ELECTRONIC HEALTH RECORD MODERNIZATION (EHRM) INFRASTRUCTURE UPGRADES, VA MEDICAL CENTER (VAMC) BIRMINGHAM, ALABAMA
a. Prospective Bidders' questions Q56 through Q62 and the Government's responses A56 through A62 are hereby incorporated herein. See the next page of this amendment for these Questions and Answers.
b. The Bid Opening for this procurement will be on July 28, 2023, at 3:00 p.m. Eastern Time via an MS Teams meeting.
Specific details on this Teams meeting will be provided by July 25, 2023, on SAM.gov under Solicitation # 36C77623B0026.
Prospective Bidders are reminded that their bid submission to the Government by Bid Due Date and Time, must include proper and adequate bonding documentation and any other material required in this solicitation; without these documents, the Bidder may not be considered for award.

c. Prospective Bidders’ questions and the Government’s responses to these questions are shown below:
Q56: Is there a specific time of day that work can be performed? Which work? Are nights preferable?
A56: Nights are preferable if work will disrupt normal day staff/patient work activity.
Q57: Will the installers have keys and NON-escorted access to closets and offices where work is performed?
A57: Installers will not have keys to OIT closets/data center. Escorts are required for OIT closets and offices.
Q58: Are there conduits inside walls for data cables being installed; if not, will conduits be installed?
A58: It is assumed that existing drops are fed by conduit. Contractor shall verify during construction. The copper horizontal cabling does not need to be routed in conduit.
Q59: For existing Data cable locations, will those cables need to remain connected until cutover?
A59: Yes, all existing system cabling must remain in place until cutover is complete.
Q60: For existing Data cable locations, will we use the same conduit for the new cables? If so, how will these be addressed? Possible scenario: remove the faceplate from the outlet box, leave the patch cord connected to data jacks secure to the side, drop new cables down the conduit remove the unused cables as needed for conduit space, terminate new cables then remove all old after cutover.
A60: Contractor's scenario as described is acceptable. It is also acceptable to free cable within walls as defined in detail 6 TK-001.
Q61: Is there a staging area for material inside the building for contractors to use? Or, is there space available in the parking lot for conex?
A61: Staging for material inside the building is very limited, and there is no onsite space available for a conex.
Q62: Will the installation go floor by floor? Start to finish including cutover before cabling can start on another floor.
A62: No, Horizontal cabling installation can happen concurrently on multiple floors or buildings at any time. All TRs must be complete prior to cutover. Cutover can only be performed when all fiber is installed from MCR to TR, tested and approved, MCR is complete and all VA active equipment is relocated. No services may be interrupted for any extended length of time.
