1. 8-22-23 9-22-23 Please provide the Asbestos Report, which coincides with the Asbestos Abatement identified in Line Item 0002 of the solicitation price schedule.

Presently discovered, JAHVH do not have Hazmat report for Building 19. The standalone building 19 was earmark for demo and was sealed long time ago (maybe during this s project’s conception). Prior to demo the contractor will survey building-19 for documentation of the quantities of the hazmat removal for proper disposal. VA PM /COR

2. 8-22-23 9-22-23 Specification 11 73 00 - Part 2 Products / 2.1 Design Criteria / B. Load capacity: / 2. Bariatric overhead lift system to have maximum load capacity of 880 lbs.

Specification calls for a Bariatric Lift with a capacity of 880 lbs. Which rooms are to be designated bariatric?

The drawings do not state which rooms.

AE Response: Currently no rooms are designed to facilitate Bariatric Lifts. The current structural supports for patient lifts are designed for a maximum load capacity of 650lbs, however current Patient Lifts specified in the construction documents have a max load capacity of 440 lbs.

VA to verify that this load capacity is acceptable.

Additional Response VA PM /COR: Disregard bariatric lift issue on max. load capacity as this is not a requirement for now. The VA shall issue a change order if the VA leadership come up with their decision to include the bariatric lift in the future.

3. 8-23-23 9-22-23 Should the contractor assume that the soil is contaminated surrounding the underground fuel piping?

If so, will the VA please provide an estimated quantity of contaminated soil expected?

The VA cannot give an estimate of fuel contamination at the building site. There is no reported fuel leak in the area to address. VA

QUESTION GOVERNMENT RESPONSE

4. 8-23-23 9-22-23 Is it the intent of the VA for the contractor to re-waterproof any existing foundation walls which are exposed during excavation?

The A/E plans and specs should show the intent regarding the existing diaphragm walls.

VA PM/COR

5. 8-23-23 9-22-23 Are the foundation walls on the existing buildings structurally suitable to be backfilled and have soils compacted against?

AE Response: There are new foundation walls all around the new addition preventing the new backfill from adding surcharge to the existing walls. The plans have been clarified to clearly indicate the walls on the foundation plan.

Additional typical details have been added for the walls.

6. 8-23-23 9-22-23 Will sheet piles be required to be used when excavation is happening near existing footing and foundation walls?

AE Response: The bottom of the foundations of the existing building are lower than the new footings. No sheet piling is required at the existing building. The contractor may install sheet piling along the west face of the building to limit the excavation area. Coordinate the location of all site utilities and structures.

7. 8-23-23 9-22-23 Sheet SF101 states that the existing aluminum canopy shall be salvaged or replaced. And that the new, modified, canopy shall meet wind criteria per the general notes. Does the Aluminum canopy on sheet SF101 currently meet wind criteria as outlined in the general notes?

AE Response: Notes on plan require the contractor to retain a specialty engineer evaluate and design modifications of the canopy structure if required.

The contractor may replace the canopy if it is more cost effective.

8. 8-23-23 9-22-23 Will the VA please provide the geotechnical report referenced in sheet SF101, note 8?

AE Response: The geotechnical report has been provided as a supplemental attachment.

9. 8-23-23 9-22-23 Will a new master label for the lightning protection system be required as part of this project?

AE Response: Yes, this will be required.

10. 8-23-23 9-22-23 Will the VA please describe the design intent of using geofoam fill shown on SF201 versus standard compacted fill?

AE Response: The intent is to avoid adding approximately 5 feet of surcharge that may affect the existing foundations

15. 8-23-23 9-22-23 Please confirm that photographic documentation will must be completed by a 3rd party other than the general contractor.

AE Response: Yes, it must be completed by a third party, not the GC.

16. 8-23-23 9-22-23 Drawing AS103 Note 2 indicates a future hyperbolic chamber, however, note 2 is not shown on the floor plan.

Please provide the location of this equipment and any special requirements that need to be provided for this equipment.

AE Response: Room GB-053 & GB-054 were originally designed to have rough-ins provided to receive this equipment in the future however this space does not have knock down panels or other required infrastructure.

17. 8-23-23 9-22-23 Will the VA be requiring the contractor to hire a physicist to inspect and perform a radiographic evaluation on the lead lined rooms or will the VA be performing this task themselves?

