About this file
This document is an Amendment (Standard Form 30) for Solicitation 36C78625B0024 issued by the Department of Veterans Affairs National Cemetery Administration for constructing a new Maintenance Complex at Los Angeles National Cemetery. The amendment, dated 7/29/2025, addresses six Requests for Information (RFIs) related to site preparation, including guidance on vegetation removal, tree handling, concrete thickness, and construction parameters.
Key details include the bid due date remaining 7/31/2025, with clarifications on specific site conditions such as: shrubs within the Limits of Disturbance must be removed, only specifically designated trees should be removed, existing concrete is 4"-5" thick, and no homeless people are present inside the cemetery. The amendment also notes that contractors must replace any removed vegetation "in kind" to the Contracting Officer's Representative's satisfaction, and alternative steel subcontractor certifications will not be evaluated at bid submission.

RFI’s Amendment 1 to 36C78625B0024 Los Angeles National Cemetery construct a new Maintenance Complex and Corrects FCA
1. Should the bushes be removed or kept? Shrubs within the Limits of Disturbance are to be removed.
2. Tree outside fence. Leave or remove? Does it need a city permit? Only trees specifically called out for removal are to be removed. Trees outside the property limits will require permitting should it be required by the governing authority.
3. Please confirm what the existing concrete thickness is? Per the geotechnical report, the existing concrete ranges in thickness from 4” to 5”.
4. Who will be responsible for relocating the homeless people who live in this area? There are no homeless people inside the cemetery. NCA is not responsible for relocating homeless people outside the cemetery.
5. The existing hedges will be on the way to remove/replace the fence. Should we assume they need to be removed? In that case, should new bushes be planted? Should the contractor’s means and methods dictate removing any existing vegetation that is not specifically called out for removal, the contractor is to replace in kind to the satisfaction of the COR.
6. Can steel subcontractors with Los Angeles City Certification be used in lieu of AISC Certification? This certification meets or exceeds AISC quality safety standards? Proposed alternative certifications are not evaluated at bid submission.
