Other Than Full and Open Competition (>SAT)

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 23
(NCO23), Construction Team 2, 316 Robert Street N. STE. 50, St. Paul, MN 55101 is responsible for this action. The requesting activity is the VISN 23, Iowa City Veterans Affairs Health Care System (VAHCS), 601 Highway 6 West, Iowa City, Iowa 52246
2. Nature and/or Description of the Action Being Processed:
This justification is to support the Update Signage and Wayfinding project at the Iowa City VAHCS that will be awarded as a firm-fixed price contract. This justification is for other than full and open competition for the procurement of certain construction materials. The use of a particular brand name for the items listed below accommodates standardization of these items throughout facility.
The Infinity brand line as manufactured by ASI Sign Systems, Inc.
3. Description of Supplies/Services Required to Meet the Agency’s Needs:
A new construction project that has a need for name brand sole source items for all signs in the facility. This is a partial requirement for project 636A8-23-101 Update Signage and Wayfinding which will provide a new comprehensive wayfinding system throughout the site and buildings on the Iowa City VAHCS campus, including directional signage along common routes to campus. Signage will include building identification for buildings 1, 2, 16, 40, 41, 49 and 50 to address specific wayfinding deficiencies. Room signage will also be addressed in accordance accessibility standards.
This project will be solicited as 100% set aside for Service-Disabled Veteran Owned Small Business and is a firm fixed price contract.
This justification only covers the portion of the acquisition that is name brand within the construction documents of this same acquisition. This project has a need for the use of the Infinity brand line as manufactured by ASI Sign Systems, Inc. This signage need covers the renovated rooms and corridor affected by the scope of the project.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the
Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
This is a brand name justification in support of FAR 11.105, Items Peculiar to One Manufacturer.
The existing signage utilized at the Iowa City VAHCS is the Infinity brand line as manufactured by ASI Sign Systems, Inc. New signs must be able to match the existing operational system, including the use of barcoding for room classification/identification. At this time, there are no known competing vendors whose products are fully compatible with the existing system being used at the Iowa City VAHCS located at 601 Highway 6, Iowa City, IA 52246.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
In accordance with the Competition in Contracting Act (CICA), the components listed above are identified as brand name and the justification will be included in the posted solicitation in accordance with FAR 6.302-l(c)(ii)(C).; however, the overall procurement will be competed as a Service-Disabled Veteran-Owned Small-Business (SDVOSB) Set-Aside.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
The Contracting Officer shall determine the cost for this procurement to be fair and reasonable by thorough review of the Contractor’s proposal and Contracting Officer Representative (COR) technical evaluation of the proposal.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
Market research was conducted prior to selecting this manufacturer as the facilities standard base. This justification is specific to the Infinity brand line as manufactured by ASI Sign Systems, Inc.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
Signage throughout the campus must match for ease of maintenance and to provide consisitency for the Veterans to easily navigate the medical facility. It will be far less expensive to match existing signage and cost prohibitive to replace all signage in the facility.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:
None.

11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required:
There will be competition for the overall procurement. It will be the responsibility of the offerors to obtain pricing from the suppliers of the items and to submit a competitive proposal for the project. If a requirement arises in the future to replace all signage at the facility, a competitive acquisition will be considered.
12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