No. Not in plans and specs. The Contractor shall follow the manufacturer’s instructions, requirements and installation procedure to completion and commissioning. VA PM/COR

18. 8-23-23 9-22-23 Drawing EI100 note 30 states to verify the operation and function of the existing generator. Is this required? If it is required, please provide the brand and model of the hospital’s generators.

77. 8-23-23 9-22-23 Per Sheet CD-101 at the bottom right, there is a note that requires the contractor to perform hazardous soil testing around the fuel line if new work is within five (5) feet of the fuel line, and states that if the design does require excavation within five (5) feet of the fuel line, and the soil is hazardous, the GC is to remediate the soil at no cost to the government. Considering that the exact location of the fuel line is not known and is shown as an approximate, the design does not show any conflict details for the potential fuel line, there is no specification for soil remediation, and that the results of any testing would only be available after award, please confirm that only testing of the soil is required to be part of the bid, and all remediation will be handled as a change order when it can be quantified. If this option is not acceptable, please quantify the amount of remediation that will be needed to ensure fairness and equal representation amongst all potential bidders.

AE Response: Contractor shall solicit VA consideration regarding inclusion/exclusion of potentially warranted soil testing in association with existing abandoned fuel line. Engineering drawings have identified the approximate location of existing fuel line to the best of our knowledge with information available, and have provided utility crossing details on drawing CD103B, as well as guidance on means/methods provided there is an encounter.

All subsurface conditions are subject to discoveries during construction, the VA and CO understood the hospital’s condition. VA PM/COR

78. 8-23-23 9-22-23 Please provide general notes, symbols, and legend page for civil set of drawings if available.

AE Response: General notes legend and symbols have been provided as part of sheet CD100.

SEE PLAN REVISION SHEET CD100

79. 8-23-23 9-22-23 Please advise on the vertical datum that the civil drawings used during design.

AE Response: Based on best available design information the datum is defined as NAVD 1988.

Contractor shall establish control and verify.

80. 8-23-23 9-22-23 Per sheets CD-101 and Cd-102, please provide conflict details for all new underground utilities with station markers.

AE Response: Conflict details are provided as part of sheet CD103B. Conflict details are presented with best available existing data, and design data. Proposed gravity pipe crossings have been identified as part of sheet CD 101 as “CONFLICT PT” with sufficient data to construct. Information provided on drawings should allow contractor to accurately detail crossings specified on plans, and those identified as yielding potential for conflict based on existing underground conditions.

81. 8-23-23 9-22-23 Please provide as-builts of existing underground utilities in order to consider required conflicts, deflections, and excavation.

Everything known below ground has been provided to the best of our ability at this time.

82. 8-23-23 9-22-23 Per Sheets CD101 and CD102, shown is a fourth "proposed" invert elevation on an existing structure as

31.54. However, the piping at this location is drawn as

existing and there are only three (3) pipes coming out of this structure. Additionally, this pipe run ties into an existing catch basin with two (2) existing pipes coming from it. In bold there is a new, third invert elevation of

33.00 shown to be on the southwest side. However, the plans show an existing pipe on the southwest side of this basin with an existing invert elevation of 31.05. Please clarify this scope and provide structure details of existing structures if existing is to remain and any new structures with proper elevations in order to price this scope of work accurately.

AE Response: There will be no proposed 6” invert addition in structure D-41. The only proposed work as part of this scope shall be the connection to existing D-42 at invert 33.00 as specified on plan sheets provided. Contractor shall ensure that positive drainage from D-42 to D-41 is maintained in accordance with current field drainage conditions, as pipe sizes and drainage patterns indicate the drainage flows to an outfall on southern boundary of property.

83. 8-23-23 9-22-23 Please provide curb and gutter details. The drawings indicate to match existing but connection to existing and engineered construction of the gutter are not provided.

Please include paving, grading and drainage plans.

Current documents do not give new elevations. Should the contractor include a preconstruction survey to establish benchmarks and existing conditions?

AE Response: Standard Curb and gutter detail provided on CD103C. Contractor shall ensure the gutter is flush with adjacent asphalt and ensure positive drainage to existing drainage inlets (maintain existing drainage patterns). Contractor shall verify elevations prior to commencing demolition activities and maintain pre-construction conditions to the best of their capabilities.

