1. 11-29-22 11-29-22 Is this project tax-exempt? If yes, please issue the Tax Exemption number for bidding purposes. If not, what is the percentage of tax?
No, this is not exempt of sales tax. Contractors are required to pay sales and excise tax. Offerors shall include all applicable taxes in accordance with FAR by Reference Clause 52.229-3 “Federal, State and Local Taxes.” Percentage of tax information is the responsibility of the offeror.
2. 11-29-22 1-10-23 Specification: Sec. 102223.13 is for an Accordion Folding Partition. However, the plans and details show this partition to be a folding panel partition (aka.
operable partition) using solid 4’ wide (approx.) panels in a paired configuration. Please advise which type of partition is needed, along with the respective specification and/or details.
Spec attached reference - 10 22 39 Folding Panel Partitions.
3. 11-29-22 1-10-23 Specification: Sec. 102226.13 and Sec. 090600-2.3-C both state this folding partition is to be electrically operated. However, electric operation will significantly increase material, labor, and maintenance costs for this partition. For a folding partition of this size, it’s highly recommended to go with a manually operated wall, as the opening and closing of the wall is very quick and simple. Will the manually operated wall be accepted or at least accepted as an alternate to compare pricing?
It will be acceptable to have a manually operated wall partition. Coordinate with client and verify if a manually operated wall partition will meet their needs.
Checking with end users and EHRM National about manual operation.

It is difficult to find any fabricator currently who will bid a project of this size and with this schedule. It is nearly impossible to find an AISC fabricator who is interested.
Section 1.05D may be omitted for this project.
Refer to Section 1.05B for Fabricator requirements.
13. 12-9-22 1-10-23 Specification section 01 00 00-1.5.C.1 states “The cores to the doors shall be provided by VA and the Oklahoma City VA Locksmith shall issue keys to contractors to use” but specification section 08 71 00-2.10.A reads “Furnish blank small format IC core cylinders for keying and permanent installation by Medical Center.” Does section 01 00 00 apply only for temporary access during construction and section 08 71 00 applies to cylinders for new hardware?
