CONSTRUCTION SCOPE OF WORK
Update Signage and Wayfinding
PROJECT NO: 636A8-23-101
PROJECT NAME: Update Signage and Wayfinding – Iowa City, IA
1. GENERAL INTENT:
1.1 The Contractor shall provide all labor, materials, and equipment to provide a new comprehensive wayfinding system throughout the site and buildings on the Iowa City VA Health Care System (VAHCS) campus, including directional signage along common routes to campus. Signage will include building identification for buildings 1, 2, 16, 40, 41, 42, 49 and 50 to address specific wayfinding deficiencies. Room signage will also be addressed in accordance accessibility standards. It is a requirement that the project superintendent be dedicated exclusively to this project through the duration of the period of performance.
1.2 This work shall be performed at the Iowa City VAHCS, 601 Hwy 6 West, Iowa City, Iowa.
2 PERIOD OF PERFORMANCE:
2.1 Work timelines and completion progress shall be communicated to the Contracting Officer’s
Representative (COR) for tracking purposes.
2.2 Work described in Section 3 shall be completed within 90 calendar days, following Notice to Proceed.
2.3 Provide Project Schedule to show long lead time items as part of Bid solicitation documents, prior to Notice to Proceed being issued.
3 STATEMENT OF WORK:
3.1 Description of Work
3.1.1 Provide a new comprehensive wayfinding system throughout the site and buildings on the VAHCS campus.
3.1.2 The Contractor shall provide all labor, materials and equipment to accomplish the “Update Wayfinding and Signage” project per construction drawings and specifications.
The project shall be accomplished per contract drawings numbered 636A8-23-101, specification number 636A8-23-101.
3.1.3 Work shall be completed during business hours, 7:00 am to 4:30pm, but parking signage must be done after hours or on weekends at the VA COR’s discretion.
3.1.4 The construction documents will define phasing requirements for the contractor to follow that will allow for the installation of new devices while maintaining the operation of existing devices. Work to be coordinated with VA staff using the rooms receiving the upgrades.

3.2 General Requirements
3.2.1 Temporary construction items such as dust walls, safety barriers, etc. shall be the responsibility of the contractor. Obtain approval from VA staff prior to the installation of such temporary construction. VA COR will provide Infection Control Risk Assessment (ICRA) requirements which the contractor will be required to follow.
3.2.2 Provide notice to the VA COR in writing at least three weeks prior to performing shutdowns of parking spaces. Coordinate with the VA COR prior to performing electrical power systems, Heating, Ventilating and Air Conditioning (HVAC) equipment, chilled water systems, and fire suppression systems for modifications and tie-ins.
3.3 Existing Conditions
3.3.1 Demolition: Contractor shall remove from the VA site and dispose of all equipment and materials not scheduled to be reused.
3.3.2 Items not noted as to be demolished shall be protected from damage. Any damage not caused by the owner or deemed to be normal wear shall be corrected by the contractor with no additional time and/or money.
3.4 Specialties
3.4.1 Signs will be fabricated and installed in compliance with the VA Signage Manual.
3.5 Earthwork
3.5.1 Earthwork will be done as part of outdoor sign installation and accomplished by following the guidance listed in the 636A8-23-101 Specification.
3.6 Exterior Improvements
3.6.1 Concrete work will comply with references listed in the 636A8-23-101 Specification and in the following section.

6 SUBMITTALS:
6.1 In addition to submittals required by specifications, the contractor shall submit the following submittals for review:
6.1.1 Product data and sample of each sign type as per the 636A8-23-101 Specification.
6.1.2 As-built drawings for all installation locations. The Contractor shall provide the central drawing set to the Owner at the end of the project. The marked-up drawing set will accurately depict the as-built status of the system including alarm locations, cable routing, and all administration labeling for the system. In addition, a narrative will be provided that describes any areas of difficulty encountered during the installation that could potentially cause problems to the Fire Alarm Control system.
6.1.3 Certification report. All testing documents shall reflect the appropriate labeling scheme.
6.1.4 The Contractor shall provide a system warranty covering the installed signage against defects in workmanship, components, and performance, and covering follow-on support after project completion.
7 PROJECT SCHEDULE:
7.1 The contract shall not be closed by the Contracting Officer until after the station’s go-live date and the system is operational.

8 COST OF CONSTRUCTION:
8.1 The anticipated cost range for this project is between $1,000,000 and $2,000,000.
9 REQUIRED TMS TRAINING
9.1 All contractors are required to complete “VA Privacy Training for Personnel without Access to
VA Computer Systems or Direct Access to or the Use of VA Sensitive Information” prior to working on site (see Attachment 2). Upon completion of the training, contractors shall complete and sign the last page of the training paperwork and provide to the Contracting Officer’s Representative.