SEE PLAN CHANGE CD103C

84. 8-23-23 9-22-23 Per sheet CD-103A (Detail 3), the type 1 utility trench patch detail states 2" of asphalt or match existing whichever is greater. Since the contractor was not provided as-builts of the existing asphalt and establishing the existing thickness can only be achieved after award, can the VA confirm that 2" of asphalt should be carried in the bid until existing conditions are established?

AE Response: Contractor shall solicit VA consideration in regard bid assumption without the benefit of record drawings to verify inquiry.

The Contractor shall include in their estimate, restoration specs of the existing pavement.

VA PM/COR

85. 8-23-23 9-22-23 There seems not to be a striping plan or specification.

Please confirm that striping and/or pavement parking striping are not part of this project. If there are please provide a proper specification section and striping plan.

AE Response: Contractor shall restore to the best of their ability, all pre-construction conditions, this to include any potentially impacted striping as part of utility trenching/asphalt resurfacing work.

No new striping improvements are proposed as part of this plan set.

86. 8-23-23 9-22-23 Per sheet CD-101, the sanitary manholes on the right side of the page have a "STS" invert and a "SAN" invert.

Please clarify what the STS inverts represent as there is no legend page.

AE Response: STS notation shall be defined as “Storm Sewer”. Please note this call out is made in association with the ADS ROOF DRAIN COLLECTOR line type per legend.

88. 8-23-23 9-22-23 Per specification section 117300-3, it mentions a specific setup for the patient lift charging station, including a 2ft tall parking panel for mounting a 6" cord charger and sling bar hook, situated 3ft above the finished floor. Is this specification intended for a ceiling-mounted patient lift that requires an end stop charging system? Or does it refer to a continuous charging mechanism throughout the track?

AE Response: GC to provide VA current standard lift product. The VA to verify that that is what they require or what is to be used as the basis of design. Product must meet the Buy American Act.

89. 8-23-23 9-22-23 Per sheet AD-100, the Site Demolition plan general notes are numbered 1,2,9,10,11- please confirm that numbers 3-8 are not required or provide the missing notes.

AE Response: Notes 3-8 are not used.

90. 8-23-23 9-22-23 Per sheet AD-100, the Site Demolition, General Note #9 requires the contractor to investigate and identify any structural members or load bearing walls and provide shoring and/or bracing for their bearing weights of the existing structure. This is addressed again in general note

110.9 on sheet SF-001. Given that we were not provided proper engineering and/or do not have as-builts with existing load calculations, or any knowledge of the existing structure, please advise if the shoring can be handled as a change order or advise on quantification for fair and equal pricing. If not, please provide as-builts and engineered drawings with loads on every structural member that is being demolished - if any.

AE Response: To the best of our knowledge, except for the existing canopy, there are no building foundations that will be affected. The contractor is to provide shoring as required for new wall openings in the existing walls. The existing drawings are attached.

Any site structures and utilities to remain shall be supported.

The existing drawings are attached for additional information.

98. 8-23-23 9-22-23 Please confirm no expansion joint is required for detail 110 on Sheet SF-202. If no expansion joint is required, should there not be dowels and/or a keyway to tie these structures together? Please clarify.

AE Response: Provide pre-molded expansion joint material per general note 300.15.

99. 8-23-23 9-22-23 Per sheet Sf-501 (Details A, B, &C), the expansion, construction, and contraction joint details all refer to detail D on SF-501. Please confirm the same detail is for the expansion, construction, and contraction joints. If not, please provide updated set of details.

AE Response: Yes, these are the details for the new slab.

100. 8-23-23 9-22-23 Per detail P on sheet SF-501, it requires the contractor to remove any unsound concrete. Concrete remediation is notoriously difficult to quantify which results in inflated pricing with the result usually being that the pricing is based on a square footage allowance. Since there is no accurate way of determining how much concrete or labor will be required once chipping starts, please confirm the contractor can quantify excluding the removal of "unsound" concrete in their bid or advise what quantity as an allowance bidders should equally include so that the result is proper and fair pricing.

These are steel wide flange columns encased in concrete. The cover is only 2 or 3” thick. Provide 4 cf per column for a total of 20 CF total. Provide a per cubic foot add/deduct.

Unless it is determined the steel column encased in the concrete has significant deterioration no shoring will be required.
