Brian Trahan Contracting Officer Q&A 05/12/2020
1. At Roseburg we were under the assumption that is was not just a minor finish grade but to import soil and compact on areas that were pooling or holding water.
CONTRACTOR WILL BE RESPONSIBLE FOR ANY ADDITIONAL CUT AND/OR FILL REQUIRED TO ENSURE THAT THE SITE IS GRADED TO CONFORM TO ELEVATIONS AS DETERMINED BY THE COR/CEMETERY DIRECTOR.
THE AREA SHALL BE EXPERTLY GRADED AND RE-SODDED RESULTING IN A UNIFORM STAND OF TURF, HIGH QUALITY IN APPEARANCE, WITH THE TOPS OF ALL FLAT MARKER HEADSTONES 1-INCH ABOVE THE FINISHED GRADE OF THE SOIL; AND THE TOPS OF ALL UPRIGHTS HEADSTONES AT A CONSTANT ELEVATION RELATIVE TO FINISH GRADE BETWEEN 26 INCHES (MAXIMUM) AND 24 INCHES (MINIMUM) ABOVE FINISHED GRADE OF THE SOIL AS DIRECTED BY THE COR/CEMETERY DIRECTOR.
PLACE IMPORTED TOPSOIL TO DEPTHS REQUIRED TO ELIMINATE DEPRESSIONS IN THE SECTION; TO ESTABLISH POSITIVE DRAINAGE; AND TO ESTABLISH UNIFORM FINISH GRADES AS INDICATED: FINISH GRADES SHALL BE 1-INCH BELOW FLAT MARKERS; 1-1/2 TO 1-1/4 INCHES BELOW TOPS OF CURBS; AND A CONSTANT GRADE RELATIVE TO THE TOPS OF UPRIGHT HEADSTONES BETWEEN 26 INCHES (MAXIMUM) AND 24-INCHES (MINIMUM) BELOW TOPS OF UPRIGHT HEADSTONES AS DIRECTED BY THE COR/CEMETERY DIRECTOR.
1. It was stated that the turf is to be killed with and herbicide and removed. We assume removal is by stripping sod and peeling out, not rotilling and raking spoils.
POWER RAKE OR VERTICUT THE ENTIRE AREA TO LOOSEN RESIDUAL PLANT DEBRIS, TAKING CARE NOT TO DISTURB THE HEADSTONE SUPPORT SYSTEMS WHERE NOTED TO BE PROTECTED. REMOVE PLANT DEBRIS AND DISPOSE OF LEGALLY OFF SITE. THE PLANT DEBRIS IS NOT TO BE TILLED INTO THE SOIL.
1. If equipment authorized is based on pounds per foot. If a track machine is used that can distribute weight to strip sod what is the engineers weight recommendation per square foot. Keep in mind that it will also be fine graded after with a lighter track-based grader.
THE CONTRACTOR SHALL NOT OPERATE TRUCKS, TRACTORS, AND OTHER HEAVY EQUIPMENT IN EXCESS OF FIVE TONS ON ANY TURF AREA EXCEPT WHEN AUTHORIZED IN WRITING BY THE COR/CEMETERY DIRECTOR.
1. On page 57 3.10 C. States to Haul and stockpile unsuitable soil materials and excess excavated soil materials to a designated cemetery location after fill and backfill operations are completed, or as directed by COR. Does that mean excess soils are not to be removed from property or is 3.11 page 57 in cleanup it is to be removed from property.
THE CONTRACTOR MAY DISPOSE OF SOILS AND ORGANIC MATTER GENERATED BY CONSTRUCTION ACTIVITIES IN DESIGNATED CEMETERY SPOILS AREA AS DIRECTED BY THE COR. PLASTIC, GLASS, METAL, PAPER WASTE AND CONCRETE MUST BE DISPOSED OF OFF-SITE IN A LEGAL MANNER. REMOVE ALL DEBRIS, RUBBISH, AND EXCESS MATERIALS UNLESS NOTED OTHERWISE, FROM CEMETERY PROPERTY.
1. It clearly states that in the RFP that replacement and installation of new headstone support system not in scope of work. I assume that is correct.
THIS IS A TURF RENOVATION/REPLACEMENT PROJECT. THE UPRIGHT HEADSTONE AND FLAT MARKER SUPPORT SYSTEMS ARE TO BE PROTECTED IN PLACE. ANY DAMAGE TO THE SUPPORT SYSTEMS SHALL BE REPAIRED BY THE CONTRACTOR THROUGH HEADSTONE RAISE & REALIGNMENT THE SATISFACTION OF THE COR AT NO ADDITIONAL COST TO THE GOVERNMENT.
