About this file
This document contains questions and responses related to a solicitation for a design-build project at the Minneapolis VA Medical Center. The solicitation seeks proposals to design and construct a centralized services and check-in area comprising approximately 4,500 square feet on the fourth floor to serve three primary care clinics. It will include exam rooms, offices, blood draw, and support spaces. The project also aims to install social distancing elements in nine waiting room areas totaling over 9,000 square feet. A single construction package will be awarded on a firm-fixed price basis, with design to be completed using Autodesk Revit 2019. The submission and review schedule includes 35%, 65%, 95%, and 100% design submissions between December 2020 and March 2021, with construction to be completed by November 2021.

Project: 618‐20‐205, Centralized Services & Social Distancing COVID
Solicitation: 36C26321R0045
POC: Teresa Kohlbeck, Contract Specialist, teresa.kohlbeck@va.gov
Date: December 18, 2020
Questions and Responses
Question: 1 ‐ Statement of Work (SOW), Part I General: 2.a‐ Please describe the VA project planning steering committee for projects 1 to 10. Will the design team be working with individual groups per area or one holistic project team/Steering Committee.
Response: The VA will develop the general concept with the individual areas prior to award. The design team will be required to meet with a single VA project team during design to steer final design, finishes, etc.
Question: 2 ‐ SOW, Part I General: 2.a‐ Is it correct to assume that site visits, design presentations can be combined for projects 1 through 10?
Response: That assumption is correct.
Facility visitors are required to wear face masks and face shields when entering patient care areas. Any site visitors will be required to have these items prior to visiting the site.
Site visits can be arranged with the COR to determine the best timing for the visit(s).
Question: 3 ‐ SOW, Part I General: 2.a‐ will these projects be documented in ONE construction package? Will construction be sequential or will we have the ability to perform multiple areas at one time.
Response:
Yes, the design will be combined into one (1) single construction package. This is a design‐build project so the design team will be required to work with the construction contractor during design to determine the best development of the drawings.
See SOW Part III Para B.1.e “Hours of work TBD by the clinical and engineering staff. Many areas will require off duty hours for construction. The off‐duty hours of work will be coordinated with the VA Program Manager (ex. Nurse
Manager) and the COR based on the area under construction and as determined by the magnitude of impact to the space based on the design of the solution. Additional solutions can be proposed by the contractor team to perform work during normal hours if ICRA, ILSM, and disruptive work can be monitored and minimized. Construction within active clinics and waiting rooms may be required to be completed during off hours if that is the best solution for the local space.”
Question: 4 ‐ SOW, Part III‐ 4.k‐ Renderings: It is mentioned that Rendering areas may change during design. How does the government intend to require pricing on locations that change during the design? Will we be allowed to offer price levels?
Response: Design renderings are intended to assist the VA in presenting the “concept” to the VA end‐users for project team review/approval. The VA has provided three (3) suggested locations where these renderings will provide the best visual understanding of how the space will change after the project is completed. The renderings can be delivered via
PDF format and completed in full color. We are requiring that the design be done in Revit which creates the renderings for you and typically only take a few minutes to create. This a firm fixed price contract there will be no price levels.
Question: 5 ‐ SOW, Part III‐ 5: What is the anticipated structural design scope?
Response: The anticipated structural scope includes, but is not limited in nature to, items like placement of floor penetrations to limit impact to the structural integrity of the floor and proper placement of interstitial penetrations
(where required) for items like HVAC, plumbing, etc.
Question: 6 ‐ SOW, Part II.B.2. In bold print, the statement addresses the DB team to take on full responsibility for differing site conditions, etc. Please clarify if this is demanded from Phase 2 bidders or the awardee only? If it relates to
Phase 2 bidders providing a Firm Fixed Price, will the government allow as many site visits as necessary for the selected teams to evaluate existing site conditions and provide enough time for determining any possible unknown conditions to mitigate risk on the DB team?
Response: During Phase II, a single site visit will be coordinated with the most highly rated firms selected during Phase I.
Additional site visits will be accommodated through coordination with the COR; however, additional site visits will be unescorted. Contractors will be expected to check in and out with the COR during these visits. Contractors are required to provide and follow all facility guidelines.
After award, as‐builts and actual conditions shall be determined by the awardee.
Question: 7 ‐ SOW, Part III.A.1. Who will be responsible for Submittal Exchange costs?
Response: The VA will provide the Submittal Exchange access.
Question: 8 ‐ Solicitation page 11 of 75, Phase I Proposal Format, Paragraph C. denotes the page count shall not exceed 15 pages. Can you clarify if the PPQ’s and CPARS Reports are not included in that page count?
Response: The PPQs and CPARS Reports are NOT included in the page count for Phase I.
