The Contractor shall provide all labor, materials, and equipment necessary for this work. The project is located at 601 Hwy 6 West, Iowa City, Iowa, and must be completed within 365 calendar days following Notice to Proceed. Work shall be performed primarily during business hours (8:00 a.m. to 4:00 p.m.), though some work may be scheduled after hours and on weekends. The Contractor must coordinate with VA staff and the Contracting Officer's Representative (COR) for phasing requirements, and provide 14 days' advance notice before performing shutdowns of electrical power systems, HVAC equipment, chilled water systems, and fire suppression systems. Specific work includes demolition and removal of outdated equipment, protection of existing items from damage, electrical work for power and signal wire, and upgrade and installation of fire alarm controllers connecting to the building automation control system.
Submittals required include product data and cable samples, as-built drawings with detailed system documentation and a narrative describing installation challenges, certification reports with appropriate labeling, and system warranties covering workmanship, components, performance, and follow-on support. All contractor personnel must complete VA Privacy Training prior to working on site. The contract shall not be closed until after the system's go-live date and becomes operational. The SOW references applicable standards including UL requirements, VHA Directives 7712 and 7715, OSHA regulations (29 CFR 1910 and 1926), and ADA accessibility guidelines. Specifications are organized by divisions covering general requirements, thermal and moisture protection (firestopping), electrical installations (grounding, bonding, and lightning protection), and communications systems.
