VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C263-19-AP-1864

1. Contracting Activity:

Location: Department of Veterans Affairs, VISN 23, Fargo VA Health Care System (437) Project Number: 437-14-112 Project Title: Replace Boiler Plant Purchase Request Number: 437-19-4-6626-0005

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The project calls for door and hardware system components to be provided, installed and tested by the vendor to match the existing Best Corporation lock cylinder core system in use at the Fargo VA Health Care System. This includes Best Corporation 7-pin lock cores and associated miscellaneous items. The existing Best Corporation 7-pin lock core system was installed many years ago under a previous competitively bid project. This project is a minor modification to the existing door lock/keying system. Changing out the entire existing security access control system would be cost prohibitive.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Fargo VA Health Care System’s existing lock core system in use is by Best Corporation.

Other lock core systems would not be fully compatible with the core system the VA in Fargo uses for room and building security. Please note, this is only for the lock core. All other door hardware may be by and often is by other manufacturers. Best Corporations 7-pin lock core system is utilized throughout the Medical System and would be costly to change over everything (which is not feasible under this project) or to have two lock core/key systems which would require additional equipment, software, staff training, etc. in order to set up this system. Not to mention the confusion created with staff and the locksmith having to determine which lock and key system staff require for all doors they have to access possibly resulting in multiple keys being required by staff were currently one key would work.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was not conducted or completed for the door lock core system since under this project minor modifications are being performed on an existing system. It would be cost prohibitive to change out the door lock system entirely with a new system. At this time, Fargo Engineering is unaware of any competing vendors whose products are fully compatible with the existing Best Corporation 7-pin lock core system in use at the Fargo VA Health Care System.

This is a request for Software House Security Access Control System components for use with the existing access security system. The existing security access control system is by Software House and was installed under a previous competitively bid project. This project removes selected system components, reinstalls selected system components and has the contractor install new system components as required by the contract documents and specifications. This project is a minor modification to the existing security access control security system. Changing out the entire existing security access control system would be cost prohibitive.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies

The project calls for security access control system components to be provided, installed and tested by the vendor to be used with the existing security access control system. This includes remote panels, power supplies, card readers, electric strikes, door position sensors and other miscellaneous items. The Fargo VA Health Care System’s existing security access control system and components are by Software House. Other products would not be fully compatible with the existing security access control system and would void the system certification.

Market research was not conducted or completed for the security access control system since under this project minor modifications are being performed on an existing system. It would be cost prohibitive to change out the security access control system entirely with a new system. There are no other available vendors the Fargo VA Health Care System is aware of that have fully integrated and certifiable products for the existing Software House security access control system. If in the future, other vendors are capable of supplying such products, the Fargo VA Health Care System will open competition to their products.

The Fargo VA Health Care System’s existing fire alarm system and components are Tyco-Simplex. Other products would not be fully compatible with the existing fire alarm system and would void the system certification.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies

The project calls for fire alarm system components to be provided, installed and tested by Tyco/Simplex to be used with the existing fire alarm system. This includes pull stations, alarms, strobes, speakers, smoke detectors, annunciators and other miscellaneous items.

The Fargo VA Health Care System’s existing fire alarm system and components are Tyco- Simplex. The existing fire alarm system is Tyco-Simplex and was installed under a previous competitively bid project. This project removes selected fire alarm system components, reinstalls selected fire alarm system components and has the contractor install new fire alarm components as required by the contract documents and specifications. This project is a minor modification to the existing fire alarm system.

Changing out the entire existing fire alarm system would be cost prohibitive. New and reused fire alarm system components must tie into the existing fire alarm system which must remain fully functional, operational and operational for Life Safety Code compliance. At this time, Fargo Engineering is unaware of any competing vendors whose products are fully compatible with the existing Tyco-Simplex fire alarm system in use at the Fargo VA Health Care System.
