1. Are the serial numbers on the boilers available? The serial numbers are all made unique and specific to each building design, they actually look it up in a system before giving proper quotes.
Cleaver Brooks representative states that the serial number and unit number are the same thing, they are as follows:
#1 Cleaver Brooks- Model DL-68-RH 45,000 pounds of steam, 1275 horsepower. WG-3285 #2 Cleaver Brooks- Model DL-68-RH 45,000 pounds of steam, 1275 horsepower. WG-3284 #3 Cleaver Brooks- Model DL-68-RH 45,000 pounds of steam, 1275 horsepower. WG-3286 #4 Cleaver Brooks- Model DL-52-RH 30,000 pounds of steam, 875 horsepower. WG-3287 #5 Small Low Pressure Boiler – Model, Pounds of Steam, and Horsepower to be determined. SN# 64275041
2. Is Item # 1 supposed to say that the testing requirements are to the 8th edition or is the Contractor really expected to correct the entire boiler plant with materials and labor to bring this up to the 8th edition standards?
Inspection / Testing requirements are to the 8th edition (or most current edition at the time of inspection / testing. Contractor will conduct an initial visual inspection of boilers and supporting components upon initiation of the contract. Vendor will provide a list to the contract COR of deficiencies with notes on priority of repair (ex. critical, high, medium, low). Dependent on the scale of required repairs a separate contract may be competed to fix deficiencies dependent on how extensive the repairs are. If any failure to the boiler system occurs during the period of performance in which a backup is not available or a deficiency is noted during the initial visual inspection to be of such an extreme nature it will be considered an emergency and all parts and labor will be billed under that line item, 0009, 1009, 2009, 3009, or 4009 (dependent on option year period of performance if executed). Prior authorization for any emergency repair from the COR must be received prior to any work being performed or repair part ordered.
3. For the annual inspection requirements of the boilers, deaerator, condensate tank, and boiler stack, is this just a visual? There isn't really any description around what is required. Can the expectations be clarified?
Inspection shall be conducted in compliance with the latest rules and regulations found in section J of the SOW.
4. In Section C: Emergency Service, Item 1 says it covers labor and parts and item 3 says that the contractor will provide an estimate for materials. Which is correct?
Contractor shall provide an estimate for materials prior to any work beginning or parts ordered. It is estimated that there will be approximately 10 emergency service jobs required during each period of performance. Funding for this line item is based on historical precedence and has been pre-priced on line items 0009, 1009, 2009, 3009, or 4009. Actual number of services and pricing will be adjusted during the life of the contract based upon actual emergency services rendered.

This is a solicitation conducted using FAR Part 13 (Simplified Acquisition Procedures).
Solicitation number 36C26325Q0474 is issued as a request for quotes (RFQ).
This procurement is a total SDVOSB set-aside.
Prospective offerors must be registered and current in the System for Award Management (SAM) database (https://www.sam.gov) ) and the Veteran Small Business Certification (VetCert) (Veteran Small Business Certification (sba.gov)) as a SDVOSB under the NAICS at time of offer to the Government.
Quotes will only be accepted from responsible contractors. The NAICS code for the solicitation is 238220 with a size standard of $19 million.
A list of the contract line items, quantities, and units of measure are listed within the attached solicitation documentation.
The VA anticipates one Firm Fixed Price award to provide services to the Minneapolis Health Care System, 1 Veterans Dr., Minneapolis, MN 55417 The period of performance is 04/15/2025 to 04/14/2026 with 4 option years if exercised.
Technical questions on this solicitation are due via e-mail only to Cameron Rick, Contracting Specialist, at Cameron.rick@va.gov no later than 5:00pm Central time on 04/02/2025.
Quotes are due to the Contracting Office by 5:00pm Central time on 04/04/2025. Quotes are required to be emailed to cameron.rick@va.gov prior to the solicitation closing date and time. It is the responsibility of the offeror to ensure their quote is received in its entirety by the Contracting Officer before the solicitation closing.
