3. 7/30/2021 Regarding Page 2 of Attachment 1:

g. A.A1. B.6 - Does the VA have the new layout for the new MCR location?

h. A.A1. B.9 - Does the VA have any updated records/reports for asbestos and lead paint for all the buildings in

SOW?

i. A.A1. D - Will the VA existing network switch be reused, or will the VA provide new ones? What is the heat rejection of each TR and data center?

Response:

g. The project narrative doesn’t use the acronym MCR. Not sure what MCR stands for.

h. Yes the ACM/Lead Paint and asbestos status of each building in Menlo Park are well documented.

i. The VA will provide new. The heat rejection rate of each TR may vary. It is the designer’s responsibility to determine heat rejection rates for each room.

4. 7/30/2021 General:

a. Does the VA have all of the updated backgrounds for all buildings in the SOW?

b. Can the VA provide as-builts for

Mech/Plumbing/Elec./Structural/Arch.?

c. For the survey, how many escorts are available on campus every day?

d. Do all the TRs have PIV?

e. Does the VA have the utility site plan and fiber/copper site plan? Please provide for preliminary review.

f. Does the VA know if the existing underground pathway will be adequate for both the new and existing fiber cables?

g. Are all the manholes accessible for a survey?

h. Is there any trenching needed for this scope?

i. Is there raised flooring in the MCR Main

Computer Room?

j. Can a CONCOURSE report be provided for this campus?

k. Please identify the EHRM buildings. How many

TRs are for EHRM and non-EHRM?

l. Has the VA identified the new locations for the existing TRs currently not qualified for the EHRM? Refer to Infrastructure Standard for Telecommunications Spaces Version 3.0 for requirement and layout:

“There shall be a minimum of one TR per floor.

Telecommunications rooms shall be a minimum of 80 ft² for a one-rack TR and an additional 20 ft² for each additional rack required (see sheet five). Health care facility TRs shall be a minimum of 170 ft².”

Response:

a. It varies and for some buildings the as-builts lacking. We have backgrounds for every building, but they may not all be up to date.

b. We will provide everything we have, but as already mentioned, it is likely that a lot of the as-builts are lacking.

c. 4 or more. We will do our best to accommodate the desired approach to conducting the survey.

d. TR’s have PIV’s but access will be provided by VA and contractor will not be permitted to have credentials or keys to access OI&T spaces. All contractors working in OI&T spaces will be escorted.

e. Yes, attached mpd_utility_all sheets.pdf

f. Contractor to determine

g. Yes, however proper confined space and potentially shutdown procedures are required. Some manholes may only be accessible with imaging equipment.

h. This will be determined via project design.

i. Yes.

j. Yes.

k. Not sure this question makes sense.

This will be determined by CERNER.

The project is to bring all TR’s to the VA

OI&T standard, regardless of if

CERNER is installed in this TR or not.

Follow OI&T Standard specifications.

QUESTION GOVERNMENT RESPONSE

l. Yes. The new rooms are detailed in the project manual.

5. 7/30/2021 Because Phase II indicates the requirement to submit the SF 1442, is this required to be submitted as part of the Phase I submission and will it be included in page count? This is not included in the required items in Section C. Part III of Attachment 1.

No. SF 1442 shall be submitted with the Phase II proposal.

6. 7/30/2021 Can team arrangement or subcontractor experience be used to fulfill the experience qualifications for the 1-3 projects that must be provided in Factor 2: Specialized Experience?

No. Prime contractor must have experience with similar projects.

7. 7/30/2021 Attachment 1 Section C2. D indicates that the information should be provided in an image area of 7 x 9 inches. This suggests that the margins should be 1.5 on top and bottom and 2 along both sides, which is an unusual margin.

Can you confirm this is the intent? Usual page formatting would put the text within 0.75-1 inch margins.

Image area of 7x9 on 8.5x11 paper means 1 inch margin on top, 1 inch margin on bottom, and

0.75” on each side.

8. 7/30/2021 What is the timeline for coordination of outages?

It depends on the outage and how much is impacted. Small outages that are limited to one utility only require 15 days. Otherwise we would like at least 30 days. The best approach is to define the outages that will occur as far ahead of time as possible and then there may be some flexibility with dates.

9. 7/30/2021 Section C.3 B of Attachment 1 for Factor 2:

Experience indicates the following: "If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by each individual entity, in addition to any work performed by the Joint Venture itself." This presents a particular challenge for mentor protege relationships, a special relationship designation from the Small Business Administration designed to foster growth with new, smaller companies. These mentor proteges are trying, as new program members, to gain experience with their more experienced counterparts.

Please consider expanding the past performance experience requirement to allow an individual entity to provide the experience on behalf of the

JV.

The EHRM projects are critical and execution needs to be seamless. Evaluation factors are tailored to each project and we generally don’t amend them unless we feel it is a necessary.

10. 7/30/2021 Please consider providing an opportunity for additional contractor questions (RFIs) if selected to move on to the Phase II submission.

Contractors will have an opportunity to submit RFIs during Phase II.
