PROJECT DESCRIPTIONS

VISN 2 (New York/New Jersey) has five EHRM projects that are anticipated to be solicited and awarded in Fiscal Year (FY) 2027 and four in FY 2028. The five planned locations for FY27 are at the following VAMC’s: Bronx, Canandaigua, Manhattan, Northport, and St. Albans. A description of each project is listed below.

Bronx VAMC: The design modernizes the campus technology backbone and supporting building systems so the medical center can implement the VA EHRM platform while maintaining reliable clinical and facility operations. Work extends across the Main Hospital (Building 100) and multiple adjacent campus buildings and support facilities. A distinguishing feature is the construction of two new telecommunications towers. The towers expand communications capacity and require coordinated architectural, structural, civil, electrical, mechanical, and telecommunications design. The broader project also renovates and expands existing telecommunications and data center spaces and upgrades the supporting power, cooling, fiber, security, and life-safety infrastructure.

Buffalo VAMC: This project upgrades the electrical and telecommunications infrastructure across the Buffalo VA Medical Center campus to support implementation of the VA EHRM program while maintaining uninterrupted facility and clinical operations. The work includes comprehensive recabling and telecommunications modernization within multiple campus buildings, including Buildings 1, 3, 5, 6, 20, and 29, along with campus-wide site infrastructure improvements. Major design elements include new and upgraded Telecommunications Rooms (TRs), redundant fiber optic network infrastructure, replacement of existing fiber and telecommunications cabling, new CAT 6A cabling and work area outlets, upgrades to power distribution systems, UPS equipment, HVAC improvements, replacement of CRAC units serving the main computer room, and installation of new racks, CCTV, fire alarm and fire protection systems, advanced utility monitoring systems, and physical access control systems. A key project challenge is executing the work in a phased manner while maintaining continuous network access and limiting disruption to ongoing medical center operations. The project incorporates detailed phasing, commissioning, hazardous materials management, and third-party inspection requirements to support successful implementation. The Buffalo VAMC EHRM Infrastructure Upgrade is currently anticipated to be solicited in FY27, with contract award expected in FY28.

Canandaigua VAMC: This project comprehensively upgrades the campus’s fiber optic network and power distribution systems to meet EHRM design guide requirements, ensuring robust support for clinical and facility operations. The work encompasses fiber network enhancements with redundant routes to each IT closet and the main demarcation room, minimizing risk through parallel systems operation during transitions from legacy to new infrastructure. The project also includes expansion or relocation of telecommunications rooms, installation of 100 new IT outlets and 75 electrical outlets, and substantial improvements in power distribution and HVAC systems. Enhanced physical security is provided through secure data cabinets, protected fiber infrastructure, secured telecommunications rooms, and installation of lockable manhole covers for underground fiber pathways. In addition, hazardous material abatement activities will ensure that all upgraded spaces meet current safety and environmental standards.

East Orange VAMC: This project upgrades and modernizes the telecommunications and network infrastructure across the East Orange VA Medical Center campus to support implementation of the VA Electronic Health Record Modernization (EHRM) program while enhancing cybersecurity, reliability, and operational resiliency. The work includes renovation and modernization of the existing Data Center in Building 1, installation of a fully redundant campus-wide fiber optic backbone, modernization of telecommunications rooms serving all campus buildings, and replacement of existing communications cabling with Category 6A infrastructure throughout the campus. A distinguishing feature of the project is the construction of a new 15-story telecommunications room tower adjacent to Building 1, providing additional floor space on each level to accommodate new telecommunications room requirements in the main hospital. Due to the historic nature of the campus, the project required coordination with the State Historic Preservation Office (SHPO) to ensure the tower design complements the existing architectural character of the facility. Additional project challenges include phased renovation of the existing data center to maintain continuous network connectivity and ongoing facility operations, as well as strategic use of existing utility tunnels to install new fiber infrastructure while minimizing impacts to parking and reducing the need for extensive site excavation and duct bank construction. The East Orange VAMC EHRM Infrastructure Upgrade is currently anticipated to be solicited in FY27, with contract award expected in FY28.

Manhattan VAMC: The design modernizes telecommunications and IT infrastructure throughout Buildings 1, 2, 3, and 6 and creates resilient power and cooling systems to support continuous healthcare operations and future technology demands. The project relocates the existing data center to renovated space and upgrades 53 telecommunications rooms and enclosures. The new data center functions as the campus telecommunications hub and is supported by redundant fiber pathways, dedicated year-round cooling, and 2N UPS and electrical distribution redundancy. These features distinguish the Manhattan project and increase the reliability of critical IT systems.

Northport VAMC: This project upgrades and modernizes the telecommunications, network, and supporting electrical infrastructure across the Northport VA Medical Center campus to support implementation of the VA Electronic Health Record Modernization (EHRM) program and meet current bandwidth, reliability, and cybersecurity requirements. Major design elements include upgrading the existing network cable plant to Category 6A structured cabling, installation of a robust fiber optic backbone system throughout the campus, right-sizing and modernization of telecommunications rooms, enhancement of physical security systems, and correction of electrical infrastructure deficiencies identified through field investigations and existing conditions assessments. A distinguishing feature of the project is the construction of a new standalone data center building, including dedicated generator capacity to support the data center while also restoring emergency power to Building 12 following removal of the existing generator. The project also includes hazardous materials remediation, PCRA and ICRA coordination, and detailed phased LAN and data center migration planning to maintain continuous operations and minimize system downtime. Key site-specific challenges include highly congested building connector corridors and utility pathways that complicate routing of new fiber, power, and communications infrastructure, as well as the need for underground duct bank construction serving multiple outbuildings. Extensive phasing, temporary fiber routing, dual-fiber migration strategies, and close coordination with OIT and Biomedical Engineering are required to ensure uninterrupted network connectivity and ongoing medical center operations throughout construction.

St. Albans VAMC: This project modernizes and expands the telecommunications, data, electrical, and supporting infrastructure across the St. Albans VA Medical Center campus to support implementation of the VA Electronic Health Record Modernization (EHRM) program. The work includes construction of a new data center and telecommunications room tower, renovation and expansion of telecommunications spaces throughout multiple campus buildings, and significant electrical and mechanical system upgrades. Project scope also encompasses demolition, hazardous materials abatement, and installation of new technology infrastructure, including Category 6A structured cabling, a fiber optic backbone network, and enhanced physical security systems. The design is guided by current VA standards and codes with an emphasis on operational reliability, safety, compliance, and future scalability. A distinguishing aspect of the project is the need to address widespread space limitations within existing telecommunications rooms, many of which are undersized or located in constrained areas, requiring creative architectural and engineering solutions to support EHRM requirements. Additional challenges include coordinating complex upgrades to mechanical, electrical, fire protection, and security systems within an active healthcare environment while minimizing disruption to facility operations. The project also requires careful management of asbestos-containing materials and lead-based paint abatement, integration of multiple building systems, and planning for future capacity growth, including expansion allowances within telecommunications rooms and cable pathway infrastructure.
