Mr. Michael Conly Principal, President Architura Corporation 9800 Westpoint Drive, Suite 400 Indianapolis, Indiana 46256
Ref: Limited Hazardous Materials Investigation – Baltimore National Cemetery
5501 Frederick Avenue Catonsville, Maryland 21228 Job No. 271803072.02
1.0 Introduction
KCI Technologies, Inc. (KCI) was retained by Architura Corporation (Client), to conduct a limited hazardous materials survey of the Administration Building and connected Administration Maintenance Garage located at 5501 Frederick Avenue, Catonsville, MD 21228.
The scope of work included a screening of exterior components to determine if suspect building materials are asbestos containing and for the general prevalence of lead based paint. This survey was limited to the exterior of the building only. KCI documented additional suspect asbestos containing building materials (ACBM) inside the structure.
2.1 Limited Asbestos Containing Materials (ACM) Survey
KCI performed an ACM survey limited to the exterior of the administration building and associated maintenance garage on June 12-13, 2018. The scope of work included a visual evaluation of potential ACMs, quantification of suspect ACMs, and the collection of bulk samples of these materials. Suspect materials were observed and documented on the interior of the structure, however they were not sampled.
KCI collected fifteen (15) suspect asbestos bulk samples from the exterior of the structure to be submitted for analysis by Scientific Analytical Institute, Inc. (SAI) located in Greensboro, NC. SAI is accredited by the National Voluntary Laboratory Accreditation program (NVLAP# 200664-0). The ACM laboratory results are included in attachment A.
Polarized Light Microscopy (PLM) analytical method was used to analyze bulk samples for the presence of asbestos. PLM is an optical microscopic technique that distinguishes the different types of asbestos fibers by their shape and unique optical properties. The technique is based on the refraction of light from various crystalline asbestos structures and the observation of the corresponding color changes through the microscope. All PLM analyses were performed following the methodologies documented in the EPA method 600/R-93/116, July 1993, “Method for the Determination of Asbestos in Bulk Building Materials.

Bulk samples were not collected in accordance with EPA/AHERA sampling protocol. Additional sampling may be warranted to classify a suspect building material to not be asbestos containing.
Additionally, KCI observed and documented suspect asbestos containing building materials inside the accessible areas of the structure. Should any of these materials be disturbed during demolition/renovation activities, they should be assumed asbestos containing until proven otherwise by laboratory analysis. Please note that the list provided in this report is not all-inclusive:
• Ceramic floor tile and associate grout
• Drywall and associated joint compound material
• Ceiling tiles
• Under sink insulation
• Leveling compound
• Air-o-cell pipe insulation
• Caulking/mastics on duct-work
• Pipe gaskets
• Fire doors
• Cove-base and associated mastics
• Plaster
• Interior caulking associated with windows and doors

2.2 Lead Based Paint (LBP) Screening
KCI performed the screening on June 12, 2018 in order to determine exterior painted surfaces for lead content. The testing for lead content in paints was performed with a Heuresis Corp. XRF Lead Paint Analyzer (model # Pb200i, serial # 1769, sourced on December 17, 2017), an instrument that detects lead by reading the fluorescence emanating from a painted surface when exposed to small amounts of radiation.
XRF readings are in mg/cm2, a mass per area reading.
LBP is defined as >0.7mg/cm2 by Maryland Department of Environment and ≥1.0 mg/cm2 by the U.S.
Environmental Protection Agency (EPA) and the U. S. Dept. of Housing and Urban Development (HUD).
The Occupational Safety and Health Administration (OSHA) Lead in Construction Standard (29 CFR 1926.62) defines lead based paint as any detectable amount and guidelines must be followed for any activity which may bring a worker in contact with lead. Therefore a negative classification based on the MDE/EPA/HUD definition does not necessarily mean the component is lead free. The LBP action level used is >0.7 mg/cm2.
KCI collected twenty (20) x-ray fluorescence (XRF) readings including eight (8) calibrations. Wall codes (A, B, C, D) were used to show location of building components. Wall “A” indicated the front facing wall parallel with the main entrance of the building with wall “B” being the next wall going clockwise in order, etc. The results of the XRF testing are provided in table 2:
Summary of lead containing components identified:
Exterior:
• Brown wooded windows and window components. Lead content detected at 1.1-2.7 mg/cm2
• Brown metal porch lintel. Lead content detected at 5.2 mg/cm2
• Brown wooded wall trim and associated components. Lead content detected at 0.7-1.1 mg/cm2
Photos of these components are located in Attachment B. Not all components are represented in these photos.

Asbestos Containing Materials
The bulk samples of suspect building materials submitted to the laboratory were reported to have “no asbestos detected.” This survey was performed with a limited scope and did not follow AHERA protocol for sampling. Additional sampling may be warranted to classify a building material to not be asbestos containing. If any suspect building materials not included in this report are identified during demolition/renovation activities, the material should be assumed asbestos containing unless proven otherwise by laboratory analysis.
Lead Paint
Primarily the lead in paint on a renovation project is regulated in two (2) ways: 1) airborne lead dust by the U.S. Occupational Safety and Health Administration (OSHA), and 2) lead in waste by the toxicity characteristic leachate procedure (TCLP) by EPA and MDE.
Wednesday, June 20, 2018 Page | 5
During renovation, it is recommended that the contractor follow OSHA "Lead in Construction" standard, in conjunction with dust control and containment to prevent lead contamination of the surrounding areas, and the use of personal protective clothing to protect worker health and safety during renovation.
KCI recommends that the construction waste containing LBP and Lead Containing Materials (LCM) generated during renovation be tested for the toxicity characteristic leachate procedure (TCLP) by EPA and MDE to determine the appropriate disposal method.

Disclaimer: Due to the nature of the EPA 600 method, asbestos may not be detected in samples containing low levels of asbestos. We strongly recommend that analysis of floor tiles, vermiculite, and/or heterogeneous soil samples be conducted by TEM for confirmation of “None Detected” by PLM. This report relates only to the samples tested and may not be reproduced, except in full, without the written approval of SAI. This report may not be used by the client to claim product endorsement by NVLAP or any other agency of the U.S. government. Analytical uncertainty available upon request. Scientific Analytical Institute participates in the NVLAP Proficiency Testing program. Unless otherwise noted blank sample correction was not performed. Estimated MDL is 0.1%.
