About this file

This is a Responses to Questions document addressing inquiries from potential contractors regarding solicitation 36C77626Q0155 for Initial Outfitting, Transitioning and Activation (IOT&A) services at American Lake Veterans Affairs Medical Center in Tacoma, Washington.

The project involves transitioning ambulatory services and approximately 425 employees to Building 201 at the American Lake VAMC campus (9600 Veterans Dr. SW, Tacoma, WA 98493-0003). Key service requirements include relocation of IT equipment (computers, monitors, and peripherals) with same-day removal and reinstallation; no warehousing of IT equipment is required. The contractor will not procure new equipment but will support acquisition packages development. No physical inventory of furniture, fixtures, and equipment (FF&E) is required since most will be new, except for existing computer equipment. The contract is new with no predecessor. The contractor must participate in design and construction coordination meetings from August 2026 through project closeout in May 2030, with a minimum frequency of monthly meetings for the first 18 months, increasing to bi-weekly meetings during final construction phases. The contractor will work from shared workspace with five business days' advance notice to the Contracting Officer's Representative (COR) and is not required to be onsite daily except during meetings and the activation phase. The VA will provide staffing relocation details and building location information post-award once clinical services submit staffing plans; most staff are relocating from Building 81 with additional personnel from other campus buildings.
