Upon award, the Contactor shall work with CMOP to mitigate shipping costs.

Vendors are not required to submit pricing for all line items to be considered. Offerors may submit a proposal for all Med/Surg Items only (to include all option periods), all of Enteral nutrition and consumable med/surg items (to include all option periods), or all line items.

The Contractor must manage the delivery network to the Veterans residence located in the 50 United States, Washington DC, Puerto Rico, American Samoa, Northern Mariana Islands, US Virgin Islands and Guam

Definitions And Acronyms

Read them all and ask questions if necessary – Very Important to understand them.

Rx – A pharmaceutical single line item. The Rx is the billable item. The way the provider’s order is transmitted. It does not necessarily indicate a legally restricted item.

Source – The Government will provide a Government contracted source as an example for each item for the purpose of establishing the maximum pricing that will be reimbursed to the Contractor. The Contractor must provide the exact item example requested at a price that does not exceed the Government contracted price.

Puerto Rico

The Contractor will provide a physical warehouse/distribution presence on the island of Puerto Rico that will service that location and the surrounding Virgin Islands.

Items shipping from the Puerto Rico location will include only bulk (case lot) incontinence supplies such as diapers, briefs, liners, bed pads, etc. CMOP will provide the Contractor, at contract award conference, a line item usage report for the most recent contract quarter.

The Government reserves the right to not award this option if it determines that the needs of the Government can be better served utilizing shipments from the continental U.S.

FSS / Federal Contracts

The Contractor will be reimbursed the FSS or other federal contract vehicle item price for all line items shipped, as well as a handling fee per line item. The handling fee shall include all the Contractor’s costs such as labor, overhead, shipping cartons, any required labels, packing materials, etc.

The government will only reimburse shipping costs on outgoing orders to the Veteran. The government will not pay/reimburse the shipping cost to stock inventory.

The Contractor shall stock each distribution center intended to be used under this contract with one hundred percent (100%) of the products required by the CMOPs, and at the appropriate inventory levels as determined by product usage calculated by the Contractor.

General Requirements

An overall one hundred percent (100%) fill rate must be maintained by the Contractor at all times within a forty-eight (48) hour monthly average from transmission time/date stamp.

Contractor is required to operate more than one distribution point for providing services required by this contract.

The distribution points must be geographically located both, east and west of the Mississippi River so that shipping costs and times are minimized to the maximum extent possible.

General Requirements (cont.)

These distribution points must have the ability to transfer individual Rx’s between facilities and must provide one hundred percent (100%) of the production required by CMOP.

The Contractor shall ship all Rx’s completely filled (no partial shipments) and will fill with single lot numbers.

Wrong product/wrong quantities shipped by Contractor will require reshipment to the Veteran at Contractor expense, including product and shipping costs, and/or credit to the Government.

General Requirements (cont.)

Each invoice shall contain line items fulfilled during the 7-weekday timeframe

Shipping & Delivery W/O Mail Manifesting Services

Unless otherwise notified by the Contracting officer in writing, the Contractor must self-manifest based upon the requirements of this section. The Contractor must, however, comply with the outsourcing of the manifesting operation if notified by the Government through the Contracting Officer. In such instance, the contractor must comply with the passage in Section P, Implementing the Mail Manifesting Services Contract.

Stated shipping weight must be the weight of the complete, packed-out item or the dimensional weight based on the package dimensions, whichever is the greatest, as it is ready for introduction to the shipping stream.

Shipping & Delivery W/O Mail Manifesting Services (cont.)

The Contractor is required to pack multiple Rx’s which share the same order number in appropriately sized packages and with appropriate internal packaging materials.

The Contractor shall mask external product information for patient privacy.

The manifest must be further matched back to a specific, CMOP submitted Rx processed by the Contractor.

The Contractor shall reimburse CMOP for all USPS manifest errors.

Shipping & Delivery WITH Mail Manifesting Services

The Government to may implement a Mail Consolidator for manifesting and shipping services in the future.

The Government will provide notification through the Contracting Officer when this change will be implemented.

This is why it is necessary that we receive a quote for both with and without Mail Manifesting
