About this file
This is Addendum No. 1 to a federal contract solicitation for Project 636A8-24-003, Correct Lightning Protection and Grounding, issued by the VA on January 30, 2026. The addendum modifies the original contract documents dated August 15, 2025, and consists of questions from bidders with corresponding VA/AE responses, followed by detailed changes to drawings and specifications.
Key modifications clarify critical scope requirements: the VA requires a new UL Master Label certification for each building included in the project (not Letters of Findings), with full replacement of all existing downleads and lightning protection systems. The contractor is responsible for all required inspections to obtain UL Master Label certifications. Means and methods for installation, including access to the 10-story bed tower where lift placement is constrained, are the contractor's responsibility, with past projects accessed using bosons chairs and swing stage scaffolding. PVC conduit routing for downleads is specified per Specification Section 26 41 00 - 3.1 E. The addendum removes eight drawing sheets (E-202 through E-209) that contained unverified grounding information and significantly reduces Infection Control Risk Assessment (ICRA) requirements to ceiling removal in patient care areas only. Drawing modifications update electrical notes on multiple sheets to clarify that existing perimeter railings may be used as main conductors and strike termination devices pending field verification of railing thickness, and revise surge suppressive device requirements from conditional replacement to mandatory removal and replacement with new devices. Specification changes delete the entire Section 27 05 26 and update the Table of Contents and List of Drawings accordingly. Bidders must acknowledge receipt of this addendum on the Bid Form to avoid disqualification.

QUESTIONS FROM BIDDERS WITH AE RESPONSE
Contractor Question VA/AE Response
1 The construction documents and general notes reference both a UL Master Label certification and a UL Letter of Findings for the lightning protection system. As you are aware, UL Master Labels are typically issued only for complete, new, fully compliant systems applied to a single structure, whereas campus-wide retrofits or modifications to existing systems generally result in a UL Letter of Findings documenting compliance with UL 96A. Please confirm whether the VA’s required final deliverable for this project is: A UL Master Label for each building included in the scope, or A UL Letter of Findings issued by UL for each building or system area inspected.
See Addendum 1. Specifically changes to specification section 26 41 00 also see 26 41 00 part 3.2
2 Does the VA have a suggestion on how to run new downleads vertically? It seems physically impossible since it's 10 stories and there is no clear way to get a lift or crane around this area.
Means and Methods are responsibility of the contractor. In past projects this building has been accessed by use of bosons chair and swing stage scaffold. All safety compliant means and methods will be considered for approval with a proper safety plan
4 Can existing downleads be utilized on the tallest buildings (Building 1) as opposed to new downleads being installed? Access to installing new downleads on these would be very complicated and would not be accessible with a lift.
a. If new downleads are required on building 1, please confirm the VA's preference to access the areas for downlead installation
Contract documents require full replacement.
a) See answer to question 2 above
ADDENDUM NO. 1
01/30/2026
5 Does PVC for the downleads need to be installed the entire run from the roof to the ground, or just on the ground near the rods?
Detail 5 and 6 appear to be contradictory.
Detail 6 states to 'ROUTE DOWNLEAD
CONDUCTOR EXPOSED ALONG
STRUCTURE SURFACE FROM ROOF TO
BELOW GRADE'. Detail 5 states to route the conductor in PVC conduit. Please confirm what the expectation is for PVC conduit.
See Specification Section 26 41 00 - 3.1 E
6 Can existing downleads be utilized on the tallest buildings (Building 1) as opposed to new downleads being installed? Access to installing new downleads on these would be very complicated and would not be accessible with a lift.
a. If new downleads are required on building 1, please confirm the VA's preference to access the areas for downlead installation
Contract documents require full replacement.
a) See answer to question 2 above
7 Reference Sheet E-101 through E-103 Keyed Electrical Sheet Note 2, Sheet E-106, through E-108 Keyed Electrical Sheet Note 1. Should we assume railing thicknesses are adequate to be used as a main conductor and main conductor termination device?

