About this file

This is a Questions and Answers document for RFQ 36C77626Q0045, the Columbia OPC Initial Outfitting Activation and Transitioning Contract. The document clarifies procurement requirements, category codes, drawing deliverables, warehouse options, and project timelines for furnishing and equipping a new Columbia Community-Based Outpatient Clinic (CBOC) facility operated by the Department of Veterans Affairs.

Key clarifications include: furniture items F3050, F3025, F3200, F3230, A1030, and F3065 are coded as VV (vendor-supplied); the VA will purchase, supply, and install toilet tissue dispensers and sanitary napkin disposal units; M4145 radio communication system encompasses the entire system including roof equipment and infrastructure; design drawings will be provided post-lease award with Revit format released at DD2 approvals; the contractor must develop an Acquisition Plan identifying long lead-time items and procurement timelines; room mock-ups should be validation-level layouts addressing clearances, adjacencies, and mounting feasibility for specific room types including PACT exam rooms, audiology, podiatry, imaging, and telehealth spaces; baseline layouts for power, data, gas outlets, and wall-mounted devices are the AE's responsibility, with the IOTA contractor responsible for providing conflict reports; relocation of staff, equipment, existing artwork, and FFE inventories are not contractor responsibilities; and warehousing requirements are detailed in PWS Section 17.1. The lease award is anticipated February 2026 with estimated building occupancy in late June 2028. CLIN 0001 requires a level-loaded monthly unit price across all 35 months for invoicing purposes, CLIN 0002 is cost-reimbursable travel marked "DO NOT PRICE," and CLIN 0003 covers optional warehousing services. Key Personnel substitutions are permitted pre-award with CO/CS approval, and deliverables under VA review will not delay monthly payments.
