1. Statement of work refers to 3rd edition safety device testing manual, however, the current revision is the 8th edition published Feb. 2024. Will contractor be required to bring plant into compliance with the 8th edition?
Yes, contractor will be required to bring the boilers and supporting instrumentation into compliance with the most current edition. SOW has been revised to reflect 8th Edition.
2. During walk-thru, it was noted that boilers 1 thru 4 control systems were Preferred Utilities instruments and controls and not the Honeywell UDC and HC900 controls. Will the statement of work be revised to reflect installed controls?
Brand name Honeywell will be removed from SOW and replaced with Preferred Utilities.
3. Are there current control panel wiring drawings that can be reviewed in order to identify any missing/non existent safety devices that may be required per the current 8th edition?
Current control panel wiring drawings are unknown at this time. If there are drawings, they would be 3rd edition compliant and may be provided to the winning bidder upon request if available.
4. Will the most recent safety device testing report be made available for review?
Yes, the report may be provided to the winning bidder upon request. Additionally, a separate boiler life expectancy contract is being awarded shortly. Any findings from the inspection will be shared.
5. Will the contractor be responsible for correcting the current deficiencies in the base year?
Vendor will conduct an initial visual inspection of boilers and supporting components upon initiation of the contract. Vendor will provide a list to the contract COR of deficiencies with notes on priority of repair (ex. critical, high, medium, low). Dependent on the scale of required repairs a separate contract may be competed to fix deficiencies.
If any failure to the boiler system occurs during the period of performance in which a backup is not available or a deficiency is noted during the initial visual inspection to be of such an extreme nature it will be considered an emergency and all parts and labor will be billed under that line item, 0009, 1009, 2009, 3009, or 4009 (dependent on option year period of performance if executed). Prior authorization for any emergency repair from the COR must be received prior to any work being performed or repair part ordered.
6. Safety relief valves on all boilers were noted to be cast iron, which is no longer allowed per design alert 151. Will the contractor be required in the contract to supply cast/forged steel safety relief valves properly sized to bring plant into compliance?
No, replacement valve parts are on site and Energy Center staff will install these safety valves.
7. Low pressure boiler #5 located in building 222, was noted as not having all the safety devices as required per the 8th edition, including the purge air proving switch, fd fan motor current switches, burner lockout annunciator, etc… Will these missing items be required to be supplied and installed?
Vendor will conduct an initial visual inspection of boilers and supporting components upon initiation of the contract. Vendor will provide a list to the contract COR of deficiencies with notes on priority of repair (ex. critical, high, medium, low). Dependent on the scale of required repairs a separate contract may be competed to fix deficiencies.

8. It was noted that the low pressure boiler in building 222, only had two low water cutoff floats. Per 8th edition safety device testing manual, and the VA master TIL, a primary and Aux. low water cutoffs are to be different technologies. Will the contractor be required to convert the auxiliary low water cutoff on this boiler to a broke type, and add the high and low water alarms as required by the TIL, and testing manual?
No, Energy Center staff will be responsible for updating this item.
9. Will Safety devices not currently plumbed properly with lock open only valves and test ports, be required to be re-plumbed by contractor during the base year?
Vendor will conduct an initial visual inspection of boilers and supporting components upon initiation of the contract. Vendor will provide a list to the contract COR of deficiencies with notes on priority of repair (ex. critical, high, medium, low). Dependent on the scale of required repairs a separate contract may be competed to fix deficiencies.

10. Directive 1810 requires all boilers to be manually started, no auto start or remote start are allowed. Boiler #5 in building 222 is currently cycling on/off automatically. Will the contractor be required to bring this boiler into compliance with directive 1810, and what provisions have been considered for safe operation after update?

11. Vibration analysis in statement of work specifies seven pumps. During walk thru we noted 3 condensate trans for pumps and 4 boiler feedwater pumps in building 69. Will the statement of work be revised to include pumps in building 222?
SOW and solicitation has been updated to reflect vibration analysis on eight pumps annually. Seven pumps in building 69 and one pump in building 222. Vendors shall provide bids based on these current numbers. If additional pumps are identified or removed during the life of the contract a modification to the contract will be executed through a supplemental agreement by both parties.
12. The VA standard requires non-destructive testing of the deaerator tank every 6 years.
When was the last NDT performed, and in what option year should it be addressed during this contract?
It is unknown at this time when the last NDT was performed. Currently the deaerator tank will be inspected this under a separate boiler life expectancy contract. Therefore an additional non-destructive test will need to be performed under this maintenance and annual/semi-annual inspection contract. If another NDT is required during the life of the contract a modification to the contract may be executed through a supplemental agreement by both parties.
13. In the RFQ price/cost schedule there are line items on the inspection of Boilers, Condensate Tank, Deaerator, and Boiler Stack. Reviewing the statement of work I am not seeing these three items listed clearly/separately. Am I missing something?