This question has been addressed by Addendum 1. Sheet Note changed
12 In Construction Scope of Work 3.6.1 “ Upgrade and installation of fire alarm controllers that connect the building automation control system to the fire alarm system.” Is this part of this work, and if so, where on the drawings in this work?
There is no fire alarm work for this project. This section of the specifications describes requirements of the contractor if the work interrupts fire alarm system
13 In specifications and drawings E-001 it indicated that “IT IS THE CONTRACTORS
RESPONSIBILITY TO PROVIDE ALL
INSPECTIONS NEEDED TO RECEIVE A UL
MASTER LABEL CERTIFICATION FOR THE
SITE.” There are sections of buildings that are not in the scope of work. Do these have a current UL Master Label? If not, will a letter of finding be adequate. In some areas it calls for a letter of finding. We just want to be clear, in some buildings you want a letter of finding and others will require the UL Master Label.
Correct?
Each building that has an existing lighting protection system is being demolished in its entirety and replaced. A new master label for each building is required
Buildings that are not in scope just that and do not require letter or label
14 E-701 – “EXISTING BUILDING MAIN
SERVICE HAS EXISTING SURGE
SUPPRESSIVE DEVICE. FIELD
COORDINATE DEVICE IS FULLY
OPERATIONAL AND PROVIDE NEW IF
DAMAGED OR UN-OPERATIONAL.” If this surge suppression device is not functional, would the contractor be responsible for the cost of this device and installation, or will this be a cost change?
This question has been addressed by Addendum 1. Sheet Note changed
15 Can we alter the design, in full compliance with UL96 to allow for installation?
Designs, although comprehensive, are required minimums and diagrammatic. Contactors are required to complete the work in such a way that buildings receive a label. Changes in the work per UL96 will be considered but not be less than the design documents
16 Does the Superintendent need to be directly employed by the Prime Contractor?
The Superintendent, however employed shall be able to make decisions for the Prime Contractor. No limited employees in that position
15 Must the Superintendent be on site at all times while work is commencing?
As per the SOW, it is a requirement that the project superintendent be dedicated exclusively to this project through the duration of the period of performance.
16 Does the SSHO (Site Safety Health Officer) need to be directly employed by the Prime Contractor?
Directly employed is not a reqirement
17 Must the SSHO be on site at all times while work is commencing?
As per the Specs, the SSHO must be at the work site at all times, during construction activities, to implement and administer the Contractor's safety program and government-accepted Accident Prevention Plan.
18 Can the Superintendent & SSHO be a dual-hatted individual assuming that individual is qualified for both roles?
As per the Specs, the SSHO has to be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as the SSHO.
19 Are there any other mandatory on-site roles required in this contract?
Site Superintendent and SSHO.
20 When does the VA expect the project to start following the award?
Standard contract award timing is expected
21 Are there any concerns for Asbestos Containing Material or Lead in the areas being worked in?
None are expected within the scope of work however the building was built prior to 1981 so standard construction practices regarding OSHA’s work around PACM must be followed.
The owner has available ACM study data for use by the contractor.
22 Are there any ICRA requirements for this project?
Limited to ceiling removal in patient care areas.

29 E-701 – “EXISTING BUILDING MAIN
SERVICE HAS EXISTING SURGE
SUPPRESSIVE DEVICE. FIELD
COORDINATE DEVICE IS FULLY
OPERATIONAL AND PROVIDE NEW IF
DAMAGED OR UN-OPERATIONAL.” If this surge suppression device is not functional, would the contractor be responsible for the cost of this device and installation, or will this be a cost change?
Changed by Addendum 1
30 The documents appear to require new downlead conductors (and indicate PVC / new routing). However, at the 10-story bed tower, it is not clear how new PVC or new downleads can be installed given access constraints (no apparent path for lift/crane placement and limited exterior reach). Existing conditions appear to include an existing downlead raceway, but the drawings/specs do not clearly state whether it may be reused.
Request for Information:
1. Can the existing downlead raceway be used for the new downlead conductors at the 10-story bed tower?
2. If reuse is not permitted, please provide the required routing, mounting method, and means/method access expectations for installing new downleads/PVC on the 10-story elevation (e.g., swing stage, rope access, interior routing, crane/lift locations, etc.).
3. Confirm whether any selective demolition/opening of the existing raceway is allowed/required to facilitate pulling new conductors.
1) Drawings call for complete demo of all including down conductors. Secure down conductors per code and per manufacturers requirements
2) Routing per NFPA 780 and UL96
3) Drawings call for complete demolition of existing system and replace with new
31 Reference Sheet E-101 through E-103 Keyed Electrical Sheet Note 3. References
4) Note indicates that the contractor can use the existing steel structure in this location as the main conductor where
“connection requirements needed”. Please provide the connection requirements possible. Contractor shall determine in the field the number of connections to the system needed to properly utilize the steel structure as the main conductor.
32 Reference Sheet E-210, E-211, E-212 Keyed Electrical Sheet Note 1 and E-502 Detail 9.
Based on this note, it appears that the design has not verified whether the existing grounds are in place.
a. If grounding is verified as present by the contractor, can we assume the grounding meets all grounding requirements as currently installed?
b. If grounding is not in place is the contractor responsible for installing grounding or will it be looked at as a differing site condition?
c. Who is responsible for design/verification of the grounding to meet UL requirements?
d. Can you show the floor plan locations on the drawings to connect to the Main Electrical Service, Radio Com Equipment, Phone Equipment, Building Steel, Water Main, Fire Sprinkler Main, Waste Water, Gas Line and Chiller Lines as required by Detail 9 on Sheet E-502?
