About this file
This document is a Questions and Answers (Q&A) document for a VA (Veterans Affairs) construction solicitation involving cemetery facility construction and demolition. Key details include: bid submissions are due 8/14/2025 with conflicting times between solicitation (1:00 PM CST) and SAM.gov (10:00 AM CDT), with a recommendation to use CDT to avoid confusion. The project involves constructing new buildings within an active cemetery, with a 365-calendar day construction/turnover timeline that the contractor found aggressive. The project's estimated magnitude is $5-10M, with additional 6 months allocated for demolition after building turnover.
Notable technical specifications include electrical requirements for the electrical contractor (EC) to provide sectionalizer switch, medium voltage transformer, CT cabinet, meter, and meter socket. Some specification sections (26 05 33 and 28 23 00) are missing and will be addressed in amendments. There are technical clarifications needed regarding wall materials (aluminum siding vs. brick), material specifications for sills, and motor vehicle lift specifications. The VA denied requests to extend the project timeline and did not disclose the precise budget. Potential alternates for existing medium voltage equipment will be reviewed during the submittal phase.

1. Solicitation document states bids are due on 8/14/2025 at 1:00 PM CST (specifically Central Standard Time; however, SAM.gov states bids are due on the same date, but at 10:00 AM CDT (Central Daylight Time). Please let us know the cutoff time for bids, and please consider using CDT instead of CST to avoid confusion as Daylight Saving Time will still is observed 3/9/2025-11/2/2025.
See amendments
2. Solicitation states RFI are due 7/30/2025 at 10:00 PM CST. Please state the due time in CDT to avoid confusion, and confirm if it is meant to be PM.

4. Would the VA please consider pushing the bid date from 8/14/25 to 8/21/25 to allow for better subcontractor coverage?
See amendments
5. If the VA grants a bid extension, would the VA allow the Questions period to be extended by 1 week as well, questions being due on 8/6/25.
No
6. Block 10 of the SF 1442 calls for the magnitude of the project to be $5-10M. With the scope of work, this seems extremely light. Can the VA disclose if the IGE/budget is on the higher end or lower end of the 5-10M?
No
7. We have a demolition subcontractor that was not able to attend the site visit last week.
Would the VA consider allowing them to visit the building that are being demolished?
No additional organized site visits will be held, however, you may contact the cemetery to see if access can be provided.
8. Details 2 & 3 on sheet 3002-AE312 has a note for the wall section calling for 3 5/8” Face Brick, however, the section of the wall that this note is pointing to does not have face brick. Looking at the elevations on 3002-AE201 it appears this should be aluminum siding. Please clarify.
The note in this section should refer to aluminum siding. The brick on this wall is only at the base.
9. Given the construction of these facilities are right in the middle of the cemetery and the understanding that loud construction activities will need to cease during funerals 365 calendar days seems a little aggressive for the construction/turnover of the new buildings. Would the VA please consider extending the turnover time frame for the new buildings from 12 months to 15 months? Additionally, the SOW calls for an additional 6 months for demolition and other items after the new buildings are turned over. If the new building turnover time line is extended by 3 months, would the VA please consider extending the overall POP to 21 months?
The turnover time/PoP will not be extended at this time.
10. Do you know what Controls Company the owner currently uses? I didn't see any company named in the Specs or on the Prints.
Unknown
11. The finish schedule (AF600) calls for (1) material – S-1 Corian Weathered Concrete.
However, the sill details (9, 11/AE520) call for S-2 solid surface. Please clarify if S-1 should be used for sills, or if S-2 need to be added to the finish schedule.
S-1 should be used for sails
12. Spec section 26 05 33 is missing.
13. Spec section 28 23 00 is missing.
14. Confirm the EC is to provide the Sectionalizer Switch, Medium Volt Transformer, Utility Approved CT Cabinet, Meter and meter socket.
The EC will provide the sectionalizer switch, medium voltage transformer, CT cabinet, meter, and meter socket.
15. G&W medium voltage equipment is the existing. Will any alternates be accepted?
Alternatives will be reviewed during the submittal phase.
16. In the specifications section 11 11 14 Motor Vehicle Lifts, Mohawk Lifts LLC is listed as an acceptable manufacturer. I sent the information to Mohawk to get pricing, and Mohawk is unable to provide pricing because the specifications don’t match their lifts. Can we have an updated 11 11 14 Motor Vehicle Lifts Specification?
Revised specification section will be included with addendum 01.