14. Can you provide more information on the seven pumps that are required for vibration analysis?
Eight pumps have been identified and vibration analysis need to be performed on the pump assembly (motor and pump). Specific make and model of the pumps are unknown.
15. What have been some of the major concerns, repairs done in the past?
Welding on the refractory in one of the boilers. Further repair information can be provided to the winning bidder upon request.
16. Would another site visit be possible?
Yes, the Energy Center is open 7 days a week. Any subsequent site visits must be performed prior to when bids are due for the solicitation. Please call 612-467- 4625 to schedule a date and time.
Statement of Work- Boiler Maintenance A. Introduction
The Minneapolis Veterans Affairs Health Care System (MVAHCS) intends to establish a contract for boiler maintenance at the VA Energy Center located in Minneapolis, Minnesota.
B. General Requirements
1. The Energy Center requires a Contractor to provide preventive maintenance including visual inspection, cleaning, lubrication, adjustments and calibration of boiler burners, controls, instrumentation and other related equipment.
2. Contractor will furnish all labor, parts and materials needed to maintain the equipment listed in this solicitation in good operational condition. The Energy Center Supervisor shall approve the use of any parts that are not OEM manufactured, and the Contracting Officer Representative (COR) shall approve payment for the purchase of parts for any given work under this contract before any upgraded parts are ordered or provided.
3. Contractor shall be responsible for providing services any time contacted. All work shall be performed during the working hours of 8:00 am to 4:30 pm. Work shall be scheduled with the Supervisor of the VA Energy Center. Each Service Technician must be trained and qualified to repair the equipment they are dispatched to diagnose, repair and/or perform maintenances services upon. In order to provide proof that their qualifications meet industry and manufacturers standards, the Contractor shall provide a certificate of training for each Technician that may be dispatched to the VAHCS. All Contracted Technicians shall be OSHA 10 certified and submit a copy of their OSHA 10 card to the COR before the start of the new contract, or whenever there is a new Contractor employee who will be performing work at the Minneapolis VAHCS facility.
4. Contractor shall also be responsible for providing annual and semi-annual inspections as listed in Section F & G.
5. Contractor shall conduct an initial visual inspection of boilers and supporting components upon initiation of the contract. Vendor will provide a list to the contract COR of deficiencies with notes on priority of repair (ex. critical, high, medium, low).
Dependent on the scale of required repairs a separate contract may be competed to fix deficiencies.
C. Emergency Service
1. If the boilers at the Energy Center are such that a required backup is not available, it will be considered an emergency. Contractor will provide emergency service including diagnosis, repair, parts and labor to correct problems related to the equipment covered under the contract.
2. The service shall be rendered at any hour of any day of the week.
Contractor is required to call the Energy Center back within one (1) hour of contact and must arrive on site at the Energy Center within four (4) hours of notification. Contractor will make necessary repairs within three calendar days. If emergency service is performed during normal hours, there shall be no additional charges.
3. Contractor will provide the Energy Center with an estimate for materials and labor prior to any emergency work beginning. The VA will not pay for any travel expenses to include flights, rental vehicles, per diem and other related expenses.
4. It is estimated that there will be approximately 10 emergency service jobs required during each period of performance. Funding for this line item is based on historical precedence. Actual number of services and pricing will be adjusted during the life of the contract based upon actual emergency services rendered.
D. Reporting
1. A written report shall be submitted to the Supervisor of the Energy Center after each service, certifying that all instruments covered by these specifications have been serviced as required. The report shall also contain any recommendations concerning instrumentation that Contractor service personnel may deem necessary.
2. During semi-annual testing, Contractor shall complete a spreadsheet provided by the Energy Center that accounts for all measurements taken and data collected and that indicates the equipment has been calibrated, adjusted and inspected.
Contractor shall tag all equipment that is calibrated.
3. When service is requested, Contractor’s technicians will report to the Energy Center on site Supervisor or Utility Services Operator (USR). Upon completion of work, a service report listing date, time, equipment and service performed shall be submitted to the Energy Center Supervisor.
E. Equipment – Boiler systems:
Contractor shall provide all labor and material to maintain all fuel and steam atomizing trains (fuel oil, natural gas and propane) from outlet of first manual cock to the gas rings and/or oil injection guns as well as ignition and burner assemblies on all five (5) boilers listed below:
#1 Cleaver Brooks- Model DL-68-RH 45,000 pounds of steam, 1275 horsepower.
#2 Cleaver Brooks- Model DL-68-RH 45,000 pounds of steam, 1275 horsepower.
#3 Cleaver Brooks- Model DL-68-RH 45,000 pounds of steam, 1275 horsepower.
#4 Cleaver Brooks- Model DL-52-RH 30,000 pounds of steam, 875 horsepower.
#5 Small Low Pressure Boiler – Model, Pounds of Steam, and Horsepower to be determined.

