This requirement is being solicited under the authority of Public Law 104-262, and FAR Parts 12 and 15.
The period of acceptance of offers is 120 calendar days from the date offer is received.
Responses will be evaluated for both technical merit and price reasonableness. In order to provide full consideration of qualifications for contract award, offerors are encouraged to ensure that the information furnished in support of the technical response is factual, accurate and complete. The
Government reserves the right to verify any information provided for evaluation purposes.
NOTE: It is the Government’s intent to award without exchanges. The Government is not obligated to request any additional information from an offeror who does not provide sufficiently detailed information of which an accurate evaluation can be made of an offeror’s response. Failure to submit complete information in the manner described in the instructions may be grounds to consider the offeror “Non-responsive” and exclude the proposal from further considerations. It is, therefore, in the offeror’s best interest to submit all required documentation to the fullest degree possible in the order as stated. If an offeror cannot provide all information required by the evaluation factors, a statement documenting each omission shall be included in the offeror’s submission addressing the omission(s) in the appropriate section.
E.10 52.212-2 EVALUATION—COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1: Technical Capability Subfactor A: Operational Capabilities Subfactor B: Quality Control
Factor 2: Management, Policies, and Procedures Subfactor A: Management and Contingency Plan Subfactor B: Licenses and Security
Factor 3: Past Performance Subfactor A: Relevancy Subfactor B: Recency Subfactor C: Performance Confidence Assessment Subfactor D: Past Performance Meeting Subcontracting Goals
Factor 4: SDVOSB / VOSB Participation Factor 5: Price
Factors 1, 2, 3, and 4 when combined, are significantly more important than Factor 5. Factors 1, 2, and 3 are of equal importance. All Subfactors within Factor 1 are of equal importance. All subfactors within Factor 2 are of equal importance. All subfactors within Factor 3 are of equal importance. Factor 4 is the least important Factor.
Past performance information provided will be evaluated as stated in the evaluation criteria.
However, the Government will also review available past performance data in the Contractor
Performance Assessment Reporting System (CPARS). Additionally, the Government reserves the right to obtain past performance information from any available source, may contact customers other than those identified by the offeror in their proposal, or use their own personal knowledge of the Contractor’s performance.
Price analysis will be used to determine that the prices are fair and reasonable in accordance with FAR Part 15.404-1(b). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s).
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
For purposes of award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the contract each time an option is exercised under this clause. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the
Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the
Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of Provision)
3. Remove FAR Clause 52.219-9 and replace with FAR Clause 52.219-

(c)(1) Proposals submitted in response to this solicitation shall include a subcontracting plan that separately addresses subcontracting with small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The plan shall be included in and made a part of the resultant contract. The subcontracting plan shall be negotiated within the time specified by the Contracting Officer. Failure to submit and negotiate a subcontracting plan shall make the Offeror ineligible for award of a contract.
