D. INTRODUCTION
GENERAL INFORMATION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity – Central (PCAC) is issuing this Request for Proposal (RFP) to solicit vendors for the purpose of entering into a multiple-award IDIQ Contract. Task orders issued under the base IDIQ contracts shall be awarded on a Firm Fixed Price (FFP) basis.
All Offerors are required to submit the Volumes listed in the table titled “PART I: IDIQ Basic Contract Proposal Packet” and “Part II: Task Order 1 & 2 Proposal Packet” in response to this solicitation.
The Government intends to issue multiple IDIQ contracts, reserving the right to award as few or as many contracts, as it deems necessary, to fulfill its needs under this effort.
The Government also intends to issue Task Orders 1 and 2 concurrently with its award of the base IDIQ contract(s) for this requirement. Accordingly, all Offerors shall also submit two (2) separate technical and accompanying price proposals for Task Orders 1 and 2 in accordance with the instructions provided in the section titled “PART II: Task Order 1 & 2 Proposal Packets”. Any award of Task Orders 1 & 2 will be made based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government, while using the tradeoff source selection process, with appropriate consideration given to the following two (2) evaluation factors, listed in descending order of importance. 1. Technical. 2. Price. The Technical Factor is significantly more important than the Price Factor.
To facilitate this selection process, the Government will first make its base IDIQ contract award selection(s). Once the initial base IDIQ contract award selection(s) has/have been made, the Government will proceed to separately evaluate the proposals for Task Orders 1 and 2 as submitted by the Offeror(s) initially selected to receive a base IDIQ contract award. Proposals for Task Orders 1 and 2 will be evaluated in accordance with the evaluation criteria and related instructions set forth below in the section titled “PART II: Task Order 1 & 2 Proposal Packet.” Award selection for Task Order 1 and 2 will be made using comparative analysis source selection procedures.
The Government intends to evaluate and issue award for Task Orders 1 and 2 without discussions. Therefore, the Offeror's initial proposal for each of these Task Orders should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
Failure to include any of the Volumes required under this solicitation will result in an Offeror’s proposal being deemed incomplete, Unacceptable, and ineligible for award consideration.

2. The Offeror’s proposal shall outline and demonstrate its understanding of the current issues and complexities surrounding the development and enhancement of Health Information Technology (HIT) across the areas listed in the PWS, and indicate how the Offeror will execute each of the tasks, especially in light of the VA’s plan to migrate its EHR from VistA to the Cerner platform.
3. For each of the CDS artifact types outlined in the IDIQ PWS, describe the issues associated with documenting and capturing a clinical concept using national standards. Describe your approach to applying national standards for terminology representation of data output from these cds artifacts.

The Offeror shall ensure that all anticipated labor categories required to perform the entire range of the PWS are included and these labor categories shall serve as the minimum requirements/standards throughout the life of the contract.
e. Project Management: As the government is seeking access to nation-leading informatics expertise to help ensure the success of its future Health Information Technology (HIT), the Offeror’s project plan must clearly lay out how the Offeror intends to execute the tasks, allocate key personnel and resources, incorporate future integration of new processes, and any technology enhancements relevant to the task areas. FOR TASK ORDER #1 –
PART II VOLUME A, TECHNICAL FACTOR, TASK ORDER 1:
The technical evaluation process will consider the following respective evaluation criteria:
a. Understanding of the Problem – The proposal will be evaluated to determine the extent to which it demonstrates a clear understanding of all features involved in solving the problems and meeting the requirements presented in the solicitation and the extent to which uncertainties are identified and resolutions proposed.
b. Feasibility of Approach – The proposal will be evaluated to determine the extent to which the proposed approach is workable and the end results achievable. The proposal will be evaluated to determine the level of confidence provided the Government with respect to the offeror's methods and approach in successfully meeting the requirements in a timely manner.
c. Completeness – The proposal will be evaluated to determine whether the Offeror’s methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the solicitation. The proposal will be evaluated to determine the extent to which each requirement has been addressed in accordance with the proposal submission instructions of the solicitation. Offerors are cautioned that proposals which merely restate the requirement or state that the requirement will be met, without providing supporting rationale may result in an “unacceptable” rating.
(Note: NO PRICE INFORMATION IS TO BE INCLUDED IN THE TECHNICAL VOLUME.)
At a minimum, offerors shall propose a detailed approach that addresses the following areas of consideration under Task Order 1:
Offerors shall describe how they would intend to carry out an environmental scan, the nature and types of resources (including human resources) and information they would utilize as part of the scan, and the types and categories of information that they would collect during the scan.
