c. Prospective Bidders’ questions and the Government’s responses to these questions are shown below:
Q5: Ethernet Cabling: We calculated 4,565 existing Ethernet cables to be demoed. Is that correct?
A5: The contractor's number for existing ethernet demolition is incorrect. Contractor should take quantities of cabling demolition from the existing patch panel schedules sheets TK-201 through
TK-259.
Q6: Ethernet Cabling: Will there be additional cables to be installed?
A6: Cabling quantities to be installed are shown on TN series sheets and New Patch Panel Schedule sheets TK-405 thru TK-443.
Q7: Ethernet Cabling: Do new cables need specific color code based on use?
A7: Color coding should be per Table 3-2 from VA_CFM_ Telecom System Design Manual, or as directed by VA Station COR/ITOPS. The link to the VA Telecommunications and Special
Telecommunications Systems Design Manual is as follows:

Q8: Ethernet Cabling: Will there be updated drawings for the areas that were marked inaccessible on the current drawings to determine Ethernet cable quantity and locations?
A8: Contractor should provide in their bid comparable space usage per plan note on drawings.
Q9: Ethernet Cabling: Are existing cables coming from ceiling through power pole or column?
A9: A/E assumes this is regarding open office areas. Contractor should provide in bid that cabling is routed down from ceiling to workspaces through divided raceway.
Q10: Ethernet Cabling: Are floor boxes fed by conduit?
A10: It is assumed that they are fed by conduit. Contractor shall verify during construction.
Q11: Ethernet Cabling: Are there any areas with cubicles in them?
A11: Yes, there are areas with cubicles in them. Example is TN-100G.3 room G111E.
Q12: Ethernet Cabling: Do the current cable support system need to be removed or can it be reused?
A12: Existing cable support systems do not need to be removed and can be re-used so long as it does not interfere with removal of existing cabling and existing systems are not disturbed to create an interruption of service or facility operations.
Q13: Will new cables need to be ran in conduit?
A13: No, the copper horizontal cabling does not need to be routed in conduit. Fiber Optic cabling shall be routed in orange innerduct at a minimum. Area of hard lid shall have sleeving installed to pass through the area without interruption.
Q14: Ethernet Cabling: Can existing wall penetration and firewall sleeves be reused?
A14: Existing wall penetrations and fire sleeving may be re-used at the contractor's discretion provided it does not exceed the 40% fill requirement at the time of install, interfere with removal https://www.cfm.va.gov/til/dManual/dmTelecomm.pdf of existing cabling and does not damage existing or new cabling during construction that would cause disruption to normal operations of the facility.
Q15: Fiber Optic Cabling: Do fiber optic cables need to be armored?
A15: No, they do not need to be armored.
Q16: Fiber Optic Cabling: What type of terminations and patch panels will be used? (LC, SC, ST)
A16: See specifications sections 27 11 19 & 27 15 13.13 for terminations.
Q17: Fiber Optic Cabling: Does the fiber need to be in any type of conduit?
A17: Fiber must be routed in orange innerduct at a minimum.
Q18: Equipment: Are all the Access Points to be salvaged or just the ones marked specifically on the prints?
A18: All access points are to be salvaged and re-used.
Q19: Equipment: Will there be security cameras installed? If so, how many and what type of cabling will be needed? (Ethernet, Coax) A19: Contractor to reference the TN series enlarged plans for quantities and locations of security cameras.
Q20: Equipment: Have the locations for the security cameras been determined?
A20: Contractor to reference the TN series enlarged plans for quanitities and locations of security cameras.
Q21: Equipment: Is any other equipment, besides the Access Points, to be salvaged? (Racks, Mounts, Housings) A21: No abandoned passive or mounting equipment (Racks, patch panels, housing) are to be salvaged.
Q22: Equipment: What new equipment will we be responsible for? Ex. Switches, Firewalls, etc.?
A22: No new active equipment will be the responsibility of the low-voltage contractor unless noted otherwise in the documents.
Q23: Cold Aisle Containment: Are we to quote a hard partition or vinyl curtain (as Note 3 on drawing FX001 might suggest)? The specs cover the hard partitions, so these are the assumptions.
A23: Provide hard partitions as per specification section 13 21 33.
Q24: Cold Aisle Containment: Would you be able to verify the quantity of racks on each side of the aisle in the MCR Room – is the 13 on the left and 14 on the right, correct? (from drawing
EP103.3)
A24: Quantities are verified as indicated in question.
Q25: Cold Aisle Containment: Drawings EP103.3 and AE403.3 seem to contradict each other on the layout of the data racks – are the racks going to be flush/even with each other on the lower end (plan south) of the rack row, as the Architectural plans (AE403.3) suggest?