Contractor shall perform the following inspections semi-annually:
1. Adjust burner combustion settings and calibrate oxygen trim.
2. Check vibration of burner fans.
3. Calibrate instrumentation, monitoring, and control systems.
4. Operational Testing of Boiler Safety Devices:
A. High-steam pressure cutout (recycle).
B. High steam pressure cutout (non-cycle).
C. Steam safety valves (raise boiler pressure until valve pops).
D. Check gas vent for leaks.
E. High-gas fuel pressure cutoff.
F. Low gas fuel pressure cutoff.
G. Gas fuel safety shut off valves proof of closure.
H. Leak test gas fuel safety shut off valves.
I. High-fuel oil temperature cutoff (heated fuel).
J. Low-fuel temperature cutoff (heated fuel)
K. Low-atomizing pressure for fuel oil
L. High-fuel oil pressure cutoff
M. Low-fuel oil pressure cutoff.
N. Fuel oil safety shut off valves proof of closure.
0. Leak test fuel oil safety shut off valves.
P. Check operation of Liquid Petroleum Gas pilot.
Q. Low-pilot gas pressure cutout.
R. Forced draft fan motor interlock.
S. Forced draft fan damper wide open for purge.
T. Boiler outlet damper wide open for purge.
U. Purge air flow interlock.
V. Timing for pre purge
W. Timing for post purge.
X. Igniter timing.
Y. Low fire position interlock.
Z. Combustion air interlock.
AA. Main flame out; i.e., time to close valves.
BB. Ignition flame out;, i.e., it is time to close valves.
CC. Minimum igniter flame test.
DD. Scanner not sensing ignition spark.
EE. Low-oxygen alarm and/or cutout.
FF. Pre-purge setting of flue gas recirculation damper.
GG. Interlock of building outside air damper with burner control or combustion air transmitter system, which ever system is currently in place.
HH. Instrument air pressure low cutout.
5. Boiler Plan Safety and Operational Duties:
A. Check furnace pressure.
B. Check combustion gas leaks into boiler room.
H. Vibration Analysis
1. Perform Vibration Analysis on seven eight Pumps Annually. Seven pumps located in building 69 and one pump in building 222.
2. Analysis shall be performed on the pump assembly (motor and pump).
3. Submit reports that provides detailed information about the pumps condition.
I. Security/ Badging
1. Contractor’s personnel will utilize a temporary vendor’s security badge until a permanent security PIV badge can be issued. Temporary badge use will not exceed 30 calendar days.
2. The Contractor shall comply with Minneapolis VA security, access and badging requirements. Employees must provide fingerprints and be able to pass a background check so they can obtain Security access badge. Employees must complete web-based Rules of Behavior training.
3. All employees will need a valid personal email account. Fingerprint scheduling/appointments, background investigation tasks and Training Management System (TMS) required classes notifications will be sent to their email address throughout the process.
4. Contractor will submit all required security badging documents for each employee within 5 business days from the award date of contract. All documents must be legible. The following documents will be sent to contractor via email after contract is awarded.

J. Contractor Responsibilities
1. Contractor shall adhere to the latest standards set forth by the following references:
A. NFPA 85- Boiler and Combustion Systems Hazards Code.
B. VHA Boiler Plant Safety Device Testing Manual, 3rd 8th Edition (or most current version).
C. All boiler and pressurized vessel codes adopted by the State of Minnesota.
2. Contractor shall provide information to the Energy Center Supervisor with product modifications, when applicable.
3. Contractor shall have immediate access to factory authorized renewal parts and shall stock commonly used parts at the Contractor's place of business, in order to provide the fastest timelines for repairs.
4. The Contractor shall use testing equipment that is calibrated and adheres to the standards and criteria set forth by the National Institute of Standards and Technology (NIST), as recommended by the ISO-9001 requirements. As proof of current calibration, the Contractor shall provide a Traceable Calibration Certificate to the VAHCS, presented upon initial contract issuance and each time certificates are updated.
5. Contractor shall take all reasonable precautions necessary to protect persons and property from injury or damage during the performance of this contract.
6. Contractor shall maintain personal liability and property damage insurance. The Offeror shall furnish evidence of insurance coverage with the proposal certification from his/her insurance company indicating that coverage outlined has been obtained and that it may not be changed or canceled without written notice to the Contracting Officer.
7. If Contractor fails to promptly perform the services or to take the necessary action to ensure future performance in conformity with the contract requirements, the Government may Terminate the contract, for cause.
8. At least one week prior to the commencement of a new quarter, Contractor shall provide the Energy Center Supervisor with a quarterly work schedule, to include the dates on which the work will be completed. This schedule shall be coordinated with and approved by the Energy Center Supervisor.
