ buried).

9. Are there hazardous materials associated with Hazardous Waste Storage Building removal?

9. GOV Response: No.

10. Spec 01 00 02 1.11 calls for contractor to be “operator” for NPDES permit and VA will make permit application available… What is the contractors responsibility in regards to getting the permit application submitted and or fees, etc?

10. GOV Response: Project is under 1 acre, and therefore doesn’t require a stormwater permit.

11. Can you provide Virtual Bid Opening details?

11. GOV Response: Once a bid package has been received, or an RSVP to the opening, virtual opening call-in information will be transmitted.

12. It’s been our experience on past projects that existing grounding at existing buildings has been an issue when updating Fire Alarm systems. Has as study of existing grounding been performed on this project?

12. GOV Response: A study of the existing grounding was not completed. Please ensure proper grounding is installed for the new fire alarm system in accordance with fire alarm manufacturer requirements, along with grounding as required in specification section 28 46 00 Section 2.3.C.5.

13. Rock was encountered on previous project that developed sections 27A, 31, 32, 33 which is adjacent to new columbarium. Is there a provision for rock removal at excavations?

13. GOV Response: According to the geotechnical report, this project is not anticipated to encounter Hard Weathered Shale, which was encountered at boring locations B-01 through B- 03 at depths 8.5 to 13.5 below existing grade elevations. However, per the Geotech report, these materials are common in residual soils from the Fayetteville Shale Formation and should be expected at various depths across the project site. Fayetteville Shale Formation materials are known to vary in consistency and composition and could provide excavation difficulties at depths deeper than those investigated during this investigation. An addendum will be issued adding a specification section to handle and track rock removal, if encountered.