A25: Electrical and Telecommunications plans show the new cabinet layout aligning to the plan north.
Q26: Cold Aisle Containment: Should we use 86” for the height of the racks in the MCR for the Cold Aisle Containment (to put the roof on the containment aisle)? Or, is there a separate height we should be using?
A26: Server cabinets are 85" nominal from floor to top of cabinet.
Q27: We manufacture Resinous Flooring Materials, and I noticed in the hazardous materials section 1423, epoxy flooring is called out, but I can’t seem to find anything on it in the drawings or specs. It does mention static dissipative resilient flooring, which we do not do. That said, we do have static dissipative and ESD resinous flooring. So, just need to know if there are any resinous epoxy coatings in the basement area or anywhere there.
A27: There is no epoxy coated floors in this project.
Q28: Will the contractor be required to provide a commissioning agent for the commissioning of the newly installed systems?
A28: Per 01 91 00 1.1.G, the Contractor shall hire an individual, company or firm to act as the Commissioning Agent. Per 01 91 00 1.7, the Commissioning Agent shall be responsible for the commissioning of HVAC, Electrical Systems, Communications Systems, Electronic Safety and Security Systems, Plumbing Systems, Fire Sprinklers, and the Clean Agent System.
Q29: Specification section 07 84 00 Firestopping requires a “qualified inspector”. Is this inspector required to be third part? Will only firestopping need to be inspected or will all fire caulking and fire stopping require inspection?
A29: Yes, the Qualified Inspector must be a 3rd party, completely independent of the contractor in accordance with 07 84 00 Section 1.5.C. All penetrations through rated walls are required to be provided listed and approved fire stopping assemblies which will require inspection as described in 07 84 00 Section 1.1.A.
Q30: Will all penetrations through fire rated partitions require the use of listed firestopping penetrations?
A30: Yes. As described by 07 84 00 Section 1.1.A, all penetrations through fire resistant rated construction require the use of listed penetration assemblies in accordance with NFPA 101 Section 8.3.4.
Q31: Will the areas adjacent to the new telecommunication rooms require fire sprinkler modification?
A31: As described by 21 13 13 Section 1.1.B, Telecommunication Rooms will require modifications to the existing building sprinkler system to provide coverage as required by NFPA
13. Existing sprinklers will be required to be relocated and modified as necessary to maintain compliance with NFPA 13. This includes modifications to sprinklers outside all TRs where a new wall layout impacts the existing sprinkler layout. Sheet FP150 incorrectly identifies 5 TRs as not requiring sprinkler modifications. TR 1 Level 7, TR 2 on Level 7, TR 1 on Level 8, TR2 on Level 8, and TR 1 on Level 9 will require minor sprinkler modifications as light hazard spaces.
Q32: What is the fire sprinkler hazard classification required for the Main Computer Room?
A32: Per the construction documentation, MCR Room 3431 as well as the PBX 3435 are classified as Telecommunication Spaces and required to be designed as Ordinary Hazard Group I as specified on Sheet FX001 under FIRE SPRINKLER NOTE #5 as well as 21 13 13 Section 1.3.B.1.
Q33: Specification section 27 15 13.3 Communication Optical Fiber Splicing and Terminations says the pre-terminated connections are preferred, but field termination splicing for non-computer room applications is acceptable. The Infrastructure Standard for Telecommunications Spaces Version 3.1, Commented [HMJ(G1]:
Section 5.2.1.1 states no splicing is authorized for intra-building or interbuilding connectivity. Will splicing of fiber be acceptable on this project?
A33: This is in reference to termination fusion splicing the backbone fiber to splice cassettes only.
Backbone runs shall not have splices.
Q34: Will fire shop drawings and hydraulic calculations be required for the fire sprinkler modifications?
A34: Yes. Sprinkler modifications for the MCR Room 3431 and PBX Rom 3435 will require shop drawings and hydraulic calculations as specified on Sheet FX001 under FIRE SPRINKLER NOTE #9. Shop
Drawings should include enough of the minor system modifications required for TRs to make all conditions clear, but calculations are only required if system modifications negatively impact hydraulic calculations.
Q35: Will all data drops require a one for one replacement throughout the facility?
A35: Cabling quantities to be installed are shown on TN series sheets and New Patch Panel Schedule sheets TK-405 through TK-443.
Q36: Is a fiber cross connect required between the A and B side fiber runs?
A36: There is cross connects required between the HDA-A to MDA-B, HDA-B to MDA-A, HDA-A to
Entrance Room B and HDA-B to Entrance Room A.
