About this file

This document provides details for a federal design-build solicitation to modify facilities at the Minneapolis VA Health Care System to implement centralized services and social distancing measures in response to COVID-19. The solicitation seeks design and construction services to consolidate primary care clinic check-in functions and add a blood draw area on the fourth floor, install social distancing elements in various clinic waiting rooms, and purchase and install barriers at reception desks. Offerors must submit experience on similar medical facility projects of at least $750,000 completed within the past ten years. The evaluation will assess relevant experience. The design-build contractor will be responsible for design development, construction documents, specifications, and construction completion within 340 calendar days of the notice to proceed. Proposals are due January 29, 2021. The awarded contractor must meet milestones for 35%, 65%, 95%, and 100% design submissions for agency review.

The purpose of this amendment is as follows:

1. Provide an update to PHASE 1, Evaluation Factor #1, Experience. See Page 2 for details.

2. Extend the proposal due date to Friday, January 29, 2021 at 10:00 AM (CT).

Lucas Dahlman Contracting Officer Solicitation 36C26321R0045, Amendment 0002 The purpose of this amendment is to update:

1. PHASE I Evaluation Factor #1, Experience. Reference Page 12 of 75 in the solicitation.

Factor 1, Experience: Provide a minimum of two (2) and a maximum of four (4) projects completed within the last ten (10) years on previous design-build contracts similar in size, complexity and scope to this project. Projects must demonstrate an offeror’s design build experience as a prime construction contractor directly responsible to the owner and managing multiple subcontractors. If the construction contractor and A/E team do not have D-B teaming experience with each other, both are responsible for providing relevant experience as detailed in this section. For purposes of this evaluation, a relevant project is further defined as “as design build completed in a clinical, hospital or other medical related use space similar in size and scope to this project.” Project(s) shall have a minimum value of $750,000. Projects do not need to be 100% completed, but the design is required to be 100% completed and the construction has commenced on the project.

Projects submitted for the Offeror shall be completed within the past ten (10) years of the date of issuance of this RFP. A project is defined as a design build project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.

If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner. Offerors who fail to submit experience for all Joint Venture partners may be rated lower.

If the Offeror is NOT a Joint Venture (JV), a formal teaming arrangement shall be executed and presented to the Government. If the proposed team does not have shared experience, projects shall be submitted for each team member (construction and A/E). Offerors who fail to submit experience for both team members may be rated lower.

The Offeror’s submission should include at a minimum:

• Provide the Project Title and Description, Project Location (Physical Address); Contract Type (example: Design-Build)

• Provide the project owner name and telephone number of the owner’s contact person.

• Provide a brief description of the scope of work.

• Provide project prime contractor, primary A/E designer, and major subcontractors.

• Provide project statistics including start and completion dates (original vs actual) and project cost (original vs actual). If original vs actual completion dates and project cost differ, offeror shall explain why they differ.

NOTE: The information provided above will be used to evaluate the specialized experience/technical competence and the offerors capability to perform the project in question.

2. PHASE I Evaluation Methodology, Factor #1 Experience. Reference page 16 of 75 in the solicitation.

Factor 1. Experience: Will be evaluated on relevant and recent experience of design-build contracts and/or contracts of comparable size, complexity and scope within the last ten (10) years.
