About this file

This is a Technical Questions and VA Response Tracking Sheet for the 36C77625B0023 EHRM Infrastructure Upgrades project at Bay Pines VAMC. The document contains 264 questions and responses covering various technical aspects of the project, including telecommunications, security systems, access control, CCTV, electrical infrastructure, and facility upgrades.

Key details include: This is an Invitation for Bid (IFB) with price being the only consideration, and it is an SDVOSB (Service-Disabled Veteran-Owned Small Business) set-aside. The project involves infrastructure upgrades across multiple buildings, with specific focus on telecommunications rooms, fiber optic cabling, network switches, access control systems, and electrical infrastructure. The VA will provide two dedicated project managers, and the project requires compliance with VA OI&T standards, FedRAMP cybersecurity standards, and specific technical requirements for equipment integration. The responses address technical questions about existing systems, equipment compatibility, installation requirements, and project-specific details such as conduit pathways, cable trays, and system configurations.

103. 7-25-25 8/29/25 TR Mockup: Is it currently part of the plan to coordinate a full and complete mockup of a single TR room early in the project to eliminate any potential future discrepancies or conflicts between the design and the physical work to be installed? And is there an early release package to account for this that would allow subcontractors to release materials and equipment early for that mockup room so that early coordination and confirmation of the scope via room mockup can be used to benefit the remainder of the project?

107. 7-25-25 8/29/25 Shutdown Details: What are the specific shutdown parameters: maximum duration, advance notice required, approval chain, and blackout dates? Are compensated overtime windows available for extended outages?

All utility shutdowns require a two-week notice that includes a shutdown plan and LOTO and must be approved by the FMS Chief before work can proceed. This request must be coordinated through the VA COR.

Closed

108. 7-25-25 8/29/25 Storage Containers: Can 8'x20' storage containers be strategically placed per attached site logistics plan? What are setback requirements from buildings and emergency routes?

Civil does not see an issue with staging of storage containers as far as available area is concerned.

The locations should be coordinated with the VA beforehand.

109. 7-25-25 8/29/25 Conduits and Pathways: Have conduit fill ratios been field verified for all designated pathways? Are record documents available showing existing cable quantities and sizes as well as overhead pathways and pull boxes?

As-built drawings not available. Capacities and design approach determined by random inspection. See Sheet ET001 - General Note 7.

110. 7-25-25 9/4/25 Worker Capacity: What are the maximum concurrent workers permitted per building or area? Do limits vary by building criticality? Are there shift restrictions? Will fewer workers be permitted in areas where patient care is ongoing?

Refer to the SOW and specifications (General Requirements 01 00 00) for working hours.

Construction activities may shift due to considerations to patient care. Contractor will coordinate construction plans with the COR to determine the impact on the service.

111. 7-25-25 9/4/25 BAA: Has VA pre-qualified BAA-compliant manufacturers for critical components (UPS systems per 26 33 00, network switches per 27 21 00)? What is the waiver process timeline?

VA does not provide pre-qualified Buy America Act (BAA) products. The GC is responsible for ensuring they adhere to BAA.

112. 7-25-25 9/4/25 ICRA Protocols and Approvals: Which departments require Level IV ICRA protocols? Will dedicated clinical liaison coordinate department notifications? What is the approval process for clinical area work and how long does that process take?

If work is actively being coordinated and scheduled in advance while other work is also ongoing, dedicated coordinators and liaisons would significantly reduce potential for failed communication and coordination during project execution.

Refer to the matrix under step #3 on sheet G002.

The construction activity of this project is classified as TYPE D and the areas in the hospital effected were deemed Risk Group 2 and 3 (medium and high risk). The result is an infection control class rating of CLASS IV which happens to be the most protective.

Classifying areas as Risk Group 1 (low; office areas) would result in a CLASS III rating for select areas. Assigning the Service Bay construction Risk Group 1, the contractor could assume 50% of the ICRA barriers could be CLASS III and the remaining 50% remain at

CLASS IV.

The lengths of these barriers are dimensioned in the plans on sheets G003 to G019.

114. 9/4/25 Revised 9/8/25

VA seems to be in charge of hiring the Commissioning Agent, though there does seem to be some conflict about that in the definition: C. Members Appointed by VA: 1.

Commissioning Agent: The designated person, company, or entity that plans, schedules, and coordinates the commissioning team to implement the commissioning process. The Contractor will engage the CxA under a separate contract. The VA has no method to hire commission firms directly. They are either hired by the design firm or the contractor. This leaves a big gap in the completion of the project. Please advise who the Cx firm is that has been contracted by the VA. Please Clarify.

Updated Response 9/8/25: Spec 01 91 00, 1.8 C

(1) is no longer accurate. This spec section has been revised to state: Commissioning Agent: The designated person, company or entity that plans, schedules and coordinates the commissioning team to implement the commissioning process.

The VA will engage the CxA under a separate contract.

VA to respond with package required for CxA
