About this file

This is Amendment 0007 to Solicitation 36C26326B0008 for a lightning protection and grounding system correction project at the Iowa City VA Health Care System. The amendment is issued by the Department of Veterans Affairs Network Contracting Office 23 in Omaha, Nebraska, with a contract ID of 36C26326B0008 and project number 636A8-24-003. The bid opening date of February 25, 2026 at 10:00 a.m. Central Time remains unchanged. Points of contact are Angie Frost (Angela.Frost2@va.gov; 651-293-3070) and Michael Freeman (michael.freeman3@va.gov; 402-996-3538).

The amendment addresses vendor questions and requests for information regarding the solicitation documents. Key clarifications include: contractors must determine if railing thickness is adequate for use as a main conductor and must electrically bond railing sections where they meet; either 8 or 10 feet of PVC Schedule 40 protection is acceptable; down conductors should be secured every 3 feet using rigid fastening methods rather than concealed within exterior walls; fire alarm-related work referenced in Amendment 6 (sections 3.1.4, 3.5, 3.6, and portions of sections 6 and 7) is hereby disregarded; warranties and as-built drawings remain required; adhesive air terminals for roofing should use any approved adhesive compatible with all roof materials present; and the VA will not reuse existing down conductors to ensure a top UL rating. The amendment also addresses constructability concerns regarding access limitations on a 10-story bed tower, confirming there are no structural limitations for swing stage scaffold use and that all downlead wire is unimpeded from top to bottom.

Questions for 36C26326B0008, AE Correct Lightning Protection and Grounding System Post Amendment 6 (2-12-26)

ORIGINAL QUESTION

Not Answered Question 1, Addendum 6 Question 7.

1. Reference Sheet E-101 through E-103 Keyed Electrical Sheet Note 2, Sheet E-106, through E-108 Keyed Electrical Sheet Note 1. Should we assume railing thicknesses are adequate to be used as a main conductor and main conductor termination device? The note language was changed but the question was not answered. Can we assume that the railing thickness is thick enough to be used as a main conductor or to be used as a main conductor and termination device for bidding purposes?

Answer: As per the note, it will be up to the contractor to determine if the railing thickness would be enough. Note also that if used as a conductor, the railing sections will be required to be electrically bonded together where they meet.

NEW QUESTIONS

2. Reference changes to Sheet E-212. The keyed note call outs do not correlate correctly to the one-line drawing. Note 1 references Building 20 and Note 4 references Building 40 but appears to be pointing to the Lightning system interconnection. It appears it was intended to have key notes for each building.

Answer: Note the change in the key notes on the drawings.

3. Reference Sheet E-501, Detail 5 Downlead and Ground Terminal and Specification 26 41 00 paragraph 3.1.E. This detail shows PVC Schedule 40 to a height of 10 feet above grade. The specifications require 8’ above grade. Please clarify the requirement.

Answer: Either length would be acceptable, 8 ft would be sufficient.

4. Referencing Specification 26 41 00 paragraph 3.1.D which states; “Install the down conductors within the concealed cavity of exterior walls where practical. Run the down conductors to the exterior at elevations below the finished grade” and paragraph 3.1.M which states; “Conductors shall be rigidly fastened every 900 mm (3 feet) along the roof and down to the building to ground.”

a. Is it the intent to run all down conductors within the building’s exterior wall or down the outside of the exterior walls?

b. What is the definition of “practical” in determining whether the means and methods of paragraph D or M applies?

Answer: Paragraph 3.1 D would not be very practical. Apply section M, secure the down conductors every 3 ft.

5. Reference Amendment 6 revised scope of work paragraph 3.1.4. Can these paragraphs be removed from the requirements? It appears to be reference fire alarm. If there is phasing please identify the phasing on the drawings.

Answer: Disregard section 3.1.4 of the SOW.

6. Reference Amendment 6 revised scope of work paragraph 3.5, referencing running signal wire for project equipment. Can you please clarify what this is on the drawings?

Answer: Disregard references to signal wire in section 3.5 of the SOW.

7. Reference Amendment 6 revised scope of work paragraph 3.6, which requires the upgrade and installation of fire alarm controllers to the BAS. Question 12 of Amendment 6 states there is no fire alarm work for this project. Please clarify the requirements for fire alarm.

Answer: Disregard section 3.6 of the SOW.

8. Reference Amendment 6 revised scope of work paragraph 6. Submittals and Paragraph 7 Project Schedule. Can these paragraphs be removed from the requirements? They appear to be referenced to the fire alarm.

Answer: : Disregard reference to fire alarms in section 7 of the SOW. All other warrantee and schedule references still apply.

9. Reference Amendment 6 revised scope of work paragraph 6.1.2. If there is no fire alarm work required can the requirement to provide a narrative regarding potential problem to the fire alarm control system be removed from the requirements?

Answer: : Disregard references to fire alarms in section 6.1.2 of the SOW. Narrative is not required but as-built drawings will still be required.

10. Reference Amendment 6 revised scope of work paragraph 6.1.4. If there is no fire alarm work required can the requirement to provide warranties of installation and fire alarm system be removed from the requirements?

Answer: As on any commercial job, Warrantee of work and materials will still be required.

11. Reference Sheet E-502, detail 7 Adhesive Air Terminal which calls for granule cap sheet protector. Are all roofs modified bitumen granule surfaces, and if not are their details for adhesion to other roofing membranes?

Answer: Any approved adhesive should work on all roof materials present at the Iowa City VA campus.

12. Can you provide a list of roofs for the project that are currently under warranty, the roof membrane type and manufacturer information for the warranties?

Answer: We do not have a list of roof materials or their current warrantee condition.

13. With respect to the following statement: “We have reviewed the response stating that means and methods are the responsibility of the contractor and that prior access has been achieved via bosun’s chair and swing stage scaffold”.

We respectfully reiterate that this condition presents a significant constructability and safety concern. The 10-story bed tower elevation in question does not have accessible areas for lift or crane setup, and the use of a bosun’s chair for removal and installation of new PVC raceways and downleads is not considered a reasonable or practical method under current safety standards for this scope of work. Additionally, installation of rigid PVC raceways requires stable work platforms to ensure proper support, alignment, and secure fastening, which cannot be adequately achieved from a bosun’s chair.

PVC to only go up 8 feet from grade.

If the swing stage scaffold is to be utilized, please clarify the following:

a. Are there any structural or roof anchorage limitations we should be aware of?

There are no structural limitations that we are aware of.

b. Will the VA consider allowing the reuse of the existing downleads due to access limitations?

All downlead wire is unimpeded from top to bottom.

We prefer not to reuse down conductors in order to ensure receiving a top UL Rating.
