1. For the annual inspection requirements of the boilers, deaerator, condensate tank, and boiler stack, is this just a visual? There isn't really any description around what is required. The references in section J don’t provide the actual inspection criteria. Can the expectations be clarified?

Inspection shall be conducted in compliance with the latest rules and regulations found in section J of the SOW. Additionally, section K has been added to the SOW to provide the inspection frequency and tasks to be performed.

2. For the Emergency line items in the price/cost schedule (0009, 1009, 2009, 3009, 4009) were already pre priced at 10 calls at $3,500. Under amendment 0004 the quantity remains at 10 but the price is blank. Was this intended?

No, this was not intended. The quantity and unit price should have remained at quantity 10 with a unit price of $3,500, total price at $35,000 for the year. This pre-priced line item is based on historical trends of emergency services performed. The pre-priced line items intent is to maintain parity between all contractors for this line item that is unknown and dependent on actual emergency repairs performed. Actual line item will be adjusted during or after the period of performance to match actual emergency parts and labor.

3. What specific maintenance materials are expected to be provided by the contractor?

There is no trending part failure nor a way to predict what will fail. The VHA Boiler Plant Safety Device Testing Manual dictates the equipment and required inspections. Contractors. The following are some recent parts that have failed that needed to be replaced: Low Fuel Oil Pressure Switch, Pilot Gas Vent Valve, High Gas Pressure Switch, and Plant Master Controls Programming.

6. Will the Emergency CLIN be used even if repairs occur during normal business hours?

Yes, the emergency CLIN shall be used when a required backup piece of equipment is not available in or outside of normal business hours. The winning contractor will submit an estimate for materials and labor prior to any emergency work beginning. The VA will not pay for any travel expenses to include flights, rental vehicles, per diem and other related expenses.

7. Will repairs for deficiencies not considered Emergency be quoted outside of this contract?

Contractor shall conduct an initial visual inspection of boilers and supporting components upon initiation of the contract. Vendor will provide a list to the contract COR of deficiencies with notes on priority of repair (ex. critical, high, medium, low). Dependent on the scale of required repairs a separate contract may be competed to fix deficiencies.

8. Will National Board Inspections be performed under this contract?

Inspection shall be conducted in compliance with the latest rules and regulations found in section J of the SOW. Additionally, section K has been added to the SOW to provide the inspection frequency and tasks to be performed. Inspections falling outside of the parameters of this contract will be performed through another contract.