Q37: Please confirm two new 100 KVA Uninterrupted power supplies are required for the Main
Computer Room remodel.
A37: Confirmed that there are to be two 100kVA UPSs for the MCR.
Q38: Will fused disconnects be required for isolation of individual telecommunication room panels?
A38: Fused disconnects will not be required.
Q39: Will all telecommunication rooms require humidity control?
A39: Yes. Humidity control is required so that telecommunication rooms meet the requirements of the
ISTS and current applicable Design Alerts, which require that humidity be maintained between 30-
60%RH in MCR, TR, and entrance room spaces.
Q40: Can existing plumbing be abandoned in place where demolition is required?
A40: Generally, piping shown to be demolished must be removed rather than abandoned in place. If piping is to be demolished and is accessible in a room, wall cavity, or otherwise, the plumbing should be removed back to the nearest main whenever possible. In no case will dead legs be allowed to remain in the domestic water systems (cold water, hot water, hot water recirculation, etc.). These systems must be demolished back to the mains and capped at that location. This is to prevent growth of contaminants such as legionella. Where piping is encased in concrete, the A/E recommends that the VA allow such piping to be abandoned in place.
Q41: Mechanical RFI: Multiple mechanical drawing pages reference unknown piping and contractor is responsible for verification. During the site walk, piping above the ceiling and in the walls was not shown. There could be significant variance in estimating rerouting ’unknown’ piping including pipe size, pipe usage, etc. Is it possible to host another site visit to investigate the possible piping re-routes to validate all bidders will be submitting estimates with the same piping configuration?
A41: Yes, another Site Visit will be held on July 21, 2023, at 10:00 a.m. Central Time, so that interested parties can view and verify piping configuration. Please meet the COR at the Main Building #3915, Engineering Conference Room.
Q42: Extension: Can the government extend the date RFI’s are due? Specifically, a week from Monday the 4th. Justification: site walk was held last week, and many people are out of town this week in preparation for the Independence Day holiday.
A42: Deadline for technical questions was June 28, 2023.
Q43: Extension: Can the government extend bid due date? Specifically, one week after current due date. Justification: Holiday travel plans prevents certain specialty trades from having adequate time to review specifications and plans to either submit RFI’s and agree to join the project.
A43: Amendment 0001 extended the bid due date to July 28, 2023.
Q44: Electrical: EK-101 L2GTRC showing fed from a 225a breaker and is a 100a rated panel.
A44: Revise breaker in L2GTRSDP to be 100 Amp 3-Pole.
Q45: Electrical: EK-101 L2GTRB showing fed from a 100a breaker and is a 225a rated panel.

A45: Revise breaker in L2GTRSDP to be 225 Amp 3-Pole.

A49: E28TRB should be shown as a 225 Amp rated panel. Revise panel schedule to reflect this.
Q50: Electrical: ED-103.2 What branch circuits are in Panel 3N?
A50: Equipment served by panel are CRU-4, CRU-3, CU-4 & CU-3.
Q51: Electrical: EP-101.1 Who buy heat trace?
A51: Heat Trace is specified and supplied by the mechanical contractor.
Q52: Electrical: Arc Flash and Coordination Study - Has a current AF and Coordination Study been done? If one has been done, who performed the study?
A52: The VA has an older study that was done 4 years ago. They are currently in the process of conducting a new study now.
Q53: Electrical: EK-106 L23TRA is fed from a 70a breaker and is a 225a rated panel.
a. L23TRA is feeding L23TRC and L23TRB on panel schedule.
A53: One-Line is not correct. The names for Panel L23TRA and L23TRC should be swapped.
Q54: Substitution Request: From under Section 072726 Fluid-Applied Membrane Air and Moisture Barrier – Air Shield LM by W. R. Meadows to CCW Barritech VP, Manufacturer:
Carlisle Coatings & Waterproofing, Model 310647 A54: After review of the substitution request, although the product submitted meets the ASTM test results, it does not meet the specified 0.1 permeance (14 perms) or the VOC content of 0 g/l (40 g/l). Thus, this substitute product is not acceptable.
Q55: Substitution Request: From under Section 072726 Fluid-Applied Membrane Air and Moisture Barrier – Air Shield LM by W. R. Meadows to Henry Air Bloc 17 MR, Manufacturer:
Henry Company, Model HE017074 A55: After review of the substitution request, although the product submitted meets the ASTM test results, it does not meet the specified 0.1 permeance (14 perms) or the VOC content of 0 g/l (100 g/l). Thus, this substitute product is not acceptable.
