• Solicitation Number: 36C26325B0011 for PN: 636A8-23-101 Update Signage & Wayfinding o 100% SDVOSB Set-Aside-- Competition is restricted to SDVOSB’s ONLY.
Issued in accordance with Public Law 109-461, the Veterans Benefits, Healthcare Information and Technology Act of 2006, Sections 502-503
At time of proposal submission and award—must be listed as a verified SDVOSB in SBA database
IAW VAAR 819.7004, you MUST submit a Limitations on Subcontracting formal certification with the offer; otherwise, you will be deemed ineligible for evaluation and essentially an award.
• Magnitude of Construction-- Between $1,000,000 and $2,000,000
• Bonds:
o Bid Bond with proposal submission o Payment and Performance Bonds are required o Scanned copies of all bonds are acceptable; however, the contractor must hold the original copies and submit if requested.
• Period of performance is 90 calendar days after issuance of NTP
• Per FAR 52.222-6 (Davis Bacon formally) Wage Rate Requirements (Construction) applies and must be adhered to—provided as an attachment o Any WD updates will be provided via amendment.
• Questions:
o All requests for information, clarifications or questions, must be submitted via email to angela.frost2@va.gov NLT 1pm (CT) on May 8, 2025.
o No questions will be answered via phone or individually. No questions will be answered today; however, any questions generated from today’s visit may be submitted as previously mentioned.
o All answers will be published to via an amendment.
o The Government reserves the right to not answer any RFIs/questions after the stated due date/time and will do so only if considered a significant impact to the project.
o Any questions submitted not as instructed above may go unanswered.

Pre-Bid Site Visit Agenda o Bids shall be submitted IAW the instructions provided within the solicitation under Bid Submission Documents and Delivery of Bids sections. Bids not following these specific instructions may be rejected.
o The Bid Opening will be held virtually and may be joined by calling in on the provided number using the participant code.
o NO EMAIL OR TELEPHONE INQUIRIES FOR THE APPARENT LOW BIDDER WILL BE
ADDRESSED. IF YOU WANT TO KNOW WHO THE APPARENT LOW BIDDER IS, YOU MUST
JOIN THE VIRTUAL BID OPENING.

REMINDER:
The United States Court of Federal Claims has concluded that agencies only have the discretion to waive informalities and minor irregularities and cannot waive errors that are categorized as material. Because both the statute and VA’s regulation make the certification mandatory, it is considered a material requirement and therefore cannot be waived. Similarly, since the provisions state failure to return a completed certification renders an offer ineligible for evaluation – as well as award - and Discussions only occur after a proposal has been evaluated, the omission similarly cannot be corrected through Discussions.
